Overall purpose of the post

To deliver the routine and operational management of the Council’s urban property assets to specification and in accordance with Corporate and Directorate Business and Service Plans including the Corporate Asset Management Plan, Strategy and Estates Business Plan and implementation strategies including the Effective Property Asset Management (EPAM) programme.

To assist in the implementation of short and long term strategies and action plans relating to the routine management of all assets to achieve the best possible corporate outcomes.

To assist with the preparation of reports and statistics relating to routine estate management to a broad range of stakeholders including colleagues across CCC Finance, Service Directorates and elected Members, through best practice, guidance notes, reports, briefings, presentations, and circulars.

Principal responsibilities

1.  Cross-Cutting Projects 35%
Deliver (incorporating robust project management techniques) the routine management of the Council’s urban property assets and assist with the provision of regular comprehensive management reports (at least monthly) and statistics on these tasks including the performance of the estate for the Strategy and Estates Business Support Manager, colleagues within CCC Finance and its stakeholders or customers.

(Routine management includes amongst other tasks the negotiation of lease renewals, assignments, rent reviews and dilapidations, negotiating and acting as client representative for the taking and granting of leases, licences and other agreements, the carrying out of property inspections for statutory and contractual compliance purposes, the preparation of valuations including valuations for sales and acquisitions, Part III valuations, compulsory purchase, rating and asset valuations). Tasks will also include managing property prior to sale or letting, the negotiation of sales and acquisitions through to completion, the commissioning of minor building maintenance.

2.  Acquisitions and Disposals 30%
Deliver and monitor (incorporating robust project management techniques) acquisitions and disposals of property interests (including transfers) to meet agreed programme timescales liasing closely and effectively with stakeholders, lawyers and other professionals, as necessary. Deliver, monitor and report, professional and technical property advice relating to routine management asset management to prescribed timescales and specification including supporting the Asset Services Manager in bringing forward new initiatives in accordance with an agreed specification, quality and performance standards.

3.  Staff Management 10%
Develop, support and motivate staff to deliver project objectives and tasks on time and to budget including providing management and technical reports, briefings and presentations to members and other stakeholders.

4.  Data Management 20%
Assist with the development of the E-Business Suite, Tribal K2 and other systems to support asset management and property information resources including the management and promulgation of the property management diary to ensure accurate asset information is available in agreed formats.

5.  Corporate Objectives 5%
Assist and support the Asset Services Manager in the preparation and implementation of the Strategy and Estates Section Business Plan, delivering the Section’s contribution to the implementation of other plans and the achievement of corporate objectives.
