SESA Meet Application Process – Winter2016

HOW TOAPPLY

1.To apply for a meet, clubs must submit to the SESA CompetitionCommittee:

  • Request Approval of Swim Meet: Winter2016
  • Meet program, including any applicable time standards, and conditions ofentry
  • Clubs must nominate three dates for their meet, and rank themaccordingly.

2.Meet applications open on Friday 18 December, and close on Friday 29 January 2016.

Applications are to be submitted to the SESA Competition Committee by email:

3.Clubs will be notified of their meet date/s by Wednesday 3 February 2016, and the Winter Meet Calendar will be published on the SESAwebsite.

Approvals will take longer if the meet applications areincomplete.

MEETAPPLICATIONS

1.SESA has adopted the Swimming NSW Competition Strategy Policy. Refer pages 10-12 for a summary of meet conditions, events matrices and agegroups.

2.TheCompetitionCommitteewillallocateMeetlevelstoeachavailableweekend,inconjunction with Development squadactivities.

3.The Winter calendar is attached and clubs must consider the restrictions on some dates when applying for meets due to SESA, Swimming NSW and Swimming Australia meets, and development squadactivities.

4.Clubs applying to host Development or Qualifying Meets have one of two options for their meetprogram:

i)select from one of the approved meet programs available on the Swimming NSW website with SESA approved conditions of entry (page14)

ii)develop their own program provided it includes the events specified in the Swimming NSW and SESA Competition Structure (pages10-12).

All programs, including conditions of entry and time standards (if applicable), will be approved by the SESA Competition Committee and SESA ExecutiveCommittee.

5.Clubs may not secure their first choice date for theirmeet.

All clubs will have the opportunity to host a meet before any club is allocated a second meet within the Winterseason.

On dates other than those when the Area Championships are held, there may be upto

twomeetsheldwithintheSESAarea,however,themeetlocationsmustbeseparatedbyat least 150kilometres.

On dates where multiple clubs have indicated they would like to host a meet, the Competition Committee will choose which club will hold a meet on thatdate.

APPROVED MEETS – MEETFILES

AllclubsmustemailthefollowingtoSwimmingNSWDevelopmentOfficer–SouthEastern (email: ) no later than Monday 15 February2015:

Training is available for clubs to prepare Meet Manager shells, Team Manager files, and online entries. Contact Kerrie-Anne Anstis, Swimming NSW Development Officer (email: ) to arrange training for yourclub.

FOLLOWING THE MEET – RESPONSIBILITIES OFCLUBS

Results

In July 2012, Swimming NSW revised the Meet Approval Policy that all areas and clubs must follow to ensure their meets are approved. The policy requires meet results to be submitted to Swimming NSW by the area approving the meet rather than the club running themeet.

SESAhasadopted thefollowingproceduretoensuretimesswumatSESAapprovedmeetscanbeusedas qualifying times for SESA, Swimming NSW and Swimming Australia approvedmeets:

i.The Club Meet Convenor must forward by email the results no later than seven days after the meet to SESA

The following information must beprovided:

a.Name of meet e.g. XYZ Swim Club Pointscore

b.Date and location ofmeet

c.Name of qualified referee and starter that officiated at themeet

d.Attach a copy of the Meet Manager backup and Team Manager Resultsfile

e.Attach a copy of the Technical Official sign-onsheet.

ii.The Club who hosted the meet is responsible for uploads the results to the National ResultsDatabase no later than seven days after the meet. Swimming NSW SESA Development Officer will submit the files to SwimmingNSW for approval.

iii.Swimming NSW will go through the following process once the results arereceived:

a.Check MM and TM files areincluded

b.Check the Referee and Starter named are currentlyaccredited

c.Check that the meet is included in the Area Meet List (i.e. Meet has Areaapproval)

d.Approve results in National ResultsDatabase

Please note that clubs that submit files directly to Swimming NSW will have the files returned to the area forapproval.

Any duplicates, misspelt or incorrect information included in the Meet Manager and Team Manager files will be returned to the club to be corrected. If the file is not corrected, the times from that meet will not be eligible for qualifying times. This is extremely important, as swimmers need to have access to their latestandbesttimesinordertoenterSESA,SwimmingNSWandSwimmingAustraliaevents.

Technical Officials – Sign onSheet

The SESA Executive has approved a Technical Official Award to be presented annually. All clubs must submit their Technical Official sign-on sheet with their results (refer to point iabove). A current working with Children’s Check must be completed by all Technical Officials. SESA requires a WWC number from each Technical Official before undertaking any work at a meet.

SESA Short Course AreaRecords

‘Season best’ records have been established for SESA members competing in area meets. Times swum at SESA approved short course meets during the Winter season, are eligible. Times swum at club nights, approved or non-approved, are ineligible forrecords.

SESA Point ScoreAwards

SESA is currently reviewing the Point Score Awards. Information will be forwarded to all SESA Clubs once approved by the Competition Committee and SESA Executive Committee.

Time Trials and Club PointScores

Clubsmayholdtimetrials*orruntheirclubpointscoresasapprovedqualifyingmeetsbyapplyingtothe SESA Competition Committee forapproval.

Clubsthatelectto runtheirclubnightsasapprovedmeetsorconducttimetrialsmustnote:

1.TheclubnightmustbeconductedundertherulesofSwimmingAustraliaandSwimmingNSW,

2.The club night is deemed a Qualifying Meet and no rule considerationsapply.

Giventheserequirements,clubshavetheoption ofapplyingforalleventsintheirclubpointscore program to be approved or only specific events (i.e. all 50m+events).

Clubpointscoresandtimetrialsapproved bySESAwillbepublishedontheSESAwebsiteandhostclubs are encouraged to invite visitors from neighbouring clubs to participate. Visitor rules, including fees charged for entering, are applied at the discretion of the hostclub.

Application and Approvalprocess

  • name/s of the qualified referee and starter that willofficiate
  • timing equipment that will be used, i.e. electronic timing, semi-electronic timing, ortimekeepers.

SESA will confirm the appointment of the Referee and Starter for all club meets. All other technical officials are the responsibility of the host club. The SESA ATSC will forward technical official nomination to the host club to assist withappointments.

(i)All participating Clubs must be affiliated with Swimming NSW (SNSW). All competing swimmers must be registered with SNSW. Competitions involving unaffiliated clubs or unregistered swimmers will not be approved or covered by the insurance ofSNSW.
(ii)For the above meet to be designated as a qualifying meet for SNSW and Swimming Australia* (SAL) events, the following minimum standards must bemet:
  • The competition must be conducted under the Rules ofSNSW;
  • Pool length dimensions must be 25 metres or 50metres;
Note: Clubs with 33m pools can apply to SNSW for approval for times swum indistances
equal to or greater than 100m to be recognised as short course qualifying times for SNSWevents;

  • SNSW accredited Starter and Referee appointed to the meet by the relevant Area must be inattendance;
  • TM and MM backup of the meet as well as the name of the Starter and Referee who actually attended the meet must be submitted electronically to the Area in the first instance within seven days of the completion of themeet;
  • The Area Competitions Committee will then forward to SNSW at for final approval within seven days of completion of the meet(SWGR16.1).
(iii)All Area Meets (Championships, Qualifying, Development) and Club Meets must satisfy SNSW CompetitionStrategy.
(iv)The meet must be conducted in accordance with the Pool Depth Guidelines adopted bySAL.
(v)Finish judges are not required where there are three timekeepers perlane.

  • Designed as a meet for swimmers to qualify for State and Nationalmeets.

Swimming NSW and SESA Competition Structure – QualifyingMeets

  • To be run by Areas andClubs.
  • Qualifying standards (Qualifying Times or Break Times) areOptional.
  • 25 metre events are not included in the program ofevents.

No ruleconsiderations.

  • Designed as a meet for swimmers to qualify for Area and State Levelmeets.
  • Approval from SESA CompetitionCommittee.
  • Meets may run for one day, total duration must not exceed eight hours,or two days, total duration must not exceed ten hours, with no more than five hours on eitherday.
  • Clubs can adopt one of the approved programs and conditions of entry provided or develop theirown program that includes the events in the matrixbelow.
  • Theagegroupsofferedmustincludetheagegroupsasindicatedbelow.Agegroupingofeventscanbe set by the Area or Club to suit their individualrequirements.
  • MeetprogrammustincludeMultiClass50mevents.OtherMultiClasseventsmaybeincludedatthe Club’sdiscretion.
