Reflection on 8th CR Workshop Workshop Mobile broadband data for the academic community

Shortly before the ninth workshop, Surfnet and KPN released a pressreleaseconcerning their partnership to deploy testsites.

Dynamic Frequency Selection (DFS) for Wi-Fi by Jan Kruys

Jan presented us with his experience with the first cognitive radio deployment: Wireless LANs in the 5470-5725 MHz band. In this band, originally allocated to Radar systems, World radio Conference 2003 allocated Wireless Access Systems including RLANs as a co-primary Mobile service, provided WAS and RLANs implemented a Dynamic Frequency System to prevent interference to the radar systems. Jan’s presentation is on our website.

Jan showed some interesting effects when DFS was not switched on, as erroneously implemented on some systems. More can be found in a book co-authored by Jan and published by Springer titled “Sharing RF Spectrum with Commodity Wireless technologies”. Refer to our Links page on the website.

Jan concluded that DFS is only effective when the co-primary incumbent has a relatively high Transmit power.

Radio spectrum governance: a matter of coordination by Peter Anker

Peter presented us with his view of spectrum governance. His presentation is available on our website.

Peter observed that for the FCC allocation of White Space spectrum, no Service Providers have announced interest.Governments shoulb be very reluctant in specifying BuC.

For reaching the required mass marketing, it is required that we do not limit to a Netherlands solution, but that we should look for international applicability.

Out of the discussion came the conclusion that in case of spectrum sharing, the attention has to be focused on bandwidth sharing, so that partners can be assured of spectrum access.

Infoshare

Helmut Leonard announced that Agentschap Telecom will be holding a consultation proposals and subsequent experiments with Cognitive Radio. They will be ready to provide experimental licenses.

Agentschap Telecom will provide information on SE 43 through their representative in the Project Team. Ben Smith will send e-mails to the reflector.

Peter Anker will attend the IBBT-MIT Joint Workshop on Cognitive Radio Standardization & Markets (CRSM 2011) on November 15. (see the e-mail of October 25 from Matthias Barrie to the distibutionlist.

People from Agentschap Telecom will attend the Workshop on *Software Defined Radio and Cognitive Radio standardization* At the Joint Research Centre of the European Commission to be held November 17 and 18 in Ispra, Italy.
