In this session we will talk about what’s coming in Oracle Global Payroll Cloud for Payroll Earnings Element Template enhancements.

The feature we will be discussing is enhanced calculated rules for earnings elements in element template. You can specify the rate calculation rules for periodicity conversion, work units conversion and proration conversion.

You can now specify the default input periodicity, such as weekly, semimonthly, or annually for an element. Earlier, it used to be defaulted to “Periodically”.

Also, you can now manage the rate conversions by selecting the desired rate conversion rule when you create an earnings element. You can also create your own rate conversion rule and create an element with that rule. We have delivered the below rate conversion rules as part of this change:

1. Standard Rate Annualized: It converts the source amount and periodicity to an annual value using default values, such as 2080 hours per year, 260 working days per year. It then converts the annual amount to the required periodicity and rate.

2. Standard Rate Daily: It calculates the daily rate using default values, such as 260 working days per year. It then converts the amount to the required output periodicity and rate.

3. Standard Working Hours Rate Annualized: It uses the standard working hours defined in the Manage Employment screen. It converts the source amount and working hours to annual value using the employee’s standard working hours. It then converts the amount to the required periodicity and rate.

4. Assignment Working Hours Rate Annualized: It converts the source amount and working hours to annual value using employee’s working hours. It then converts the amount to the required periodicity and rate.

5. Periodic Work Schedule Rate Annualized: It converts the monetary value and work schedule to an annual value, using the employee’s work schedule for the payroll period for daily and hourly conversions.

The periodic work schedule rate annualized rule determines employee’s work schedule by checking at different levels in a specific order, starting at employee’s assignment, position, job, department, location, legal employer and enterprise.

When you create an earnings element with flat amount calculation rule, you can select which work units to be reported or you can also select the None option if you do not want the work units to be reported in payslip and reports for an element. Once you select the type of work units to be reported, you can specify the conversion rule that converts the input work units into output work units. The delivered work unit conversion rules are as explained in periodicity rate conversion rule.

You can also select which proration units to use and select the proration rate conversion rule from the delivered conversion rules. The delivered rules are as explained in the periodicity conversion rule topic.

You can also write your own proration calculation rule if the delivered rules does not meet your business requirements.

When you are creating an absence element, you can select the calculation rule to calculate the absence rate. The delivered rules are as explained in periodicity conversion rule topic.

When you are creating a time card element, you can select the calculation rule to calculate the time card rate. The delivered rules are as explained in the periodicity conversion rule topic.

You can now use an employee’s assignment working hours to calculate periodic rate. For example, if you have full-time and part-time employees whose working hours are defined in assignment working hours, then you can create an element with the assignment working hours rate calculation rule to calculate the rate appropriately.

You can control the association and reporting of hours worked for the flat amount calculation rule to prevent the application from overstating the hours worked. For example, you have 2 standard earnings elements, Base Salary and Special Allowance for the flat amount calculation rule. If the employee is in semimonthly payroll and standard working hours are 88, it used to display 176 hours worked in that pay period, which is an overstatment. With this new feature, you can specify that you do not want to report the hours worked for the Special Allowance element.
