17.085.00 Public Participation

No members of the public attended the meeting.

17.086.00 New Councillors

The Chairman welcomed Cllrs Geoffrey Bristow and Mrs Iris Madden to their first meeting since being co-opted as members of Tasley Parish Council. Both councilors signed the Declaration of Acceptance of Office.

Apologies for absence were received from Cllrs L Berryman, M Mitchell and Shropshire Councillor Les Winwood

No representatives from the Police were available for the meeting.

17.090.00 Minutes

The minutes of the meeting of Tasley Parish Council held on 21st June 2017 were approved and signed as a true record.

17.091.00 Matters Arising from the Minutes and Not Tabled Elsewhere On The Agenda.

There were no matters arising.

17.092.00 Parish Accounts and Payments

01 New Accounts for Payment

Resolved that the following payments be approved.

Replacement of Streetlight at 14 Fairfield * £1183.96 (including VAT of £197.33)

Grass cutting at the Nature Zone £300.00

Electricity for Streetlights April-June £127.36 (including VAT of £6.06)

Annual Subscription to CPRE £36.00

*It was noted that the Council’s insurers had refunded £1083.96 of this expenditure

02 Payments Made under Delegated Powers

There were no payments to approve.

03 Financial Progress

The Financial position report attached to the agenda, was received and noted.

17.093.00 Strategy Statement

The Strategy Statement prepared by the Chairman was received and noted.

17.094.00 Consultation on the Governance of the Fire and Rescue Services in West Mercia

Resolved that the Council make no comment on this consultation.

17.095.00 Community Governance Review

Resolved that no further action be taken at this stage.

17.096.00 Unitary Authority Update

Shropshire Council member Elliott Lynch reported on the extensive training which he and other new members of the Unitary Authority were undertaking. He had been appointed deputy portfolio holder for economic development.

Cllr Lynch said that the new leader of Shropshire Council was carrying out visits in all parts of the County and was hoping to be able to relax the financial austerity measures which had been in place, through pursuing a revised financial strategy.

Bridgnorth Swimming Pool had been taken over by Bridgnorth Endowed School but major works of renovation were required.

Shropshire Council were providing financial help to the Bridgnorth Food Bank and also providing them with IT facilities which would enable them to provide a more general and wide ranging advice and support service to those in need, such as help with social security benefits.

It was hoped that a surgery would be established for the local Unitary Councillors and that this might be publicized by inviting a high profile guest to attend.

The Chairman thanked Cllr Lynch for his report.

17.097.00 Outside Bodies Update

01 There was nothing to report from the LJC. or the Youth Partnership.

02 It was resolved that Cllr Madden attend the next meeting of the Bridgnorth West and Tasley Partnership

17.098.00 Request for Funding, Bridgnorth Swimming Pool.

The Clerk reported that since the publication of the agenda, the Fund Raising Group had been faced with a further cost of £10,000.00 to provide a lift for the disabled.

Resolved

That the Council make a donation of £500.00 towards the Swimming Pool, using the budget of £250.00 allocated for Shropshire Council expenses together with £250.00 from the reserves.

17.099.00 Housing and Neighbourhood Issues

It was noted that the recent incidences of anti-social behavior in the Parish had been reported to the Police. Local residents had complained to the housing association who were landlords of the persons concerned but unfortunately, the complaints had been misdirected.

Resolved that the local members of Shropshire Council be asked to ensure that the Planning Authority were aware of the scientific evidence which suggested that dust from Poultry Farms could lead to an increase in the number of cases of asthma arising in residential properties within a radius of 2.5 Km. The proposed development would be within a radius of that distance to most dwellings in Tasley and in a large part of Bridgnorth.

There was also concern that land designated under SAMDEV for commercial and industrial development would be so near to the proposed poultry sheds to be affected by increased fly infestation, which would deter prospective businesses from occupying that land.

The Clerk confirmed that he would continue to investigate the possibility of obtaining better signs to deter dog owners from allowing their animals to foul the land.
