Employment Support Officer

Job Description

SECAD Partnership CLG invites applications for the role of Employment Support Officerin the South Cork area. The role may be considered as a full or part time contract.

SECAD provides a range of supports across the South and East Cork area under the Social Inclusion Community Activation Programme. SICAP 2 will run from 2018 to 2022.

SECAD’s employment supports include the delivery of employment and self-employment related one to one and group supports to disadvantaged groups and individuals in order to support them into training, education, employment or self-employment. As part of this role,supports will be delivered in a range of different settings at various geographic locations across the area.

This employment contract will be subject to the availability of on-going funding, the requirement for the services in various locations across the area and specific programme delivery requirements attached to funding streams.

The successful candidate will be required to deliver the following;

  • One to one support for individuals furthest from the labour market to develop personal action plans and explore options aroundemployment, self-employment, training and education
  • Group level support around CV preparation, interview skills, career development, technology for work skills, social welfare guidance including support around Back to Education Allowance and access to otherpublic employment services including Tus, JobPath, Education and Training Board(ETB) training opportunities, online and web based employment support and recruitment platforms
  • Idea Generation Workshops for those at the earliest stages of developing a business
  • Group level support to individuals considering self-employment and at various stages of business start-up, including newlyestablished micro enterprises and sole traders in need of guidance and support around thesocial welfare framework including Back to Work Enterprise Allowance, and Short Term Enterprise Allowance
  • Support and guidance around access to Microfinance and small business loans from a variety of sources

Scope and Target Groups

The successful applicant will be expected to contribute to supporting an annual caseload of over 500 individuals, with the capacity to deliver group level support to additional people targeted through SICAP and other programmes.

Key target groups will include long and short-term unemployed, youth unemployed aged 18-25 years,

under-employed and seasonal workers, low-income families, women returning to work, non-Irish

nationals and small business start-ups.

The successful candidate will:

  • Have 10+ years in a similar role
  • Have a relevant third level or equivalent qualification(s)
  • Be able to demonstrate previous relevant work undertaken with specific target groups
  • Be motivated to work within a small team and to undertake a variety of tasks as required bythe organisation
  • Have strong interpersonal, communication and facilitation skills
  • Have good report writing skills and strong IT skills
  • Have a proven capacity in the use of online monitoring and reporting systems specific to SICAP
  • Have a good knowledge of Data Protection requirements
  • Have strong administration, analytical and organisational skills
  • Have the ability to manage a diverse workload, work on own initiative with good timemanagement skills
  • Have an understanding of the principles of social inclusion / rural development
  • Be flexible in terms of availability and work location within the South Cork area
  • Have a full driving licence and own transport

General information on SECAD

SECAD Partnership CLG (SECAD) is a Local Development Company that was established in 1995. Since that time, SECAD has evolved from an organisation managing a single programme into a platform for multiple funds and services. These include a range of social investment and employment support programmes implemented on behalf of a number of Irish Government Departments and State Bodies.

SECAD has experience in administering a range of Irish government and European funds including the European LEADER / Rural Development Programmes, Social Inclusion Programmes (including the LDSIP and the Social Inclusion Community Activation Programme), Rural Social Scheme and Tus (Employment Schemes), Rural Transport Programme, Equality for Women Measure(EWM), INTERREG (North West Europe), Intelligent Energy Europe (IEE) through the ISEMOA project and Erasmus +. SECAD also delivers supports directly on behalf of government departments e.g. the Department of Social Protection.

From 2015 to 2017, SECAD is delivered SICAP (the Social Inclusion Community Activation Programme) across South Cork, including the Gaeltacht. SECAD delivered three previous social inclusion programmes. SICAP is a Programme aimed at reducing disadvantage and poverty and improving the opportunities of those who are marginalised in society, living in poverty or in unemployment through community development approaches, targeted supports and interagency collaboration. SECAD will deliver SICAP 2 from 2018-2022.

SECAD is delivering the LEADER 2014-2020 as an implementing partner (for Cork County Council) in both South Cork and West Cork.

SECAD is also rolling out two projects through the Programme for Employability, Inclusion and Learning 2014-2020, one focusing on female entrepreneurship and one focusing on female employability.

SECAD provides a broad range of services over a wide geographic area in County Cork to over 270,000 people. SECAD also manages funding for projects throughout Ireland.
