/ It should be noted that Vehicle Crossover Permission needs to be sought from Kent County Council in order for this planning application to proceed. KCC own the verge.
This application should be viewed in the following circumstances:
1. The current temporary gateway is there as a result of SE Water laying a water main in 2012. Previous to this the verge was continuous and formed an important focal point in the view through the village and up towards the Greensand Ridge. The suggestion there might be a gate at this point would not have been entertained in those circumstances: SE Water has a duty of care to reinstate both this gate way and any verges that were damaged after the works were completed. This should be done.
2. Although not stated in the application, the applicant already has an entrance into this field from his farmyard and this has meant that the 12` gateway further up the verge in the village has been very little used over the years. He does not need this gateway for agricultural purposes.
3. Since the temporary gateway has been in place it has been used for the parking of old cars which are not moved and sit across the gateway so that it cannot be used. This reflects the degree to which a gateway is needed at that point. The cars are on KCC land and an unsightly blot in the middle of the village: They should be removed.
4. If permission for a new gateway is given it should be made clear that this is for
agricultural access only; that the entrance across the old verge should not be impeded by parked cars and that the culvert is reinstated so that the drain continues to operate effectively.
5. The gateway is positioned very near to the village sign and any new gate entrance should be installed from the northern end of the current temporary gateway in order to keep it as far away from the sign as possible. All hedges should be reinstated and preferably additional gapping up done along the length of the hedge to improve the overall appearance of the site. A condition of the new gateway must be the removal of the old one further up the verge and for that gap to be replanted.
