This document is a step-by-step guide for jobactive, Disability Employment Services (DES), Transition to Work, and ParentsNext providers to refer to the Skills for Education and Employment (SEE) program through the ESS Web referral tool.
Access to the SEE program is via a referral process on ESS Web. Where the jobactive, DES, Transition to Work, or ParentsNext provider identifies a client who may have a potential language, literacy and numeracy (LLN) need, and they meet SEE eligibility requirements, then a referral to a SEE provider for a Pre-Training Assessment (PTA) can be initiated.
All jobactive, DES, Transition to Work, and ParentsNext providers must contact the SEE provider to book a PTA appointment while the client is present. Making first contact with the SEE provider and booking an appointment is an essential step for referring providers. An appointment is made for the client with the relevant SEE provider and must be at least 1 day in the future.
The jobactive, DES, Transition to Work, or ParentsNext provider records the referral on ESS Web and advises the client of the appointment details. The referring providers need to issue formal notification to the participant/job seeker of the appointment, including the date, day, time, address, purpose of the appointment and, where applicable, a compliance warning (which may be through the Job Plan or verbal notification).
Referrals using ESS Web should be made as soon as possible to allow SEE providers to prepare for the interview. If referrals are not entered on ESS Web, SEE Providers will be unable to assess the job seeker/participant.
Best practice also means that this appointment and other SEE details are recorded in the client’s Jobs Plan. The provider can give the job seeker a copy of their Job Plan which they may pass on to their SEE provider so that they know what the client’s Mutual Obligation requirements are.

04 | Activity ID
Identify the relevant Activity ID number from the list. Before you select the Activity ID please make a note of the End Date for the Activity (you will need this information later in the process). Choose the provider by clicking on the Activity ID.
05 | Add Placement
On the Activity Details page scroll down and select Add Placement.
06 | Job Seeker/Participant Details
Navigate to the icon on the right hand side to select a job seeker/participant. Enter the job seeker’s/participant’s JSID in to the Quick Find field. Click on the participant from the list that is generated.
07 | Placement Details
Next enter the Placement Details (more detail below)
a. Select the Placement Status as Expected to Start
b. Select the Placement Type as either Other or Work for the Dole Phase activity.
c. Choose the Expected Start Date (date referral was made) then choose the Expected End Date (note this date will need to be consistent with the End Date for the Activity, this is the date you noted down when you conducted your Activity Search see: 04 | Activity ID.
Note: The date used is an example only.
d. Select Submit.

08 | Placement Confirmed – Tracking towards and Outcome (TtW ONLY)
a. Once the SEE placement is confirmed by the Department of Education and Training, Providers will need to conduct an Activity Placement Search (Activities>Placement>Activity Placement Search) and enter in the Jobseeker ID to bring up the Activity Placement details screen.
In order to track to an Education Outcome providers must set the flag to ‘Yes’ for the Question: ‘Course approved for Austudy/Abstudy or Youth Allowance (student) and may result in an Education Outcome?’. This is located on the Activity Placement Details screen under the Education and Training Details heading. The flag must only be set to ‘Yes’ if the Participant is undertaking full time study in a SEE course.
b. Select Submit.
Note, once the course has finished, or if the Participant has stopped attending, the Provider must enter an actual Activity placement end date and Exit reason for the Education Activity placement.
