Inspector-General of Taxation

The Inspector-General of Taxation (IGT) is an independent statutory office that manages individual complaint handling and reviewsthe tax administration system. The IGT reportsdirectly to the Government with recommendations for improving tax administration for the benefit of all taxpayers on systemic matters.

The IGT is appointed by the Governor-General and, effectively, is an arm of the Executive, reporting directly to Government, although accountable to Parliament as an independent statutory agency.The IGThas national responsibility through a single office located in Sydney.

IGT staff flexibly perform a variety of roles to support the IGTto be responsive in delivering the IGT’s statutory objectives.

Individual Role

The IGT is seeking a person with excellent communication, writing, problem-solving, management and consulting skills to support the office’s objectives.

The successful applicant will conduct, undertake and manage:[1]

•independent IGT reviews including those with a high level of complexity and sensitivity to identify, review and draft reports to Government on taxation administration matters;

•resolution of individual taxpayer complaints or matters, including those that are complex and sensitive; and

•a broad range of functions or activities in support of the effective operation of a small office.

The office also engages directly with a broad range of internal and external stakeholders. Applicants will need to be selfmotivated and able to liaise with, and manage the expectation of, key stakeholders in the tax system to achieve the desired outcomes.

The role requires a degree of intra and inter-state travel and presentation or promotional work and also operates within a small team office environment.

Functions

  1. Lead, undertake and manage the resolution of taxation administration matters including those of a highly complex, sensitive nature with national strategic, political and/or operational significance under broad direction of IGT senior executive staff (SES) and operate with a significant degree of independence and autonomy;
  1. Oversee and produce a range of high quality final standard written materials on all matters, including the IGT’s reports, media releases and individual taxpayer correspondence, which is subject to critical review by the Australian Taxation Office (ATO) or Tax Practitioner Board (TPB) senior management, Government and key private sector stakeholders;
  1. Oversee and directly support individual taxpayer complaint handling management;
  1. Identify underlying causes for interrelated issues within a broad strategic context and design analytical approaches in solving problems, using sound judgement to make balanced decisions drawn from professional or technical testing and from one’s own and others’ experience;
  1. Undertake complex research in tax administration issues, including those with international scope, and draw on a wider context to extract full value from analysis in shaping IGT recommendations and provide high level analysis and design of technical solutions in a challenging environment, where information may be ambiguous or incomplete;
  1. Prepare professional and strategic advice on tax administration matters that is highly persuasive, influential and that supports recommendations that are of an administrative or policy design consideration for Government;
  1. Establish and maintain strong relationships while consulting and engaging with IGT SES, Government, industry and tax professional representatives on a range of more complex policy and administrative issues in order to exchange views, seek advice and negotiate practical and positive outcomes;
  1. Lead, develop and manage relevant IGT staff and develop, implement and improve IGT long-term plans, operational strategies and processes as required, to facilitate an improvement and innovation culture that also supports development of team member skills, knowledge and expertise in delivering effective and efficient outcomes; and
  1. Provide management or direct operational support in a broad range of functions or activities required to support the effective operation in a small office environment.
