1. General

a. Purpose. This Annex is published to identify contingency Host-Nation Support (HNS) agreements that are available for CFC’s use while conducting military operations identified in South Korea.

b. Assumptions

(1) Current HNS agreements remain in effect.

(2) South Korea national assets will provide limited support to rear area bases and throughput for JTF Korea’s forward deployed forces. Unavailable HNS will not adversely affect JTF Korea’s operational support of high tempo offensive operations during Phases III and IV and throughout the depth of the Korean JOA.

(3) HNS incorporates all US personnel and other appropriate personnel conducting combat, combat support, and/or humanitarian relief operations within the Joint Operations Area.

c. Limiting Factors

(1) The contingency HNS agreement with the South Korean Government for the use of commercial airfields at PUSAN, POHANG, KUNSAN, TAEGU, AND KWANGJU.

(2) Primary seaports capable of servicing ocean-going shipping and available for JTF Korea’s use are PUSAN, CHINHAE, KUNSAN, MOKPO, YOSU, KWANGYANG, POHANG, ULSAN, AND MASAN.

(3)  Logistics Over The Shore (LOTS) sites can be established at location(s) in the southeastern and western littoral regions of South Korea’s coastal areas.

2. Concept of Operations. HNS enhances JTF operations in the JOA by providing the following: transportation, civilian labor, service support, rear area protection, contracting, petroleum, oils, lubricants, acquisition of equipment, telecommunications, supplies, health service support, facilities, and language support.

3. Tasks

a. Service Components will make maximum use of Host Nation resources in support of operations. Service Components are directed to review Appendix 1 of this Annex and identify any significant shortfalls that cannot be met with organic resources, particularly when Service Component elements may be arriving ahead of logistics support forces.

b. Service Component Commanders will provide liaison officers to work with JTF Korea as required for contract management and Host Nation Support Coordination. These LNOs will normally provide on-site coordination for work estimation and execution of the requested support.

c. Requests for HNS and contractor support will be submitted to the JTF J4 OPS. Requests will describe the support required with location, time, and POC provided. Telephonic coordination is encouraged with secure fax as the backup.

4. Limiting Factors

a. Host-Nation Agreements listed at Appendix 1 are to be considered as maximum support available. JTF requirements not covered by current agreements must be meet by the inclusion of additional US capabilities. The economic conditions present in South Korea does not allow successful military operations to depend on South Korea’s ability to support JTF military forces, additional Class I, Class IV, or other support even in an emergency condition.

b. There are no other Host-Nation Support Agreements in negotiation and the prospect of availability of other agreements is not probable.

LIST OF HNS AGREEMENTS

1. Agreement ID

a. The Government of South Korea

b. There are no other bilateral, umbrella, or general technical agreements.

c. Memorandum of Agreement

2. Title. Memorandum of Agreements between the UNITED STATES of AMERICA and the Government of South Korea.

3. Resources To Be Provided

a. The use of South Korean ports of PUSAN, POHAN, KUNSAN, CHINHAE, YOSU, MASAN, ULSAN as SPODs and three commercial airfields at PUSAN, TAEGU, and POHANG as the APODs.

b. Free and unrestricted movement of JTF Korea barge traffic on all rivers.

c. The hiring of local unemployed workers as civilian labor. Presently, the South Korea unemployment rate of eighteen percent provides JTF Korea a civilian labor base of 1.1 million workers.

d.  Laundry, bath, and garbage services will be provided for up to 5,000 personnel.

e. Electricity support will be provided with a formula based on 890 kWh per year for each member of the US Forces.

f. One South Korean military battalion will be available to be used as rear area protection.

g. All contracting support in South Korea will be done through the American Embassy in Seoul; not the American Consulate in Pusan.

h. Petroleum, oils, and lubricant (POL) support is limited to equipment owned and operated by local nationals who are in direct support of JTF Korea.

i. Acquisition of equipment will be done through the American Embassy. Equipment leased for long duration will be limited to barges operating on the inland waterways, and material handling equipment necessary for operating the SPODs and APODs.

j. Three AM stations, four FM stations, and one TV station (with five repeaters) are available for telecommunications support.

k. JTF Korea in cooperation with the Government of South Korea will co-operate one earth satellite station.

l. Class I (CL I) potatoes (10 tons per week) Green Beans (1 ton per week) and rice (10 tons per week) other limited products will be available.

m. Health service support is limited at fixed hospitals in the major cities of Pusan (75 beds), Pohang (50 beds), Chinhae (100 beds), Taegu (65 Beds).

n. Language requirements will be met from the civilian labor pool.
