Pre-Deployment Security Site Survey

This Pre-Event/Pre-Deployment Security Site Survey is the standard package utilized by Security Operations at - and is intended as the generic use document for all - . The PDSS will be conducted prior to each visit with any specific observations, threat considerations or issues to be addressed at time of coordination. It reflects a thorough on-site inspection of the property which includes the listed elements as presented and is intended to provide observations and concerns related to security risks and issues along with recommended courses of action on:Formal identification of vulnerabilities and exposures that have led to or can lead to security problems, and proven and effective security solutions. All aspects of the event(s) or activities being undertaken will be considered and recommended solutions will be prioritized taking into consideration various options in a given situation and as well as theirneed, probable impacts and costs.

This security survey includes a threat assessment to identify and quantify potential risks. The goal is to present and address legitimate concerns without wasting resources on the unnecessary. The intent of these security measures will be to offer three critical benefits for safety and security:

  1. Deterrent effect that anticipates and impedes incidents and dissuades would-be attackers or criminals;
  2. Preventive measures that would improve safety and intercept potential attackers or criminals;
  3. Emergency plans that prepare everyone to respond appropriately should an incident occur.

III. BASIC SECURITY PLAN COMPONENTS

K-9 Detection Services: Canine sweeps prior to and during an event will allow the security team to confidently assess the situation and make prudent reactive determinations in the event of a bomb threat. Canine inspection of packages upon entry may also be considered.

Additional Monitoring or Sensors: Specific areas and equipment can be monitored with additional security cameras and protected with tamper-evident locks and seals. This would include ventilation intakes, HVAC units, utility controls, and special presentation equipment.

Additional Badging or Access Control: ACS posts or badge scanners for off-site location(s) where high number of employees will be present.

Emergency Egress Plan: Evacuation plans and regrouping areas should be designated for both general population evacuation and key area evacuation. Relocation facilities may also need to be considered.

Police presence: Arranging for armed law enforcement at the event to augment your security vendor may be necessary. If this is the case, law enforcement officials should be involved in the security planning process.

Background and records checks: These may be required of the event staff and any vendor employees. This is usually only done in conjunction with events that are restricted to clearance-only access. At a minimum, event planners should obtain thorough employee lists from event staff and vendors.

Safe Areas or Green Room/Private Spaces: Designated safe areas for VIPs and controversial guests should be established to provide an emergency safe haven in the event of an incident.

Media: Arranging for proper ID verification and necessary accommodations foroutside media (if required)

Food: Security and safety-monitoring of food set-up areas avoid the possibility of tainted food or beverages.

Access Lists: Distribute DNE and watch lists to event staff and security personnel profiles of any potential unwanted individuals or restrictions.

Liaison LEA/Public Safety: Establish a liaison with local law enforcement to gather intelligence and arrange for emergency response. Ensure the security team has been briefed as to the coordination that will be required between them and responding emergency service personnel who may be deployed to an incident at the event.

Fire Guards and Permits: Ensure event planners remain within occupancy guidelines established by the local fire marshal.

Other considerations for the emergency planning include but are not limited to the following:

  • Emergency fire evacuation routes and gathering points
  • Slightly different evacuation procedures in the event of a legitimate bomb threat
  • Decision criteria for handling a bomb threat or a suspicious item
  • Evacuation and/or search duties for the security team in the above events
  • Protocols for armed response if other than by law enforcement
  • Chain of command and delegation of functions
  • Coordination of on-site and responding medical services
  • Determine who will communicate with the attendees to minimize panic /maintain orderly mvmt
  • Determining who will comment to the media about the situation

  1. RENDER AID – Try to assist as much as possible, maintain the victim or injured person calm.
  2. CALL OUT FOR HELP – Try to summon help or get your Security via phone and on site. Know your location, landmark, reference point.
