Alternative services

These routes cover the minor estate roads to the North, East and South of Abingdon Town Centre. Inter-urban routes, some on a high frequency (i.e. up to every 10 minutes) serve the main roads as follows:-

Faringdon Road: -Oxford Bus, 4 and 4B daily, hourly to Oxford

`Wootton Road: -Thames Travel X15, hourly (Berinsfield – Witney)

Stagecoach 44 (2-hourly) Mon-Sat to Oxford (Part of this review)

Oxford Road: -Oxford Bus X3, Stagecoach 31, 32, 33, frequent to Oxford

Radley Road: -Oxford Bus 35/A/B – daily, every 15 Mins to Oxford

Drayton Road: -Oxford Bus 35A/B – daily hourly to Didcot

Marcham Road: -Stagecoach 32/33 - daily, hourly to Wantage.

Drayton Road, Preston Road and Saxon Road are also served by route 44

£5,200 p.a. grant from Vale of White Horse District Council until July 2007 to serve new Leisure Centre

Comments from consultation:-

Abingdon Town Council/Vale of White Horse DC and individual comments from 5 councillors –

Vital service. Sensible to alter A1 to run anti-clockwise and serve Parsons Mead. Should be a regular timetable with feeder service to Saxton Road/Drayton Road areas (or prefer direct Oxford service). No reduction in length of operating day and investigate Saturday service (especially if service 44 reduced).

Prices sought:-

V1A:- Existing service – Three routes with broadly hourly service M-F, 07.30 – 17.40

V1B:- Existing service– Three routes with broadly hourly service M-F, off-peaks only (09.00 – 15.20)

V1C:- New Service – three revised routes (No’s 72-74) linking Hospital/Leisure Centre giving hourly service to Saxton Road area (shuttle service in peak periods) but two-hourly frequency (alternately) on two northern routes. (M-F, 07.54 – 18.05)

V1D:- As option C but with no peak hour shuttles to Saxton Road (M-F, 08.56 – 15.15 with break at lunchtime)

V1E:- As option C but operating on Saturdays 08.56 to 14.05 without a break.

Frequency of the southern loop of town service via Saxton Road is currently augmented by journeys on route 44 (contract V103 below). Certain options proffered for contract V103 (V3) discontinue the route via Saxton Road. Care must therefore be taken when considering the award of contracts V1 and V3 to ensure that a service to this area is maintained.

Contract V103: Service 44 Oxford – Boars Hill - Abingdon

DescriptionPeak and off-peak service deploying one bus between Oxford and Abingdon via South Hinksey and Boars Hill, which then continues in Abingdon to Preston Road. Peak journeys are extended from/to Milton Heights.

Alternate journeys go via Boars Hill (Fox) (3 each way), or Bayworth/Sunningwell (4 each way including peak buses).

Contract V103: Service 44 Oxford – Boars Hill – Abingdon (Cont’d)

Alternative servicesa) Botley Road and North Hinksey is served by Oxford Bus route 4 (daily up to every 15 mins), Brookes Bus U1 (daily every half-hour). Hinksey Hill is served by Stagecoach services 32 and 33 (M-Sat, each route hourly)

b) This is the only public service to South Hinksey, Boars Hill, Bayworth and Sunningwell. Sunningwell does have a Tesco free bus service to Abingdon on Mondays and Wednesdays.

c) Wootton is served by Oxford bus routes 4, 4B hourly daily.

d) Wooton Road, Abingdon is served by Thames Travel X15 (hourly M-Sat) and Town service A2 (Hourly, Mon-Fri)

e) Preston Road is served by Town service A3, hourly Mon-Fri.

Current subsidy per annum: - £95,917

Cost per passenger journey: - £3.38

Comments from consultation:-

Abingdon TC, Drayton PC, South Hinksey PC, 1 Councillor and 2 public letters. Support for retention of peak service and route through Sunningwell. Lesser use from Boars Hill. South Hinksey residents also walk to Redbridge P & R site due to poor timekeeping on current operation.

Prices sought:-

V3A:- Existing service – Peak journeys to/from Milton Heights plus off-peak every 90-120 mins Oxford – Abingdon (Saxon Road). Mon-Sat

V3B:- Reduced service– Abingdon (Saxon Rd) – Oxford, M-F Peaks only

V3C:- Off peak service – Two journeys each way offering shopping facility to Oxford or Abingdon

(If awarded days of operation to be advised to successful tenderer)

Note: - Contract V7 can be awarded in lieu of individual contracts for V3, V6 and V8/S106.

Contract V6: Service 115 Eaton – Abingdon (Market day service)

Description: -One return trip between Eaton and Abingdon serving Appleton. Longworth, Southmoor, Fyfield, Tubney, Frilford, Gozzards Ford, Cothill and Dry Sandford. There is an additional return trip between Frilford and Abingdon prior to the return journey back to Eaton

Frequency:-One journey each way with additional journey each way to/from Frilford

Alternative services:-

a)Eaton, Appleton, Longworth and Hinton Waldrist have a Mon-Sat service to Oxford on the Village

Carrier route 63.

a)Southmoor, Kingston Bagpuize and Fyfield have a daily link to Oxford, Faringdon and Swindon by Stagecoach route 66 (hourly)

b)Southmoor and Kingston Bagpuize have an hourly service Mon-Sat to either Abingdon or Witney on Thames Travel route X15

c)This is the only public service to Tubney, Gozzards Ford and Dry Sandford although Gozzards Ford does have a Tesco free bus service to Abingdon on Tuesdays and Thursdays.

Longworth PC, St Helens Without PC, 1 Councillor:- Longworth happy to reduce to one day per week; service should be maintained to Tubney and Dry Sandford

Contract V6: Service 115 Eaton – Abingdon (Market day service) (Cont’d)

Prices sought:-

V6A:- Existing service – One return journey each way plus one extra journey Abingdon – Gozzards Ford only

V6B:- Reduced service– One journey each way over whole route only. (also no of days of operation could be reduced)

Contract V7: Services 43, 44/A, 46, 48 and 49

This contract seeks the cost of utilising one bus for a whole or part day to cover a number of routes that have also been tendered separately as contracts V3, V6 V8 and O3 to see if any economies can be achieved. Main deployment is on route 44 and the other services are fitted round this on various days of the week.

Services included are:-

43 Eaton – Tubney – Dry Sandford – Abingdon (vice V6), One each way (Mon from Gozzards Ford, Thur from Eaton)

44/A Drayton (Peaks only), Abingdon – Oxford, (Vice V3) up to five journeys each way M-F (3 each way Sats)

- serves both Boars Hill and Sunningwell on various journeys.

46Drayton St Leonard – Appleford – Abingdon (Vice V8) One each way (Mon from Clifton Hampden, Fri from Drayton St Leonard).

48 Oxford (Jericho) – Cowley Centre (New) One journey each way Tues only – meets a specific request

49 Drayton St Leonard – Baldons – Cowley Centre (Vice O3). One journey each way Wed and Sats

Prices sought:-

V7A:- One days work for one vehicle; 07.24 – 18.30 with breaks

V7B:- One days work for one vehicle, off peak only; 09.00 – 14.55 with breaks

(reduces 44 service, 43, 46, 48 and 49 are as option V7A)

Contract S106: Service 99 Drayton St .Leonard – Abingdon (Market day service)

(Re-tendered as contract V8)

Description:-One return trip between Drayton St Leonard and Abingdon serving Berinsfield, Burcott, Clifton Hampden, Long Wittenham, Appleford and Culham

Operator:-Whites Coaches

Days of operation:-Monday and Fridays only

Frequency:-One journey each way

Towns/Parishes served:-7 – Abingdon, Appleford, Berinsfield, Clifton Hampden, Culham, Drayton St Leonard and Long Wittenham.

Alternative services:-

a)This is the only public service to Drayton St Leonard

b)Berinsfield has regular services to Oxford (105, X39) and Wallingford (105,138, X39), daily together with a direct hourly service to Abingdon and Witney (X15) Mon-Sat from Berinsfield interchange. Service 107 runs to Didcot via Long Wittenham, 4-5 journeys Mon-Sat.

c)Burcot and Clifton Hampton have the direct X15 to Abingdon, Witney and route 107 Oxford/Didcot

d)Long Wittenham has a link to Didcot and Oxford on route 107 (Reduced to 5 journeys from 30/1/06 and now usually involves a change of buses at Berinsfield)

e)This is the only bus service to Appleford although there are regular train services from the rail station to Oxford/Didcot (daily). The rail utilisation strategy, however, suggests a possible reduction in this service in the future. Appleford does however have a free bus to Didcot Tesco on Mondays and Wednesdays.

f)Culham has an hourly service Mon-Sat (except evenings) (routes 32/33) to Abingdon/Oxford and Didcot.

g)Berinsfield, Burcott, Clifton Hampden and Culham also have a free bus to Abingdon Tesco on Mondays and Wednesdays.

Comments from consultation:-

Appleford PC, Long Wittenham PC, 1 Councillor, 2 public letters:-

Differing views. Appleford agreed service could be withdrawn as does Long Wittenham PC (but if service 107 improved). Two Appleford residents (users) want service maintained. Concern as only service to Drayton St Leonard.

V8A:- Existing service – One return journey each way (No of days of operation could be reduced)

Contract V12: Service 8 – Bladon – Wytham – Oxford

Service 8A Oxford City – Waterways Development

Description:-Service 8:- Service between Bladon and Oxford serving Cassington, Godstow, Wytham, Wolvercote, Five Mile Drive and Summertown. Buses divert off the Banbury Road to serve Belbroughton Road and Charlbury Road between Marston Ferry Road and St Giles.

Service 8A – Service from the City (Magdalen Street) to the Waterways Development off the Woodstock Road. This uses the same vehicle as for route 8.

Days of operation:-Monday to Fridays only

Frequency:-One journey each way on route 8. Two on route 8A

Towns/Parishes served:-Service 8:- 5 – Bladon, Cassington, Oxford City, Wytham, and Yarnton.

Service 8A:- 1 – Oxford City

Alternative services:-

a)Bladon has a Mon-Sat service to Witney and Woodstock on routes 42 and 242

b)Cassington has stops on the main A40 for routes X1, X2, X3, 18/A and 53 (daily).

c) Wolvercote is served by route 6/6A (Daily) – also part of this revue.

d)This is the only public transport to Wytham and Godstow

a)Five Mile Drive has regular services at either end of the estate on the A44 or Banbury Roads but the further parts are more than ¼ mile from nearest stops.

b)Belbroughton Road and Charlbury Road are within ¼ mile of frequent Banbury Road routes

c)The 8A is the only service to the new Waterways development.

Current subsidy per annum: - Service 8 - £17,115

Service 8A - £2,633 (wholly funded by developers)

Average passengers per day: -Service 8 - 16

Service 8A – N/A.

Cost per passenger journey: - £4.87 (service 8)

Comments from consultation:-

Bladon PC, Cassington PC, Wytham PC, West Oxon DC, City North Area. 3 Public Letters

Bladon accepted M-F service may not be justified but wished to retain. Wytham raised most comments and all wish to maintain service (and restore the Saturday operation). West Oxon suggested divert route via Eynsham and Farmoor to provide new links and generate usage. City Committee saw as valuable service to Five Mile Drive but accepted Belbroughton loop not used. Keep 8A; is only low cost option.

V12B:- Revised service:- Woodstock – Oxford/Waterways, One each way (2 to Waterways) M-F

V12C:- RevisedService:- Woodstock – Oxford/Waterways via Eynsham, One each way (2 to Waterways)

Up to 2 days per week. Wytham – Oxford, up to four days per week.

V12D:- Revised service:- Wytham – Oxford /Waterways. 3 journeys each way up to six days per week

V12E:- As option D – but on two days on journey each way starts/finishes at Woodstock via Bladon.

Note: - If contract is re-awarded then may possibly renumber the 8 to 218, and 8A to 206 (to avoid confusion with other Oxford City routes with same numbers)

SECTION C – Details of services in the Oxford City area

Contract O1: Services 10C/10D – City Circle

Description:-Circular Service from Oxford Rail Station via Banbury Road, Marston Ferry Road, J R Hospital, Headington, Wood Farm, Horspath Road, Cowley Centre, Cowley Road and City Centre.

Buses operate in both directions, 10C clockwise, 10D anti-clockwise.

Operator:-Oxford Bus Company

Days of operation:-Monday to Saturday evenings after approx. 18.30 and all day Sundays and Public

Holidays

Frequency:-Hourly in each direction

Towns/Parishes served:-Oxford City

Alternative services:-

a)The section from the City to Cowley is the same as Stagecoach routes 1 and U5 and Oxford Bus route 5. (daily)

b)It is however the only evening and Sunday route via Rymers Lane to the Cowley Centre and from Cowley Centre to the Slade and Wood Farm.

c)U5 also serves The Slade, daily

d)U5 also serves J R Hospital (daily but not evenings) but operates via Brookes University and Marston Road

e)This is the only service along Marston Ferry Road at the times when it operates

Current subsidy per annum: - £87,317 (combined with contract O9)

There is no HAMATS contribution to this service

Average passengers per day: -Mon-Fri eves – 259.5

Sunday (all day) – 715

Cost per passenger journey: - £0.27 M-Sat eves (Services 6/A, 10C/10D combined)

Comments from consultation:-

Oxford City Council and Five area committees (Central/South/West, North, N East, East and Cowley). Strong support for this service and varying comments (no consensus). These included loss of JR – Summertown link (Evenings and Suns possibly acceptable but regrettable; Shuttle at other times means a change; use of Osler Rd unacceptable, Cowley Rd well served by other routes; Maintain to rail station.

Prices sought:-

O1A:- Existing service:- (hourly eves and Suns) to/from station

O1B:- Existing service:- (hourly eves and Suns) to/from station, but no Suns eves service after 19.30

O1C:- Revisedservice:- (hourly eves and Suns) to/from City Centre only

O1D:- Existing service:- (hourly eves and Suns) to/from City Centre only but no Suns eves service after 19.30

Note: Discussions are underway with the operator of the commercial daytime route 10 (which this contract replaces during the evening and on Sundays) regarding provision of a standardised and improved frequency on route 10 throughout the week. It may not therefore be necessary to award this contract. Consideration may also need to be given to the various options in contract O12 in order to maintain the JR – Summertown link at certain times.

Contract O2: Service 17 – City – Jericho - Cutteslowe

Description:-Service from Oxford Castle Street via Canal Street, Walton Street (Jericho), Summertown, Banbury Road, Cutteslowe North (Templar Road ) and Cutteslowe South (Wren Road).

Operator:-Thames Travel

Days of operation:-Monday to Saturday daytime only 07.30 – 18.00

Frequency:-Hourly

Towns/Parishes served:-Oxford City

Alternative services:-

a)This is the only service along Walton Street and to the Canal Street area in Jericho. Service 6A provides an evening and Sunday service along Walton Street but this does not serve Canal Street (see Contract O9)

b)Services 6, 8A, 18/A, 20, 300, X1 and X2 serve the parallel Woodstock Road
