SECTION 011200 – SCOPE OF WORK – Multiple Contracts

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and other Division 01 Specification Sections, apply to this Scope of Work.

1.2 SUMMARY

A. This Scope of Work includes a summary of each contract, including responsibilities for coordination and temporary facilities and controls.

B. Specific requirements of each contract are also indicated in individual Specification Sections and on Drawings.

C. Related Sections include the following:

1. Division 01 Section "Summary" for the Work covered by the Contract Documents, restrictions on use of the premises, Owner-occupancy requirements, and work restrictions.

1.3 GENERAL REQUIREMENTS OF CONTRACTS

A. Extent of Contract: Unless the Agreement contains a more specific description of the Work, names and terminology on Drawings and in Specification Sections determine which contract includes a specific element of Project.

1. Unless otherwise indicated, the Work described in this Scope of Work for each contract shall be complete systems and assemblies, including products, components, accessories, and installation required by the Contract Documents.

2. Local custom and trade-union jurisdictional settlements do not control the scope of the Work of each contract. When a potential jurisdictional dispute or similar interruption of work is first identified or threatened, affected contractors shall negotiate a reasonable settlement to avoid interruption and delays.

3. Cutting and Patching: Provided by each contract for its own Work.

4. Through-penetration fire-stopping for the Work of each contract shall be provided by each contract for its own Work.

5. Project closeout requirements.

B. Substitutions: Each contractor shall cooperate with other contractors involved to coordinate approved substitutions with remainder of the Work.

C. Temporary Facilities and Controls: In addition to specific responsibilities for temporary facilities and controls indicated in this Scope of Work and in the Supplemental General Conditions, each contractor is responsible for the following:

1. Installation, operation, maintenance, and removal of each temporary facility usually considered as its own normal construction activity, and costs and use charges associated with each facility.

2. Its own storage and fabrication facilities.

3. Temporary enclosures for its own construction activities.

4. Waste disposal facilities, including collection and legal disposal of its own hazardous, dangerous, unsanitary, or other harmful waste materials.

5. Progress cleaning of its own areas on a daily basis.

6. Secure lockup of its own tools, materials, and equipment.

7. Construction aids and miscellaneous services and facilities necessary exclusively for its own construction activities.

1.4 ASBESTOS ABATEMENT CONTRACT

A. Work in the Asbestos Abatement Contract includes, but is not limited to, the following

1. All work shall be conducted in accordance with the applicable provisions of:

a. Occupational Safety and Health Administration (OSHA), including: Asbestos

Regulations, Title 29, Part 1926, Section 58 of the Code of Federal Regulations;

b. Environmental Protection Agency (EPA) Regulations for Asbestos, Title 40, Part 61, Sub- parts A and M of the Code of Federal Regulations;

c. New York State Department of Labor (NYSDOL) regulations, promulgated under

Industrial Code Rule 56, 12NYCRR Part 56;

d. New York State Department of Environmental Conservation (NYSDEC) Regulations regarding industrial waste collector registration Title 6, Part 364 of the New York State Official Compilation of Codes, Rules and Regulations-6NYCRR364; and

e. All other Federal, State and Local Laws, Regulations, Codes, and Standards, as applicable, and as may be revised or added during the term of the contract.

2. All footages presented in the report titled “Building Component Survey, Asbestos Survey,

Lead-Based Paint Survey”, prepared for Board of Fire Commissioners, Nanuet Fire District, Nanuet, New York, by North Consultants LLC, dated November 27, 2012, are for guidance usage only. Same is included in the Project Manual. Actual lengths and square footages of materials to be abated shall be confirmed by the Asbestos Abatement Contractor prior to submitting a bid.

3. All asbestos containing materials shall be abated from the building. Any materials that cover or otherwise conceal asbestos containing materials shall be removed by the Asbestos Abatement Contractor as required to access and abate the asbestos containing materials. Abated asbestos containing materials, materials removed to provide access thereto, and waste generated during the performance of the abatement are to be disposed of by the Asbestos Abatement Contractor in accordance with applicable regulations.

4. For the purpose of this contract, all roofing material is to be considered asbestos containing.

This shall include all layered material, flashing and parapet materials.

5. The Asbestos Abatement Contractor is aware that it will not be able to attain a 25’ work area setback west of the building as a railroad right of way/ tracks for New Jersey Transit (NJT) are present. The work area is not to extend beyond the property boundaries. Based upon the Construction Manager’s conversations with NJT, the Asbestos Abatement Contractor will not be required to name NJT as an additional insured and the Asbestos Abatement Contractor will not be required to obtain specialized railroad insurance to conduct the Work provided that the Asbestos Abatement Contractor does extend the work area onto the adjacent NJT property.

6. The Asbestos Abatement Contractor will have access to electric, which will be turned on inside the building by the Owner prior to the start of work. The Asbestos Abatement Contractor shall de-energize all circuits upon the completion of Work and prior to demobilizing from the site.

7. Water will be made available to the Asbestos Abatement Contractor by the Owner prior to the start of the abatement Work.

8. The Asbestos Abatement Contractor shall notify the Construction Manager and

Environmental Consultant prior to the completion of abatement activities so that a final walkthrough by a representative for the Owner can be scheduled and completed prior to demobilization from the site by the Asbestos Abatement Contractor.

9. Upon completion of the Work, the Asbestos Abatement Contractor shall provide the Owner with a close-out package which includes at a minimum, daily logs, waste manifests, company certifications, worker certifications, and other items required by the Contract Documents.

10. Upon completion of the Work, the Asbestos Abatement Contractor shall furnish the Construction Manager with a notarized certification to the Owner stating to the effect “that all asbestos containing materials have been abated in accordance with applicable regulations”. The certification must be on the Asbestos Abatement Contractor’s letterhead and may be submitted by the Construction Manager to the Town in order to obtain a demolition permit for the building.

11. Roofing material is organically bound and shall be considered non-friable.

12. The Asbestos Abatement Contractor shall insure that the electrical panel inside the building is made waterproof prior to the start of abatement activities. Any provisions that are necessary to make the panel waterproof shall be implemented by the Asbestos Abatement Contractor.

13. Restoration of the roof or rendering the building watertight (by tarping or other means) upon completion of the Work is not the responsibility of the Asbestos Abatement Contractor. Upon abatement of the roofing material and demobilization from the site by the Asbestos Abatement Contractor, the existing structure will be razed by others.

B. Temporary facilities and controls in the Asbestos Abatement Contract include, but are not limited to, the following (refer to the Supplemental General Conditions for more information):

1. Temporary facilities and controls needed for own work.

2. Its own storage and fabrication facilities

3. Temporary enclosures for its own construction activities.

4. Waste disposal facilities, including collection and legal disposal of its own hazardous, dangerous, unsanitary, or other harmful waste materials.

5. Progress cleaning of its own areas on a daily basis.

6. Secure lockup of its own tools, materials, and equipment.

7. Construction aids and miscellaneous services and facilities necessary exclusively for its own construction activities

8. Barricades, warning signs, and lights.

9. Security enclosure and lockup.

10. Restoration of Owner's existing facilities used as temporary facilities.

1.5  SITEWORK CONTRACT

A.  Work in the Sitework Contract includes Furnish and install all labor, materials, equipment, and appurtenances, necessary to complete all demolition and site work, in its entirety, as per contract plans and specifications, including but not limited to the following:

1.  Stabilized construction entrances including maintenance thereof. Street must be kept free of tracked material from the site during the day and at the end of day.

2.  Road permits, traffic control, steel plating as necessary

3.  Demolition and removal of existing site structure.

4.  Complete Site demolition and removals

5.  Establish site benchmark and lines utilizing a licensed NYS Surveyor. Site contractor is responsible for maintaining benchmark and lines. Site contractor is to utilize the benchmark and lines to establish the required locations, grades and elevations for the site work.

6.  Erosion and sediment control, including maintenance thereof.

7.  Site material recycling and screening

8.  Frac Tanks, dewatering, water collection, sanitary stub up, pumps, metering and filtration as required

9.  All earthwork including cut, fill, borrow, removals, import, stockpiling, export and compaction as required including fill replacement and soil amendment areas.

10.  All drainage and structures including curtain drains, roof drainage, slotted drains, apron drains, catch basins, and storm water treatment units etc.

11.  All excavation, backfill, compaction and rigid insulation for the building foundation.

12.  Grading and compacting for building slabs on grade.

13.  Sub bases for all pavement and slabs including stone in place for the 1st floor building slab on grade.

14.  Site curbs, sidewalks

15.  Bituminous concrete paving and walks

16.  Concrete apron to truck bays

17.  All concrete pads including concrete equipment pads and picnic area concrete pad

18.  Site lighting bases

19.  Steel bollards complete including paint.

20.  Flagpole complete

21.  Grading, compaction, and sub-slab for brick paver work at building entry. Pavers will be in the masonry contract and is not part of the Sitework scope

22.  Refuse enclosure excavation, backfill, compaction, bollards and gates. Concrete and masonry for the refuse enclosure is not in the Sitework scope.

23.  All pavement markings and site signage, (Sitework scope does not include the building sign and numbers)

24.  Fencing and Gates including all exiters and other hardware

25.  Relocate and install exiting memorial from existing firehouse

26.  Water and sprinkler mains from and including curb valves to 5’ from building. Temporary water for own work

27.  Sanitary sewer to 5’ from the building. Grease trap and all associated work is by the Sitework contractor.

28.  Excavation and backfill for all trades and contractors including site electric, gas, under slab electric, underslab plumbing, underground fuel lines, HVAC lines. Plumbing and HVAC contractors will bed and pitch their own pipes and conduits. Excavation and backfill is by the Sitework contractor.

29.  All landscaping.

30.  Site clean-up including sweeping of all paved areas.

31.  Temporary moving, blocking, and leveling of CM’s office trailer if necessitated by work under this contract.

32.  Assist CM in required testing of export material. Owner will pay for testing fees of export material.

33.  All testing for imported material. Site contractor is responsible for all fees for import materials.

B.  Temporary facilities and controls in the Sitework Contract include, but are not limited to, the following (refer to the Supplemental General Conditions for more information):

1.  Its own storage and fabrication facilities

2.  Temporary enclosures for its own construction activities as needed.

3.  Waste disposal facilities, including collection and legal disposal of its own hazardous, dangerous, unsanitary, or other harmful waste materials.

4.  Progress cleaning of its own areas on a daily basis.

5.  Secure lockup of its own tools, materials, and equipment.

6.  Temporary water and electric required for its own work

7.  Construction aids and miscellaneous services and facilities necessary exclusively for its own construction activities

8.  Barricades, warning signs, and lights.

1.6  CONCRETE CONTRACT

A.  Work in the Concrete Contract includes furnish and install all labor, materials, equipment, and appurtenances, necessary to complete concrete work, in its entirety, as per contract plans and specifications, including but not limited to the following:

1.  Shop drawings and submittals

2.  Building concrete footings, piers, foundation walls, slabs on grade, slab on deck, slab at elevation 18’, including reinforcing steel, under slab vapor barriers, chairs, accessories and wwf. Set and maintain own line and elevations from benchmark(s).

3.  Fine grade and maintain compacted footing bottom until concrete placement.

4.  Finish grade of stone under slab: Stone is provided and spread by site contractor. Concrete contractor to check elevation of stone base after stone is spread. Concrete contractor is to notify Construction Manager a minimum of 72 hours in advance of concrete slab placement if stone elevation is too high or too low. No consideration will be made for additional concrete for the slab. If required by the Geotechnical Engineer or Architect, use tamper to chink stone under slab prior to installation of vapor barrier.

5.  Elevator pit

6.  Pitch slabs as shown.

7.  Provide and install apparatus bay trench drains, frames and covers.

8.  All concrete construction joint, control joints, expansion joints, water-stop, fillers and keyways

9.  Trash enclosure footings, foundation walls, slab, concrete reinforcing, wwf

10.  Pre cast plank including insertion of reinforcing, ties, anchor bolts and grouting of joints and cores.

11.  Stair pan concrete for treads and landing

12.  Under slab insulation, 24“ horizontal on top of vapor barrier at the perimeter of the building and the perimeter of the walk in cooler. Note: Vertical foundation insulation will be by the Site Contractor and is not in the Concrete Contract.

13.  Setting of inserts in Concrete Contract work.

14.  Install anchor bolts and base plates for the Concrete Contract Anchor bolts and base plates will be provided by the steel contractor.
