Report of Traffic and Transport Committee Meeting
held on 10 May 2007
(1) Members endorsed that Ms. TANG Kei-man Kathy would be recommended to the District Council for appointment as co-opted member of this committee.
(2) Members discussed the consultation paper on bus stop rearrangement in front of the KCRC University Station of Hong Kong Chinese University (CU) and vetoed the recommendation of CU with a vote of 2 in favour and 19 against.
(3) Members discussed the Transport Department Annual Plan 2007.
(4) Members discussed the consultation paper of the Civil Engineering and Development Department (CEDD) on T3 Road and Associated Road Works – Provision of Slip Road Connecting Lower Shing Mun Road and the northbound carriageway of T3 Road (Improvement Plan) and endorsed the improvement plan recommended by CEDD with a vote of 23 in favour and 1 abstention.
(5) Members discussed the consultation paper on Sha Tin New Town Stage II – Trunk Road T4 and endorsed the following two motions:
“The Traffic and Transport Committee of Sha Tin District Council strongly requests CEDD to put off the Trunk Road T4 Project and take into re-consideration only after the opening of T3 Road and Route 8 Expressway subject to the actual need of traffic flow” was endorsed with a vote of 16 in favour, 2 against and 6 abstentions, and
“The Traffic and Transport Committee of Sha Tin District Council urges the Administration to consider other plans, instead of constructing T4 Trunk Road flyover, in alleviating and improving the traffic flow along Tai Po Road (Sha Tin Section) to the Northern part of Sha Tin District in order to relieve possible future traffic congestion along Tai Po Road (Sha Tin Section)” was endorsed with a vote of 6 in favour and 18 abstentions.
(6) Members expressed comments on the consultation paper on the Development of Ma On Shan – Road and Drainage Work Stage I in Pak Shek and Lok Wo Sha. Owing to the absence of quorum, the Chairman decided to adjourn the meeting and postpone the consultation.
(7) The Chairman decided to postpone the remaining agenda items, including the Consultation Paper on Temporary Traffic Management Measures for T3 Road and Associated Road Works, question on the Progress of T3 Project proposed by Mr. LEUNG Wing-hung, question on the Railway Works from Sheung Shui to Lok Ma Chau proposed by Mr. PUN Kwok-shan, motion on Fare Reduction of the Two Railways proposed by Mr. LEE Lap-hong, motion on Green Mini-bus 801S proposed by Mr. LEE Tse-wing, the Transport Department Progress Report, Working Groups Progress Reports, information paper on 2007/2008 approved budget for Expenditure Head under the Committee, information paper on the population of Sha Tin District Public Housing and Private Sector Participation Scheme Housing, report on the service of KCRC East Rail and Ma On Shan Rail, Progress Report of Highways Department and information paper on Traffic Offences Prosecution Figures of Sha Tin Town Centre.
