Shenzhen Overseas High Level Talent (Peacock Plan) Project

About the Program

This Project focus on the development of Shenzhen Special Economic Zone, in order to promote the high-tech, finance, logistics, culture and other pillar industries, gathered a large number of overseas high-level innovative and entrepreneurial talents. The government accepts applications all year round.

Subsidize Levels and Amount

  1. Type A: Subsidy of 3.0 million RMB each.
  2. Type B: Subsidy of 2.0 million RMB each.

Requirements

Type A

1.Nobel Prize laureates (in Physics, Chemistry, Biology or Medicine, and Economics);

2.Winners of the following awards: Highest Science and Technology Awards (China), National Medal of Science (USA), National Medal of Technology and Innovation (USA), Medaille d'or du Centre National de la Recherche (France), The Gold Medal (UK), Copley Medal (UK), A.M. Turing Award (US), The Fields Medal (US), Wolf Prize in Mathematics, Abel, Lasker Award, Crafoord Prize, Japan Prize, Kyoto Prize, or The Shaw Prize;

3.A member or fellow of Academy of Sciences or Academy of Engineering in China, USA, UK, Germany, France, Japan, Italy, Canada, Sweden, Denmark, Norway, Finland, Belgium, Switzerland, Austria, Netherlands, Spain, Australia, New Zealand, Russia, Israel, India, Ukraine, Singapore or Korea. 4.Finalists over the last five years to top talents and innovation teams of The Recruitment Program of Global Experts (Thousand Talents Program), innovation talents long term programs, entrepreneur talents long term programs, or high level foreign experts programs;

5.Experts who are winners of Friendship Award in China.

6.CEO, CTO or a person in charge of technical development (See Instruction 1).

7.CEO or Chief Expert of a globally known financial institution (See Instruction 2).

8.CEO of a globally known accounting firm (See Instruction 3).

9.Former Chairman or vice chairman of an internationally known academic organization (See Instruction 4).

10.Former member of ISO

11.Responsible person or chief scientist in key technology commercialization projects in USA, UK, Germany, France, Japan, Italy or Canada.

12.Former president or vice president of world famous universities (See Instruction 5)

13.Former Chief Conductor, Art Director or Chief Performer of world famous orchestras.

14.Former chairman or vice chairman of a judging panel at world famous art competitions (See Instruction 7).

15.Winners over the last five years of the highest individual award of world famous architecture awards (See Instruction 8), literature prizes (See Instruction 9), film, TV and drama awards (See Instruction 10), music awards (See Instruction 11), advertisement awards (See Instruction 12)and the grand prize of world first class art competition (See Instruction 7).

16.Winner over the last five years of the gold medal of iF Design Award or Best of the best of Red Dot Design Awards.

17.Chief coaches who has trained Olympic champions over the last five years or champions of the World Cup or the World Championship in games that have been listed in the Olympic Games in most recent two matches.

18.Chairman of the Board of Directors, General Manager or Chief Technology Expert of an enterprise which possesses international invention patents or domestic key technology invention patents, has an annual sales volume of at least RMB 100 million or pays a tax of at least RMB 5 million every year.

Type B Talents

  1. Editor-in-Chief or Associate Editor-in-Chief of high level international scientific and technological journals Journal Citation Reports JCR zone 1 and 2 over the last five years.
  2. First or corresponding author (including one with equal contribution) of a paper published in Nature, Science, Cell or any famous science journal in his or her own field with an impact factor over 30 in recent seven years.
  3. Finalists to Guangdong Leading Talents over the last five years.
  4. Leaders of Guangdong Innovative Science and Research Team over the last five years.
  5. Finalists to Leaders of Shenzhen Municipality Overseas High Level Talents over the last five years.
  6. Individuals or group leaders who have won Guangdong Nanyue Merit Award or Nanyue Innovation Award.
  7. A winner of Guangdong Nanyue Friendship Award
  8. Finalists to innovation talents short term programs or the Thousand Youth Talents Plan under The Recruitment Program of Global Experts (Thousand Talents Program) over the last five years.
  9. Former professors or associate professors of world famous universities (See Instruction 5).
  10. Former directors or chief researchers of a national institute in or directors or senior researchers of a national lab in USA, UK, Germany, France, Japan, Italy or Canada.
  11. Former fellows of world famous academic organizations (See Instruction 4).
  12. Talents who have won funds for outstanding science youths from USA, UK, Germany, France, Japan, Italy or Canada over the last five years.
  13. Foreign talents introduced through CAS Hundred Talents over the last five years.
  14. Nationally-introduced technical or managerial experts on high end projects over the last five years.
  15. A person who has acquired physician qualification from USA, UK, Germany, France, Japan, Italy, Canada or Australia, or a person who has acquired physician qualification from the above-mentioned countries, graduated with a PhD degree from eleven medical school directly under the previous Ministry of Heath, and acquired at least a vice senior title at a domestic comprehensive hospital with a minimum grade of triple A or a specialized hospital at a sub-provincial city or above.
  16. Former judges of world famous art competitions (See Instruction 7).
  17. Chief performers in the vocal section of a world famous orchestra (See Instruction 6).
  18. Chief conductors, art directors and chief performers of first class orchestras in Mainland China, Hong Kong or Macau (See Instruction 13).
  19. Winners of the first prize in an international first class art competition or a grand prize in an international second class art competition over the last five years (See Instruction 7).
  20. Winners of iF Industry Design Awards or product design awards, communication design awards or packing design awards of Red Dot Design Awards over the last five years.
  21. Chief coaches who have successfully trained sportsmen or sportswomen winning a second or third place in the Olympic Games or games listed in the last two Olympic Games in the World Cup or the World Championship over the last five years.
  22. General Managers or persons responsible for technical development and research of tier two companies or regional headquarters of world Fortune 500 enterprises (See Instruction 1).
  23. Chairman of the Board of Directors, General Manager or Chief Technology Expert of an enterprise which possesses international invention patents or domestic key technology invention patents, has an annual sales volume of at least RMB 50 million or pays a tax of at least RMB 2.5 million every year.

Material preparation

The applicant should provide the following materials:

  1. Application Form (2 copies): Please ask the school EA for the form.
  2. Identity Certificate (original and copy):
  3. Passport copy (holder name and visa);
  4. Foreign Expert Certificate or Alien Employment Permit.
  5. Contract with CUHKSZ (original and copy).
  6. Supporting documents of the achievements of the expert (applicant) related to the requirement.
  7. Employment Separation Certificate provided by previous employer.

Notice

The applicants who could not meet the requirements above but have clear research direction and objectives with outstanding scientific performance or the strong potential for innovation and capability of supporting the development of emerging industries of strategic importance, could submit their application attached with any supporting documents (originals an scanned copies) they can generate or provide.
