About Us

By virtue of Department Order Number 110, Series of 1993 (DO 110, S.1993) of the Department of Public Works and Highways (DPWH), the function for the administration and enforcement of PD 1096, otherwise known as National Building Code (NBC) of the Philippines, was devolved to Local Government Units (LGUs). With this devolved function, theOffice of the City Building Official(OCBO) implements regulations and requirements for the construction, alteration, repair, conversion, use, occupancy and demolition of buildings pursuant to Section 301 of PD 1906, as well as enforcement of related orders and decisions.

SECURING A BUILDING PERMIT

ABOUT THE SERVICE

A BUILDING PERMIT is required prior to the construction, erection, alteration, major repair, or renovation or conversion of any building/structure owned by government of private entities.

The permit becomes null and void if work does not commence within one year from the date of such permit, or if the building or work is suspended or abandoned at any time after it has been commenced for a period of 120 days.

The Office of the City Building Official regulates and/or issues the following:

  • Five (5) Sets of Building plans - prepared, signed and sealed
  • By a duly licensed Architect or Civil Engineer, in case of Architectural and Structural plans;
  • By a duly licensed Sanitary Engineer or Master Plumber, in case of plumbing, sanitary installation plans;
  • By a duly licensed Professional Electrical Engineer, in case of Electrical plans;
  • By a duly licensed Professional Mechanical Engineer, in case of Mechanical plans;
  • Duly accomplished Building permit application form signed & sealed by Architect / Civil Engineer, in case of full time inspector & supervisor of construction works (Box 2 & Box 5) & Box 3 applicant and or authorize representative;
  • Duly accomplished Electrical permit application form signed and sealed by a Professional Electrical Engineer who designed electrical plan and a registered electrical practitioner for person-in-charge in case of Electrical permit;
  • Duly accomplished Sanitary permit application form signed and sealed by a Sanitary Engineer in case of Sanitary permit;
  • Duly accomplished Mechanical permit application form signed and sealed by a ProfessionalMechanical Engineer in case of Mechanical permit;
  • Photocopy of PRC ID and PTR of the Architect / Engineers who signed & sealed the plans.
  • Three (3) sets Sketch/Lot Plan with Vicinity Map (signed & sealed by a licensed Geodetic Engineer)
  • Three (3) copies of Certified True Copy of Land Title(TCT),
  • Three (3) copies of Tax Declaration
  • Three (3) copies of Tax Receipt for the current year
  • If property is not registered under the name of the applicant:

Submit Three (3) copies of the following:

  1. Duly Notarized Copy of Deed of Absolute Sale, or Lease Contract or Contract to Sell or
  2. Association’s Board Resolution

APPLYING FOR AN OCCUPANCY PERMIT

ABOUT THE SERVICE

An Occupancy Permit is required before any building/structure is used or occupied. It is usually secured after the completion of a structure. It is also required if there is any change in the existing use or occupancy classification of a building, structure or any portion thereof.

GENERAL REQUIREMENTS:

  • Certificate of Completion from the Building Official
  • Certificate of Completion-Mechanical, Electrical and Sanitary/Plumbing
  • Logbook of building construction and Building Inspection Sheet duly accomplished by the contractor (if undertaken by contract) and signed and sealed by the Architect or Civil Engineer in charge of construction
  • Certificate of Final Electrical Inspection
  • Final Fire Safety Inspection Report by the Bureau of Fire Protection (BFP)
  • Zoning Conformance issued by the Zoning Administrator
  • As built plans (for any deviations from the approved plans)

Aside from a building permit, the Office of the City Building Official/City Engineer’s Office issues other permits that are required before the renovation, construction or demolition of any structure.

APPLYING FOR ELECTRICAL PERMIT

Electrical Permit is a required document before putting up new or additional, or altering electrical installations involving at least 20 outlets or a capacity of 4 Kw.

Certificate of Final Electrical Inspection or CFEI is required document for the operation of the electrical facilities of the building. It is also requirement to the power utility company (Meralco) for their energization.

This is required before the installation of new or additional, removal or alteration of equipment and machinery. For new buildings, this forms part of the requirements for a Building Permit application.

This document is required before the construction of new or additional, or altering existing plumbing installations, water supply, storm drainage, water purification and sewerage treatment plants. For new buildings, this forms part of the requirements for a Building Permit application.
