SEIZURE OF HUGE AMOUNT OF PSEUDO-EPHEDRINE, THE PRECURSOR TO MANUFACTURE OF METHAMETAPHINE
The Special Cell, Delhi Police has been working on North-East based Narco-Terrorism network and achieved successes in recovery and seizure of huge consignments of narcotics/controlled substances. Recently, intelligence was developed that some Manipuris along with some locals of Delhi are involved in the illegal business of sending Narcotics/Controlled Substances, especially Pseudo-Ephedrine from Delhi to Manipur in huge quantities. This drug is in high demand internationally as the same is used in preparation of party drugs namely ‘Ecstasy’ & ‘Ice’.
The team of Inspector Sanjay Dutt, Inspector Rahul Kumar and Inspector Dharmendar which was working upon the banned terrorist organization KYKL (Kanglei Yawol Kanna Lup) of Manipur learnt that one Khumanba @ IK, a top commander of KYKL was financing his terror activities through investments made in the trade of narcotics with the assistance of one John, based in Delhi.
It was revealed that John has established a godown in the area of Janakpuri, West Delhi, where large quantity of the narcotic substances are being transported/stored/packed for onward transmission to Myanmar and China via Manipur.
Specific information was received on 13/12/2012 that John will come near a School in Janakpuri (near Mata Chanan Devi Hospital) in a car bearing number DL-2F-FP-0090 and will deliver a huge consignment of controlled substance Pseudo-Ephedrine to one of his associates. Accordingly, a trap was laid and two persons were apprehended while transacting 100 kgs of Pseudo-Ephedrine drug in the form of tablets which was packed in 5 cardboard boxes.
Further, as per the revelations made by these arrested accused, a raid was conducted at the instance of accused John and a packaging/storing unit for the drugs was unearthed at Village Asalatpur, Janakpuri where a consignment of around 70,000 strips of pseudoephedrine (07 lakh tablets) meant for illegal transportation to Myanmar along with packaging material and 10 bags of empty bubble packs of drugs (from which the drug has already been taken out) have been seized. At this location, a third partner in this criminal syndicate namely Lalawmpuia @ OP was arrested. The profiles of the arrested persons are as follows:
1. John Lalmingthanga @ John, aged 35 years, s/o L. Lalpiangliana, r/o B-4/G-20, Krishna Nagar, Safdarjung Enclave, New Delhi. Permanent Address - Village Zoveng, PO/PS/District Chur Chandrapur, Manipur. He is an ex-serviceman from Assam Rifles who left his job in the year 2008. Thereafter, he shifted to Delhi and did various petty businesses like operating Chinese food stalls/ sale purchase of second hand vehicles etc. later, he learnt the tricks of this narcotic trade from a cousin sister who allegedly lives in Manipur and is involved in drug trafficking from there. Thereafter, seeing the huge profits in this trade, he started fulltime trafficking of pseudo-ephedrine by establishing a base in Delhi and roping in other partners.
2. Ashem Danny Singh @ Danny, aged 32 yrs, s/o Sh. Ashem Nabachandra Singh, r/o H.No. B-129, Ist Floor, Panchsheel Vihar, Malviya Nagar, New Delhi. Permanent Address - Nagamapal, Phougeishangbam Leikai, PS Lamphelpat, Distt. Imphal (W), Manipur. He is an unmarried son of an ex-teacher from Manipur. He was doing his graduation from IGNOU. He is settled in Delhi since 2002 and makes his living by working as a facilitator in obtaining contracts etc. with various PSUs having their Head Quarters in Delhi. Danny came in contact with John through a common friend about an year ago and thereafter, since September 2012, has been his partner in this illicit business. His contacts with various Drug distributers in Delhi were used by John in furthering his business interests.
3. Lalawmpuia @ OP, s/o Lalrin Sanga, aged 27 yrs, r/o WZ-16, Asalatpur Village, Janakpuri, a native of Izawal, Mizoram. He is a co-brother (Sadhoo) of the accused John and has been settled in Delhi since 2007 and working in a Call Centre in Gurgaon. He is a partner of John and Danny and provides his rented flat as the godown and packaging unit for illegal drugs in Village Asalatpur, Janakpuri, Delhi.
Recoveries:
· Total 100.496 Kgs of controlled substances Pseudo-Ephedrine (in tablet form), packed in five big size card board boxes in gunny bags.
· About 70,000 strips (of 10 tables each) of Pseudo-Ephedrine, (total 7 lakh tablets; approximately 60 kgs).
· Packaging material, tightening machine etc. and a large quantity of empty bubble packs of the above mentioned drugs Pseudoephedrine.
· Two cars i.e. one Hyundai Tuscon and one Maruti Wagon-R.
· Six mobile phones.
A Case vide FIR No. 35/2012, dated 14.12.2012, u/ss. 9-A/22/25-A/29 of NDPS Act, PS Special Cell, Lodhi Colony, New Delhi has been registered and investigation taken up. As per the initial investigations, the arrested accused used to procure Pseudo-Ephedrine drugs, which are major constituent of cough syrups and tablets from registered pharmaceutical factories situated in Uttarakhand, Himachal Pradesh, Punjab etc. through local distributers in Delhi. These huge quantities of drugs were then re-processed to extract pure Pseudo-Ephedrine which gets transported to Myanmar and further in order to undergo chemical reconstitution into Methamphetamine (a Psychotropic chemical commonly known as Speed/ ICE/ Ecstasy in party circles).
Pseudoephedrine is a stimulant, but it is well known for shrinking swollen nasal mucous membranes, so it is often used as a decongestant. It reduces tissue hyperemia, edema, and nasal congestion commonly associated with colds or allergies.
The similarity in chemical structure to the amphetamines has made pseudoephedrine a sought-after chemical precursor in the illicit manufacture of methamphetamine and methcathinone. As a result of the increasing regulatory restrictions on the sale and distribution of pseudoephedrine, many pharmaceutical firms are now indulging in this mass sale of scheduled drugs containing high dosage of pseudo-ephedrine to suspect distributers at a huge profit which ultimately end with various reprocessing units established in neighboring countries which produce high end party drugs using these precursor materials and push them back to India for sale at exorbitant rates in the grey market.

The Anti Extortion Cell of Crime Branch has solved a sensational blind case of Abduction-cum-Murder of a dreaded gangster Ajay Kumar @ Sonu Pandit @ Dada of Village Tatesar, Kanjhawla, Delhi and arrested a Sharpshooter of Neetu Dabodha Gang following the recovery of one sophisticated pistol, 2 magazines and 10 live cartridges of .32 bore. The arrested accused Sandeep @ Vicky S/O Rishi Chhikara R/O Tatesar, PS Kanjhawala, Outer District Delhi has also revealed the sequence of events and facts of the sensational Murder Case of HC Ram Kishan of PS Kanjhawala during Night Picket Duty in wee hours on 25/26.11.2012.
On 10.11.2012, a secret information was received that the Sharpshooter of Neetu Dabodha Gang would come near St. Vivekanand Sr. Sec. School, Laadpur, Kanjhawla Delhi to meet with his associate. This information was further developed and a team led by Insp. Naresh Chander and Inspr. Sandeep Malhotra comprising of SIs Arun Dev Nehra, Naresh Sharma, Parmod, ASI Vinod Kumar, HCs Sandeep, Shivveer, Jai Prakash, Om Prakash, Anil and Surender was constituted under supervision of Shri Hoshiyar Singh, ACP/Anti Extortion Cell, Crime Branch and under the overall supervision of Shri Bhisham Singh, Addl. DCP/Crime to arrest the dreaded criminal. A trap was laid near expected place of arrival of accused and at about 4 pm, the accused Sandeep @ Vicky was successfully apprehended by Crime Branch team and one sophisticated pistol, 2 magazines and 10 live cartridges of .32 bore were recovered from his possession. On this a case under Arms Act was registered and the accused was arrested.
The accused Sandeep @ Vicky was subjected to sustained interrogation by Crime Branch team. During interrogation, the accused disclosed the startling facts of sensational blind and brutal abduction-cum-murder of a dreaded gangster Ajay Kumar @ Sonu Pandit @ Sonu of Neeraj Bawana Gang.
The accused Sandeep @ Vicky revealed that on 16.11.2012, he alongwith his associates Neetu Dabodha and Pradeep @ Bhola hatched the conspiracy to kill Ajay @ Sonu Pandit of Neeraj Bawana Gang as he was not working for them and abuses had happened on Paras at some occasion. As per their plan, the accused Neetu Dabodha and Pradeep @ Bhola abducted Ajay @ Sonu Pandit from Sultan Pur Dabas, Kanjhawla and took him to farms of Village Tatesar, where the present accused Sandeep @ Vicky was already present. The accused persons fired 8-10 rounds one by one at chest & stomach of Ajay @ Sonu Pandit. The accused Sandeep @ Vicky was so desperate to kill him that he banged three Beer bottles at the head & forehead of Ajay @ Sonu Pandit @ Dada when he fell down after receiving two gun shots and was begging for life. After this, the accused persons stripped off the deadbody and dumped the same in the fields 2-3 kms away from the spot. The present accused came back to his house and the co-accused Neetu Dabodha and Pradeep @ Bhola burnt the deadbody in Karnal area. A case vide FIR No. 410/12 regarding abduction of Ajay @ Sonu Pandit is registered at PS Bawana, in this regard.
During further interrogation, the accused Sandeep @ Vicky also disclosed the sequence and facts of sensational Murder Case of HC Ram Kishan of PS Kanjhawla during Night Picket Duty in wee hours on 25/26.11.2012. The accused revealed that in the night of 25/26.11.2012, the accused persons Neetu Dabodha alongwith his associates Paras r/o Panipat, Alok r/o UP and one Kala came to his house in a White Colour Verna car and they all enjoyed liquor party in his fields. Sandeep @ Vicky gave two loaded countrymade pistols to them as directed by Neetu Dabotha. Neetu was already having a pistol. After this, all the four accused persons left Sandeep @ Vicky at home at about 2 am and left for Kanonda Village. In the morning, he came to know that a Police Head Constable was shot dead by a white car borne four assailants at about 2:20 am. Two days later, he enquired from Neetu Dabodha who revealed that he and Paras had shot the Head Constable dead as he was trying to frisk them physically after stopping their car at Jaunti Picket.
The accused Neetu Dabodha is a dreaded criminal and close associate of Sandeep Chitana. Both these accused persons fled away from the custody of Gurgaon Police in March, 2012 from Dwarka area. A cash reward of Rs. 1 lakh each has been declared by Delhi Police on the arrest of accused Neetu Dabodha and Sandeep Chitana.
The accused Sandeep @ Vicky was born in a peasant family of Village Tatesar, Kanjhawla of Outer Delhi. He is the eldest of two bothers and one sister. He studied upto 10th standard. The dreaded gangster Kismat @ Kala r/o Village Kair, Najafgarh was his uncle. He was killed in the year 2006, in gang-war. Here, he came in bad company of Neetu Dabodha who was sharpshooter of Kismat @ Kala.
The accused Sandeep @ Vicky is an active Bad Character of PS Kanjhawla and is involved in six criminal cases of Murder, Attempt to Murder, Extortion, Abduction and Arms Act etc. of PS Kanjhawla, Pilani (Rajasthan), Bulandhshar (UP) and Gurgaon City (Haryana). When the two gangsters Neetu Dabodha and Sandeep Chitana were in jail, the present accused Sandeep @ Vicky used to extend threats to different businessmen by opening fire at their business premises and by throwing the written extortion demand notes in the name of Sandeep Chitana and Neetu Dabodha.
Local Police of PS Kanjhawla has been informed regarding disclosure of accused Sandeep @ Vicky in HC Ram Kishan’s Murder case. Efforts are being made to arrest the other accused persons including Neetu Dabodha and Sandeep Chitana. Further investigation of the case is in progress.

A team of officers of Crime Branch led by Inspr. Jaibhagwan and consisting of ASI Rajveer Singh, HC Harbir Singh, HC Upender, HC Azad Singh, HC Dilbag and Ct. Harender Singh under the supervision of AATS/ACP Sh. Zile Singh and overall supervision of Addl. DCP/Crime Shri Bhisham Singh have apprehended an auto lifter namely Deepak who had stolen three motor cycles from Shalimar Garden, Sahibabad, Ghaziabad,UP where the accused has been residing. All the three motorcycles have been recovered from the accused.
An information was received on 13.12.2012 by HC Harbir Singh that an auto lifter namely Deepak resident of Shalimar Garden, Sahibabad would be coming at Sunder Nagari, Delhi with a stolen motor cycle with to meet his friend. On the basis of information a team consisting of above named police personnel was formed for immediate necessary action.
