3a Background
It is clear that economic development and greater integration at a regional level are essential pre-conditions for the African continent to break out of its pervasive cycle of poverty and under development. The ecosystem approach is well suited to the needs of large-scale and regional development projects in Africa and fosters a move towards a more comprehensive assessment of project alternatives and impacts because it builds on the specific relationships that exist between people and natural resources and the linkages between social and ecological system components.
3b Objectives
This research paper will investigate how the ecosystem or bio-regional approach can be used to develop co-operative resource management frameworks to maximise the potential economic benefits and minimise environmental costs to biodiversity in regional economic development projects in Africa. Guidelines documents and practical application of the ecosystem approach, will be compared to the existing African Development Bank (ADB’s) guidelines for Environmental and Social Assessment Procedures for African Development Bank’s Public Sector Operations, ADB, 2001 to assist in suggesting elements of the ecosystem approach that can be incorporated into the ADB’s guidelines.
Transfrontier Conservation Areas (TFCA), which adopt an ecosystem approach to management of biodiversity for socio economic benefit in conservation areas in Africa will be investigated as a case study.

3c Approaches and methods
In this project a study of existing literature will be supplemented by experience gained in own projects related to the ecosystem approach. Interviews with those experienced in the ecosystem approach application and African Regional development bank practitioner’s will be used to gain broader understanding of the existing application of ecosystem approach, and to identify the potential needs and application of the approach for an African development planning context.

A paper submitted to a peer reviewed journal of international standing in the environmental assessment field.
A short 2-page guideline document that can be used by environmental assessment and development practitioners in Africa on the ecosystem approach for African Regional Development.

KEY QUALIFICATIONS
Since graduating from the University of Cape Town with a Master Degree in Geology during 1992 I spent the subsequent 9 years working in the environmental and sustainable development field as a consultant, researcher and facilitator and with civil society organisations.
Research Experience
Researcher in the Environmental Assessment field at the CSIR, making valuable input on the development of the ecosystem approach as a cooperative regional framework for natural resource management in Africa specifically within the Greater Limpopo Transfrontier Conservation Areas (TFCA) in Southern Africa. (a regional integration and collaborative initiative). Other research activities have included:
·  Development of the Operational Model for Food Insecurity and Vulnerability Information Mapping System (FIVIMS) for South Africa
·  Development of Scenarios for SADC initiated in 2002 by CSIR to explore ways to engage and contribute positively to the vision of NEPAD
·  Research into Africa-appropriate methodologies for Environmental Assessment for African Regional Planning
·  Impact Assessment of Trade Agreements for Sustainable Development
·  Capacity Building for Biodiversity Impact Assessment
·  Policy Assessment, planning and development of sustainable land use options and guidelines for the interstitial area of the Greater Limpopo Transfrontier Conservation area in Mozambique, Mozambican
·  Policy Assessment – incorporating sustainability into Integrated Development Planning
·  Reviewed of Guidelines for “Social Sustainable Development Assessments”, produced by International Council for Minerals and Metals and World Bank.
·  Managed a Research Project on Tools for Integrated Environmental Management Contract in support of integrated Environmental Management in Southern Africa,
·  Development of Environmental Assessment Guidelines for Coastal Mining in East Africa, Secretariat for East African Coastal Area Management
·  Input into the revision of the Integrated Environmental Management (IEM) Procedures and Development of an Environmental Management Framework within the Department of Water Affairs and Forestry (DWAF)
·  Development of Draft National Framework Guidelines for the strengthening sustainability in the Integrated Development Planning Process, DWAF
·  Managed a research contract within the CSIR focusing on Technologies for Environmental Assessment, Management and Policy. The contract dealt specifically with integrative multidisciplinary research, strengthening practice and looking at regional assessment in the African context.
