Selectmen/Assessor’s Meeting Summary

July 6, 2016

In attendance: Select Board – Wesley Daniel, Tom Johnston, Berkley Linscott; Town Clerk/Treasurer – Ann Dean; CEO – Bob Temple; Public – Lynn Carroll, Kit Lascoutx, Phil Meunier

Wesley Daniel called the meeting to order at 7:00PM.

Tom Johnston moved to accept the summary from 06/29/16 as written, Berkley Linscott seconded, all in favor.

Tom Johnston moved to pay the warrants as presented $3,972.29/payroll, $2,331.64/vendor, Berkley Linscott seconded, all in favor.

Public Works Report – 6/26 – 7/02: 27th chipped brush on Hopkins Road; 28th cleared out beaver damn on Old Union Road (put a cage there), 29th vacation day. Tom Johnston moved to accept the report as read, Berkley Linscott seconded, all in favor.

CEO Report – Bob met with Barry Pitcher, who responded to his letter, and explained that he’s selling the stock piles then closing pit. Bob has not heard from Larry. Wesley Daniel called Bob about spreading of oil on Cooley Road. Bob called the state Representative of DEP, from our area, and sent him pictures. Someone will go out to visit the site and leave a card at each house to call him to figure out how to fix the problem. He will call Bob with the final outcome. Bob is still inspecting gravel pits in hopes to be done by September.

Town Clerk/Treasurer Report – Ann Dean stated that the tax bills should be in the mail by Friday. She has completed the federal quarterly reports and semi-annual vital records report. Another survey, the Center for Medicare and Medicaid, is being done. The tax commitment by map & lot and name and tax club information is on the web site. Tom Johnston asked Ann if we can break out, for example, the insurances and put them under the departments they belong, so it would give us a truer idea of what each department actually costs (lights, phone, insurance). Ann said this could be done.

Wesley Daniel read a resignation letter from Donald B. Grinnell. Wesley moved to accept Donald B. Grinnell’s resignation as Fire Warden immediately with regret, Tom Johnston seconded, all in favor.

Tom Johnston made a motion to have Phil Meunier, as Fire Chief, become Fire Warden, Wesley Daniel seconded, all in favor. Ken Boisse and Tom Johnston are the Deputy Fire Wardens.

The online burning permit systems: State System charges $7.00. The Warden’s Report System is no charge to the residents of Washington; annual fee for the town of $75.00 (Fire Wardens have access to this system). There is no access to the Warden’s Report System if it’s not a burning day. Wesley Daniel made a motion to sign up for the Wardens Report System to be paid

out of Selectmen’s Discretionary Fund, Tom Johnston seconded, all in favor. Phil Meunier will sign the town up for the Wardens Report System. Paper burning permits will still be available.

Tom Johnston added line 7 & 8 on page 4 & 5 in the personnel policy under Health Insurance to be voted on: 7. Full time or Regular part-time employees who are covered for health insurance through a spouse or other means will be eligible for 50% reimbursement of the monthly single health care cost paid by the Town. To be eligible for reimbursement, the employee must: a) be eligible for health insurance coverage for a period of 3 calendar month; b) show proof of insurance coverage at least equal to the Town offered plan. 8. Reimbursement will be made at the end of each calendar quarter that the employee is eligible. Wesley Daniel moved to accept the above change in the personnel policy, Tom Johnston seconded, all in favor.

Tom Johnston would like to go over the policies as needed. Wesley Daniel suggested a work session to go over. Each Selectmen may look over the policies, bring any changes/suggestions to the board with the option to change.

Questions and Comments

Wesley Daniel explained that he received the price for paving from Wellman to pave Lincoln ($5,300.) and Bump Hill ($25,500.) Roads. The whole project Lincoln ($9,520.) Bump Hill ($30,000.) A Special Town Meeting will be scheduled/posted for July 27th at 7PM with the Selectmen’s Meeting following.

Wesley Daniel suggested that next year, on the Town Meeting Warrant Articles, no town roads be named. Which roads are paved will be suggestions from the Road Committee.

Wesley Daniel adjourned the meeting at 7:47PM.
