SECTION THREE – Overall purpose of job
1.  To provide an Environmental and Parking Warden Service across the Borough giving support and information to the Local Community and carrying out enforcement of relevant environmental crime and parking legislation and regulation as necessary.
2.  To enforce, advise and give guidance on environmental health matters commensurate with the level of responsibility, in particular relating to the Clean Neighbourhoods and Environment Act 2005, streetscene and environmental crime.
3.  To enforce, advise and monitor compliance with road traffic order and parking orders that are effective within Kettering Borough; including monitoring of ticket machines, and car park and highway surfaces, signs and lines.
SECTION FOUR – Principal Responsibilities
1.  To work to support the Council, its partners and the Police to make the area safe from environmental crime, nuisance and antisocial behaviour.
2.  To patrol around the area providing support, advice, reassurance and acting as the ‘eyes and ears’ of the community. This will involve working to a shift/rota system, which will include bank holidays, evenings and weekends and to cover for colleagues due to absence.
3.  Carry out the Council’s enforcement responsibilities under the Clean Neighbourhoods and Environment Act 2005 as determined by the Environmental Services Manager or Team Leader (Wardens) in accordance with relevant guidance, procedures and policies.
4.  Carry out the Council’ enforcement responsibilities under all other associated Environmental Protection legislation as determined by the Environmental Services Manager or Team Leader (Wardens) in accordance with relevant guidance, procedures and policies.
5.  To issue Fixed Penalty Notices or Excess Charge Notices in accordance with appropriate legislation and with Council policies and procedures for offences including littering, dog fouling, fly posting, fly tipping, smoke free, off-street parking and others as determined.
6.  To undertake investigations and enforcement action, and provide guidance with regards to animal welfare, including dog fouling by formal and informal means including the issue of fixed penalty notices.
7.  To undertake the micro-chipping of animals as instructed by the Environmental Services Manager or Team Leader (Wardens)
8.  To undertake investigations and enforcement action, and provide guidance with regards to abandoned and untaxed vehicles, and nuisance parking.
9.  To undertake investigations and enforcement action, and provide guidance with regards to smoke free legislation by formal and information means including the issue of fixed penalty notices.
10.  As required by the Environmental Services Manager, to undertake investigations and enforcement action, and provide guidance with regards to pest control complaints, including the provision of pest control services.
11.  As required by the Environmental Services Manager, to undertake investigations and enforcement action regarding reports of stray dogs, including the seizure of such, transporting of dogs to kennels, and providing for the return of seized dogs to their owners. To include participating in the out of hours stray dog service.
12.  Enforce road traffic orders and parking orders within Kettering Borough as directed by the Environmental Services Manager, particularly, the Kettering Borough Council off-street parking areas; and on-street residents parking zones.
13.  To undertake daily checks of ticket issuing machines to ensure they are in working order, including replacing tickets when required, and report any faults found
14.  To undertake monthly maintenance inspections of Pay & Display car parks and complete written inspections of these records.
15.  To maintain detailed records of all reports made to you and observations you have made.
16.  Prepare and present evidence at Court.
17.  To assist in the planning and promotion of relevant issues or campaigns, including the delivery of talks to relevant bodies, exhibitions and displays at appropriate events.
18.  To train colleagues / other as required.
19.  To deliver an effective and appropriate service to all service users, fairly and without discrimination.
20.  Ensure compliance with all Council policies with particular reference to health and safety, equal opportunities and communication.
21.  The post holder may from time to time be required to carry out other duties provided they are commensurate with the level of responsibility of the post and within the abilities of the post holder.

SECTION SIX - Special features of the post
1.  You will be required to work a shift based employment pattern covering hours between 08:00 and 20:00 Monday to Sunday inclusive, based on a published rota based on average weeks of 37 hours. In addition, potentially at short notice, you will be required to cover annual leave and sickness of other Wardens, as required by the Environmental Services Manager
2.  You will be required to work an on-call duty rota for stray dog services covering hours between 08:00 and midnight Monday to Sunday inclusive. In addition, potentially at short notice, you will be required to cover annual leave and sickness of other Wardens, as required by the Environmental Services Manager
3.  The post will in, addition, require programmed working outside normal hours of 08:00 and 20:00 hrs, to include weekends and bank holidays
4.  With regards to the provision of stray dog services (principal responsibilities 9) a Kettering Borough Council vehicle will be provided. Otherwise, Essential Car User Allowance will be payable.
