POSITIONCONCEPT

Under general direction of the Acquisitions Branch Chief, within the Business Technology Management Domain, theInformationTechnology(IT)ManagerIisresponsibleforoverseeingstate-wideprocurementoperations,which includesoverallresponsibilityforoversightandadministrationofOne-TimeAcquisitionsUnitforNon-Information Technology (IT) goods, IT goods and/or services, as well as Office of Resource Support Logistics Management Unit, and Food Acquisitions Unit. All work is accomplished in accordance with current Legislation, Executive Orders, the State Administrative Manual, Management Memos and Administrative Orders, DGS Executive Office andBudgetandPlanningSectionMemos,andDepartmentofFinance.

expectations for the section, and providing advice and guidance on procurement policies and
proceduresfordepartment/agencyoperations,inordertomeetDGS’strategicgoals,andtoprovide
effective client relations with statewide users of information technology, goods and services.

- / 15% / Maintains PD’soperatingbudgetforallunitsbycoordinatingwithPD’s BudgetManager,reviewing budgetary impacts from leveraged procurements as they affect PD, developing Budget Change Proposalrequests,reviewingthe ExpenditurePlanand Revenue RecoveryPlans anddevelopinga
baseline budget for maintaining existing level of services, and recommending plan of action in
resolving budget issues, in order to prepare Financial and Business Plans for PD in accordance with
the DGS Executive Office and Budget and Planning Section, and Department of Finance.

- / 10% / Supervises, directs and develops staff, in order to provide opportunities for training, promote upwardmobilityandprovideguidanceto subordinatemanagersonpersonnelperformanceissues, utilizingknowledgeofProjectAccountingandLeave(PAL),thePersonnelOperationsManual
(POM), DGS policies and guidelines, and State Personnel Board and California Human Resources'
Laws and rules.
