Seventy-first. Part of Henrico County comprised of the Ratcliffe (220) Precinct; and part of the City of Richmond comprised of the 203 (203), 204 (204), 206 (206), 208 (208), 212 (212), 213 (213), 302 (302), 303 (303), 304 (304), 305 (305), 306 (306), 307 (307), 308 (308), 309 (309), 602 (602), 603 (603), 604 (604), 606 (606), 607 (607), 701 (701), 702 (702), 706 (706), and 707 (707) Precincts and parts of the 211 (211), 505 (505), and 703 (703) Precincts.

Precincts shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent changes made by localities.

The following descriptions are provided for information purposes only pursuant to § 30-264 of the Code of Virginia. The provisions of § 24.2-304.03 of the Code of Virginia, including the statistical report referenced in and on file with the Clerk of the House of Delegates, shall be controlling in any legal determination of the district boundary.

A. Part of HenricoCounty contained within a line described as follows:

  1. Beginning on the HenricoCounty—City of Richmond boundary and its intersection with the CSX Railroad at the point where the Railroad continues north of the boundary:
  1. clockwise north on the CSX Railroad to East Laburnum Avenue (State Route 197)
  1. southeast on East and then North Laburnum Avenue to Creighton Road (County Road 615)
  1. southwest on Creighton Road to Sandy Lane
  1. north on Sandy Lane to Watts Lane
  1. west on Watts Lane to Mechanicsville Pike (U.S. Highway 360)
  1. south on Mechanicsville Pike to the Henrico County—City of Richmond boundary
  1. north on the HenricoCounty—City of Richmond boundary (in part the CSX Railroad ) to the CSX Railroad as it continues north of the boundary and to the beginning point.

B. Part of the City of Richmond contained within a line described as follows:

  1. Beginning on the City of Richmond—Henrico County Boundary and its intersection with Chamberlayne Avenue (U.S. Highways 1 and 301)
  1. clockwise south on Chamberlayne Avenue to West Laburnum Avenue (State Route 197)
  1. east .5 miles on West Laburnum Avenue to the City of Richmond—HenricoCounty boundary
  1. generally southeast on the eastern boundary ofthe City of Richmond and the City of Richmond—HenricoCounty boundary to Nine Mile Road (State Route 33)
  1. southwest on Nine Mile Road to North 26th Street
  1. south on North 26th Street to P Street
  1. southeast on P Street to North 31st Street
  1. south on North 31st Street to East Grace Street
  1. southeast and east on East Grace Street to Government Road
  1. east on Government Road to the Norfolk Southern Railway
  1. east on the Norfolk Southern Railway to the City of Richmond—HenricoCounty boundary
  1. south and west on the City of Richmond—HenricoCounty boundary, crossing State Route 5 to the James River
  1. northwest in the James River to South Belvidere Street (U.S. Highways 1 and 301)
