DOL Mine Health and Safety Grants – Application Closing Date Extended to August 7

Department of Labor’s Mine Safety and Health Administration has provided a new extension of the deadline for applications for Mine Health and Safety Grants, which may be submitted through August 7, 2017. View the updated announcement on grants.gov for more information:

DOT OSHA Announces Applications Are Open for Susan Harwood Training Grants. Due August 28.

For FY 2017, OSHA has announced the availability of approximately $10.5 million to fund new Susan Harwood Training Grants.The program offers an opportunity for nonprofit organizations to compete annually for funding so they may develop and conduct training and education programs for small business employers and workers on the recognition, avoidance, and prevention of occupational safety and health hazards in their workplaces, and to inform workers of their rights and employers of their responsibilities under the OSH Act. OSHA expects to award multiple grants to eligible nonprofit organizations under this competitive Funding Opportunity Announcement (FOA).

Program funding will be for a 12-month period beginning no later than September 30, 2017, and ending on September 30, 2018. Grant awards will not exceed $155,000 for a Targeted Topic Training grant or $50,000 for a Training and Education Material Development grant.

BIA Solicits Applications for Grant Program to Assess, Evaluate and Promote Development of Tribal Energy and Mineral Resources. Proposals due September 25.

The Secretary of the Interior (Secretary), through the Office of Indian Energy and Economic Development (IEED), hereby solicits grant proposals from Federally-recognized Indian tribes and tribal energy resource development organizations for projects that assess, evaluate, or otherwise promote the processing, use, or development of energy and mineral resources on Indian lands. The IEED’s Division of Energy and Mineral Development (DEMD) office will evaluate all Energy and Mineral Development Program (EMDP) grant proposals. Proposals must be used by an Indian tribe for energy and mineral resource inventory, energy and mineral resource development feasibility studies, or other pre-construction studies necessary to support development of energy and mineral resources on Indian lands. For the purpose of this announcement, “Indian land” means any tract or interest therein, in which the surface or mineral estate is owned by one or more Indian tribes, in Federal trust or restricted status.

DHS/FEMA Announces Solicitations under Pre-Disaster Mitigation ($90 Million) and Flood Mitigation Program ($160 Million). Due Nov 14.

Homeland Security/FEMA has posted two grant opportunities on

DHS-17-MT-047-000-99 ($90 million total availability)

The Pre-Disaster Mitigation (PDM) program makes available Federal funds to State, Local and Tribal Governments to implement and sustain cost-effective measures designed to reduce the risk to individuals and property from natural hazards, while also reducing reliance on Federal funding from future disasters. FEMA will provide allocations of $575,000 as required by the Stafford Act to states and territories; and a tribal set aside of $10 million for allocations up to $575,000 for Native American Indian tribal governments to support overall mitigation planning and projects. The remaining PDM funds will be awarded on a competitive basis with a focus on multi-state/tribal mitigation initiatives.

Applicants must submit applications via the Mitigation eGrants system on the FEMA Grants Portal: Applicants may submit a maximum of 9 project sub-applications notwithstanding any project(s) submitted for the state/territory allocation or tribal set aside. In addition, any state or tribe willing to serve as the applicant for a multi-state or tribal activity may submit one additional plan or project subapplication.

Energy Department Announces $19.4 Million Investment in Advanced Vehicle Technologies

On July 12, the U.S. Department of Energy (DOE) announced $19.4 million for 22 new cost-shared projects to accelerate the research of advanced battery, lightweight materials, engine technologies, and energy efficient mobility systems. This Vehicle Technologies Office (VTO) funding reasserts that investment in advanced, energy efficient transportation technologies and systems will improve our nation's energy security, help consumers and businesses save money on transportation energy costs, and strengthen U.S. economic competitiveness. Energy Department Announces $46.2 Million for 48 Projects to Advance Solar Power Technologies

Department of Energy also announced $46.2 million for 48 projects as part of its SunShot Initiative. These projects are intended to develop innovative, early-stage solar power technologies, which are aimed at lowering costs and improving reliability and efficiency. The projects span two SunShot programs: Photovoltaics Research and Development 2: Modules and Systems (PVRD2), which will advance research in solar photovoltaic technology; and Technology to Market 3 (T2M3), which supports early-stage solar technology research.

On July 20, Smart Growth America presents a webinar on federal financing programs for transit-oriented development projects, many of which are made possible with the help of financing from federal government programs. Leading this conversation will be federal program staff from USDOT and community development experts from Smart Growth America. You will also hear from real estate developers who have navigated these programs and put them to use.

BEA Releases New Statistics on Foreign Direct Investments Made in the U.S.

The Bureau of Economic Analysis recentlyreleased statistics detailing the amount and type of new direct investments made in the United States by foreign investors in 2016, 2015 and 2014.

Business people, economists, researchers and policymakers can use the data to help them assess the impact of foreign direct investment on the U.S. economy and state economies. The data also help foreign entrepreneurs and others seeking to invest in the United States make informed business decisions. Additionally, the data inform national and state policymakers who shape programs to attract foreign direct investment.

Expenditures by foreign direct investors to acquire, establish, or expand U.S. businesses were $373.4 billion in 2016, down $66.2 billion, or 15 percent, from $439.6 billion in 2015.Employment at newly acquired, established, or expanded foreign-owned businesses in the United States was 480,800 employees. Expenditures for acquisitions were $365.7 billion, expenditures to establish new U.S. businesses were $5.6 billion, and expenditures to expand existing foreign-owned businesses were $2.2 billion.

With this release, the Bureau of Economic Analysis (BEA) is introducing statistics on planned and actual expenditures for greenfield investments—expenditures to either establish a new U.S. business or to expand an existing foreign-owned U.S. business. Such investments initiated in 2016, totaled $22 billion.

HUD Posts Updated Funding Matrix and Dashboard Reports for Community Planning and Development grants – Search by Program or Location

These reports provide funding information for each city and state that receive CPD program funds, including Community Development Block Grant (CDBG), Continuum of Care (CoC), Emergency Solutions Grants (ESG), HOME, Housing Opportunities for Persons with AIDS (HOPWA), and Housing Trust Fund (HTF). Reports detail the size of each grant received over the past several years, as well as the total amount of funds currently available to be spent on affordable housing and community and economic development activities.

New Report on Manufacturing Leadership through Next-Generation Supply Chains

A new MForesight study examines a fundamental question for the future of American manufacturing: the evolution of the supply chain. Robust supply chains are essential to U.S. manufacturing competitiveness. In most sectors, suppliers add greater than 80 percent of final product value. Pervasive technology changes in areas such as information systems, sensors, intelligent controls, materials, and production processes increasingly affect business practices, skill requirements, and research needs across supply chains. The combination of technologies and business practices will enable manufacturers to be more flexible, respond rapidly to changing customer demand, allow for cost-effective customization, and increase the value added and distributed across the entire supply chain. This promise can only be fulfilled with effective policies and investments from government, business, educators, and researchers.

Manufacturing USA Institutes: New Online Open Source Library for Manufacturing Tools and Materials; LIFT and IACMI Collaborate on Development

A July 11 advisory from Edmonds Community College

Lightweight Innovations for Tomorrow (LIFT) and the Institute for Advanced Composites Manufacturing Institute (IACMI) have launched LIFT/IACMI Learning Hub – LIFT: Lightweight Innovations for Tomorrowor Learning Hub – Institute for Advanced Composites Manufacturing Innovation – IACMI(The Hub) to allow teachers and students to search for educational materials related to lightweight metals and composite materials.The Hub features over 600 open source resources for teachers and students, who can search under topics such as design; synthesis; processing; testing/characterization; structure; mechanical, electronic, optical, and physical properties; and applications. Search results can also be filtered by age group/educational level (from K-5 to college), principal material, completion time, and material format (video, lab, lecture, and more).

The National Resource Center for Materials Technology Education (MatEdU) at Edmonds Community College garnered a contract from LIFT, to seek out and gather educational resources related to lightweight metals and composite materials, and the processes and technologies related to them to add to the Hub. All educational materials and resources available on the Hub were researched and vetted by MatEdU, and additional materials will continue to be added as they become available or are recommended to the LIFT and IACMI teams.

Edmonds CC offers associate’s degrees in Materials Science Technology, Manufacturing and Materials Science Technology, and Robotics and Electronics, and certificates in Aircraft Electronics Technician and Basic Electronics. For more information, go to edcc.edu/etec.

Next-Generation Skills Symposium Report - Manufacturing Institute Releases “Training to Win”

Manufacturers committed to training partnerships and new models to grow their workforce came on July 11that Manufacturing Workforce 4.0, a symposium on skills for the new economy hosted by The Manufacturing Institute. Influential manufacturing executives and thought leaders on the workplace revolution highlighted apprenticeship models, recruitment strategies and education models that are raising skill levels and putting Americans to work in manufacturing.Speakers included Wes Bush, CEO of Northrop Grumman, and Brian Krinock, senior vice president of Vehicle Plants at Toyota Motor Engineering & Manufacturing North America. Both companies have undergone rapid technological change and prioritize education partnerships leading into manufacturing careers.

At the event, the Institute released a new report, Training to Win, that covers trends that are remaking the manufacturing workforce and addresses talent solutions for the new economy.
