SERVICE IMPROVEMENT PROPOSAL FOR BURN CARE SERVICES FOR ADULTS AND CHILDREN
1.PURPOSE
1.1To present for Members’ considerationproposals by the NHS South West Specialised Commissioning Group for improving burn care services within the South West UK Burn Care Network[1] through the designation of specialist burn care providers who will work to offer a full range of specialised burn care services to the population of the Network.
1.2It is the Commissioning Group’s intention to designate four providers of burn care services – namely Morriston Hospital, Swansea; Frenchay Hospital, Bristol; Salisbury District General Hospital, Salisbury; and Derriford Hospital, Plymouth. From these four providers, two will be recommended for designation as specialised centres to treat very complex burn injuries – one for children (Bristol) and one for adults (Swansea).
1.3NHS South West Specialised Commissioning Group does not consider its proposals will involve major change for existing services. A new specialised burn care service will be established at Derriford Hospital in Plymouth to serve Devon and Cornwall in the South West of England.
1.4It is proposed that a very small number of adult patients (between 10 and 20 per year) will transfer to Swansea in Wales for their care from the South West and South Central areas of the Network and an even smaller number of children (less than 5 per year) will transfer from Wales to Bristol for their specialist care.
2.DECISIONS REQUIRED
2.1That Members
(i)note the proposed approach to improving burn care services;
(ii)note the improved quality and safety of service that the model will deliver over time;
(iii)note the involvement of patients, carers, clinicians and the public in the process of developing the recommended way forward;
(iv)approve the proposed approach, including the intention to designate four providers of burn care services. From these providers two are being recommended for designation as specialised centres to treat very complex burn injuries, one for adults and one for children. Assuming that endorsement is received from all of the relevant scrutiny bodies it is anticipated that these services will be ready for service delivery in Spring 2010.
2.2It is not considered that the proposals represent a substantial variation to services which will require joint health scrutiny at a regional level. Members are advised that a Joint Health Overview and Scrutiny Committee would need to be convened if two or more Health Overview and Scrutiny Committees in the region consider (i) the proposals to be a 'substantial variation' and (ii) that the rationale for the changes is considered to be inadequate.
