Minutes of a Parish Council Meeting held at Barham Village Hall on Thursday 3rd April 2008 at 7.30 p.m.

PRESENT: Chairman L. Davies, Vice Chairman E. Mullett and Cllrs J. Callan, Mrs M. Jenkins, Mrs H. Pechey, Mrs V. Steer and D. Tamsitt.

061/2008 Public Speaking:

Ian McAthy of Folkestone & Dover Water Services Limited made a presentation to the Parish Council and Parishioners who attended to explain the background to the compulsory metering of all properties in the area and their program. Questions were then put to Ian McAthy. Seven Parishioners attended.

(i) Cllr J. Callan briefly explained the details of the quotation received for the Norwich Union Insurance Scheme and the differences between the Allianz Insurance Policy we presently hold. It was agreed by all that the Norwich Union Insurance Scheme quotation be accepted and that we enter into a binding 3 year agreement, which reduces the costs further;

(ii) Queries had been raised by Parishioners regarding the Precept requested by the Parish Council. It was confirmed that the Precept had indeed been reduced by the Parish Council this year from £22,000.00 to £20,000.00.

066/2008 Town and Country Planning Matters:

(a)  CA/08/00046/BAR – Invale, Valley Road, Barham – Replacement single garage with double garage to rear of dwelling – Planning Application Granted - Noted;

(b)  CA/08/00062/BAR – 11 The Grove, Barham – Two-storey extension and conservatory to rear of dwelling – Planning Application Granted – Copy of Decision Notice with all Councillors - Noted;

(c)  CA/08/00135/BAR – Four Winds, Out Elmstead Lane, Barham – Conservatory to rear of dwelling – Planning Application Granted - Noted;

(d)  CA/08/00163/BAR – Sussex Farm, Railway Hill, Barham – Single-storey extension to dwelling – Planning Application Granted - Noted;

(e)  CA/08/00318/BAR – Patches, Gravel Castle Road, Barham – Two-storey extension to dwelling and erection of detached garage – Although the Parish Council do not object in principle they do object to the proposed outside appearance of the extension as the external appearance is out of keeping with the original building;

(f)  Notice of Proposed Work to Trees in a Conservation Area – Apple Cottage, Out Elmstead Lane, Barham – Remove a storm damaged Leylandii - Noted;

(g)  Any other Planning Applications received prior to the meeting;;

(i) CA/08/00375/BAR – Little Breach Farm, Valley Road, Barham – Removal of outbuildings and erection of building comprising of garage, store and games room (Revised Scheme) – Cllrs E. Mullett and J. Callan went to have a look at what was being proposed – No objections;

(ii) CAL08/00031/BAR – Little Breach Farm, Valley Road, Barham – Removal of outbuildings and erection of building comprising of garage, store and games room (Revised Scheme) – Cllrs E. Mullett and J. Callan went to have a look at what was being proposed – No objections;

(iii) CA/08/00374/BAR – Little Breach Farm, Valley Road, Barham – Installation of 3 roof lights and internal staircase - No objections;

(iv) CAL08/00030/BAR – Little Breach Farm, Valley Road, Barham – Installation of 3 roof lights and internal staircase - No objections;

(v) CA/08/00244/BAR – Bella Vista, Mill Lane, Barham – Erection of detached bungalow and detached garage (outline application) – Refused – Copy of Decision Notice with all Councillors;

(vi) Dover District Local Development Framework Public Participation 27/03/2008 to 07/05/2008 : Core Strategy – Preferred Option; Site Allocations Document – Preferred Option; Draft Development Contributions Supplementary Planning Document – For circulation with Councillors;

(vii) Copy letter dated 27/03/2008 from Kent County Council re proposed changes to the Planning Application Process with all Councillors;

(viii) Notice of proposed Work to Trees in a Conservation Area – Oast Court, Out Elmstead Lane, Barham – Raised lawn area next to house : to cut to ground level various fruit trees and Cherry trees, Lawson Cypresses and Holly trees near out buildings surrounding square of lawn. Also to fell to ground level a row of approximately five tall Conifers towards the rear right-hand corner of this area. Behind the Out Building : fell a fire damaged Sycamore tree. Also to dead wood the crown of a Beech tree which was also affected by burning. Fell to ground level various trees to include Hazel, Hawthorn and Apple in the rear garden – Clerk to advise that the Parish Council have no objections to felling the fire damaged Sycamore or to dead wood the crown of the Beech also affected by burning. However, it is felt that a site visit is necessary as there are concerns over the amount of trees to be felled to ground level and wish to know the reasons for wishing to so this;

(viiii) CA/08/TEMP/0011 – Barham CEP School, Valley Road, Barham – Erection of a canopy between the original 1857 school building and the new extension - No objections;

(x) CA/08/00415/BAR – Land South of Old Coach House, Dover Road, Barham – Use of land as a runway – The Parish Council object to this application - Cllr J. Callan to draft a suitable a response.

067/2008 Roads and Footpaths:

(a)  The Clerk is to report the following:

(i)  Brickfield Road joining onto Valley Road has various potholes along the length of the road;

(ii)  Out Elmstead Lane has various potholes along the length og the road;

(iii)  At the junction of Derringstone Street and Derringstone Hill there is a large pot hole in the middle of the road;

(iv)  Ascertain the intentions of Kent Highway Services for the metal security barriers laying between the turning to Lodge Lees and South Barham Farm as these are not lit up and a dangerous obstacle in the dark;

(v)  Request for square wooden poles with reflectors to be placed across from Barham CoE Primary School in Valley Road on the grass verge as vehicles are destroying the grass verge and breaking the manhole covers;

(b) Kent Highway Services Improvements to Bus Stops Route 17 Canterbury Folkestone (Via Elham Valley) with all Councillors. Work has commenced;

(c) Kent Highway Services News March 2008 for circulation with Councillors.

068/2008 Parish Maintenance:

(a)  Streetlights – Cllr Mrs M. Jenkins reports any faults;

(b)  Clerk to request a site meeting for a sign in Church Lane to stop lorries coming through the village;

(c)  The Clerk reported that the Beech tree on Valley Road should be inspected around about the 15/04/2008 at which point removal will be considered;

(d)  The Clerk had obtained a a form to be completed with regards a fingerboard giving directions to the pub. Cllr Mrs M. Jenkins will hand this to the republican;

(e)  The Clerk to obtain permission for cutting off the dead branches on the Sycamore tree on the Village Green as well as to remove a dead tree;

(f)  Clerk to report the 'Ski Centre' signs that are attached to direction signs at the top and bottom of Out Elmstead Lane, which are seemingly brown tourist signs;

069/2008 Social: Nothing to report.

070/2008 Village Hall:

(a)  Roger Allin reported that again the clothes bin and the paper bin had been set alight. The clothes bin is not being replaced for now. Clerk to write to Recycling Officer to remove the paper bin;

(b)  Cllr E. Mullett to get a quote for a new Notice Board.

071/2008 Safety First Report: Nothing to report.

072/2008 Youth Club:

(a) A litter pick is to take place on 26/04/2008.

073/2008 Open Areas:

(a)  The Chairman and Cllrs D. Tamsitt, J. Callan and E. Mullett attended a site inspection at the Village Green on 08/03/2008. Steve Biddolph has cleared the ivy, filled in the goal areas with soil and planted grass seeds. The seats the street side were in a terrible state and the timber is now being replaced with oak;

(b)  The placement of new trees along Valley Road was discussed at the site inspection on the 08/03/2008. Cllr E. Mullett to look for trees;

(c)  The Clerk is obtaining permission to remove the dead tree on the Village Green;

(d)  A site meeting was held with Ben McKellar on 27/03/2008. The matters discussed at the meeting that required attention would be attended to and were confirmed in writing by the Chairman;

(e)  Clerk to order a litter bin for the Recreation Ground;

(f)  The designation of Derringstone Green as a Village Green was being attended to;

(g)  Two quotes had been received for the re-instatement of the Recreation Ground boundary fence. The quote from Grassmow was accepted. Cllr E. Mullett will advise Grassmow;

(h)  Playback Spring 2008 for circulation with Councillors;

(i)  The Chairman advised that she had been contacted by a Maryk Hayter from Two Sawyers in Woolage who has a newly formed football team from Aylesham and were wanting somewhere to play football next season. Cllr E. Mullett to contact him.

079/2008 Date of Next Meeting:
