SENIOR ADVISOR, BUSINESS CONTINUITY

Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and Regional Express Rail, as well as operating GO Transit, UP Express and PRESTO.

Our Safety & Security Division, Business Continuity Office, is seeking a Senior Advisor, Business Continuity to contribute expertise to the design, development, maintenance and testing of the enterprise-wise business continuity management program (BCM).

Key Responsibilities:

  • Plans and coordinates the development and maintenance of contingency plans and develops mechanisms to ensure business units update and/or make appropriate changes to their business continuity plans as required.
  • Reviews select plan changes to ensure they are appropriately assessed, tested, and incorporated into the enterprise-wide plan. Identifies and makes recommendations regarding critical points of failure and vulnerability to ensure Metrolinx’ ability to recover in the event of unforeseen disruption to operations, fleet, facilities or technology systems.
  • Conducts risks assessments and business impact analysis, as needed, for enterprise-wide functions; recommends mitigation/prevention strategies for areas of concern.
  • Contributes expertise to the development, implementation, validation, and enhancement of program processes and practices that ensure the enterprise-wide program remains current, and incorporates/aligns with industry standards and practices and legislative requirements.
  • Designs and develops crisis recovery testing methodologies and test scenarios; plans and leads the testing of recovery support and business resumption procedures in different business units to ensure the recovery procedures are effective; summarizes and reports on testing activities, scheduling, results, and recommendations for enhancements.
  • Designs and maintains incident management and reporting protocols.
  • Develops and maintains effective linkages with organizations that have emergency management responsibilities, such as law enforcement, fire departments, emergency medical responders, as well as local and provincial emergency management representatives.
  • Assists with and provides expertise to recovery support and business resumption staff during a crisis in the implementation of response and business resumption and operating strategies.
  • Promotes awareness for BCM programs through the development and delivery of enterprise-wide employee training and awareness campaigns.
  • Maintains awareness and knowledge of current changes within regulatory and industry best practices and trends.
  • Contributes to senior management reports on the business impact, cost, and expectations of Metrolinx’ BCM program and disaster recovery plans.

Qualifications:

  • Completion of a degree in Business Administration or related field or a combination of education, training and experience deemed equivalent.
  • Minimum six (6) years’ experience in business continuity planning.
  • Certified Business Continuity Professional (CBCP) certification would be considered an asset.
  • Knowledge of the Emergency Management and Civil Protection Act and other relevant provincial and federal legislation, policies and standards.
  • Advanced knowledge of emergency management/business continuity practices and protocols, preparedness, prevention, mitigation, response, recovery and planning to coordinate the development, maintenance and implementation of the BCM program.
  • Risk identification and assessment techniques to conduct business impact analysis to identify gaps and weaknesses and recommend areas to focus on for the development of plans.
  • Project management techniques to ensure effective business continuity planning/testing coordination and compliance.
  • Exceptional analytical skills are required to review and evaluate business unit plans and requirements needs and to develop recommendations to eliminate areas of vulnerability.
  • Strong communication (oral/written/presentation) skills required to draft correspondence, prepare reports and develop and deliver training sessions to staff; manage stakeholder relationships; tailor communications to unique audiences.
  • Must be proficient with the use of computers (e.g. Outlook, Word, Excel, PowerPoint, etc.)
