Annexure “A”

Scope for Meter Reading Through Digital Camera, Data Entry & Bill Distribution Thereof

The Successful bidder/Agency will follow following sequence of operations while taking the Meter Reading.

1. The Representative of Agency will paste pre-printed sticker containing Consumer No, Billing Unit No & DTCCode on each, meter board as well as on the door of consumer premises. This will be a one time job.

2. The Representative of Agency will take photography of the meter in such a way that the meter reading, meter Manufacture’s No, and Consumer No, DTC Code & B.U. No. Sticker is visible in the photography/image along with day and time stamp.

3. The Camera to be used for this operation should be 3.0 Mega Pixel or above.

4. The data entry Software will be provided by MSEDCL to load these images and to do the data entry work. After Completion of the data entry the software will generatethe necessary B30 document from the data entered.

5. The data validation software also will be provided by MSEDCL to validate the B30 document generated by the entry software referred at Sr. No. 4 above.

6. Suitable Training will be given by the local IT center to the representatives of agency for operation of data entry software and the data validation software.

7.While entering the data the agency data entry operator will enter proper meter status codes by referring the image of meter the meter status list is attached herewith at Annexure “D”.

8.The dally validated B30 data should be handed over to the respective billing unite office along with images of the photography duly indexed with consumer no. on CD.

9.The exceptional report, a list of which is attached herewith at Annexure “D” is also to be generated and handed over to the billing unit office.

10.A Separate list is to be generated for Tampered Meter and should be handed over to billing unit office on daily basis along with photography/image.

11.The agency will collect the printed bills from the Billing unit Officer and will distribution the same to the consumer at his premises / address as printed on the Bill. Distribution of Bills & whole responsibility of receipt of Bill by the Consumer Bill lie on the Contractor.

SECTION - I

INSTRUCTIONS TO BIDDERS, GENERAL TERMS AND CONDITIONS

1.SCOPE OF BID : The Executing Agency, (also referred to as “ the Employer” or “Purchaser” in these documents) invites sealed bids from eligible bidders for Monthly Meter Reading through Digital Photographyissuing bill to the consumer at their premises of all L.T. Consumers of Islampur Division with software as per MSEDCL’s specifications,sticker supply and pasting to all L.T. Consumers under Islampur Division as defined in the Bid Documents.

2.The Successful bidder has to start work simultaneously under all the Sub-Divisions as per monthly scheduled billing Programme.

3.The successful bidder will have to execute the works every month as per instructions of work executing authority issued from time to time.

4.Qualification of the Bidder :

1.This invitation for Bid is open to eligible bidders.

2.The intending bidders shall inter-alia meet the following conditions to qualify for the award of contract. The bidders shall include the following information and documents with their bids.

A]Copies of original documents defining the constitution of legal status, place of registration and principal place of business.

B]The Tenderer should have experience of similar nature of minimum 50000 Meter Reading per month. Documentary evidence for the same should be enclosed with the Tender in Envelope No. I The agency shall have a prior experience in any of man management technical activities with the employees and managers, semi skilled personnel.The Agencies having above experience will be given preference.

C]Certificate from the Superintending Engineer of completion of the work with order value related to activity should be submitted.

D]Registration with Sales Tax Authority and Professional Tax Registration.

E]Registration under PF and Labour Laws as may be applicable as per relevant acts.

F]The bid must be accompanied with Bid Security (EMD). The bid security of requisite amount i.e. 1% of the form of Bank Guarantee issued by any branch (located in Maharashtra) of Nationalized / Scheduled Bank Located in Maharashtravalid for 210 days i.e 30 days beyond the validity period of the bid. Any tender not accompanied by the requisite Earnest Money Deposit (EMD) shall be rejected and will not be considered for evaluation.

g) IT returns filed for last three years.

h)Solvency Certificate valid for current year (2006-07) from Nationalized OR Schedule Bank for Rs. 20.00 lakh. (Rs. Twenty Lakhs only)

i)Service Tax Registration Certificate issued by Central Excise & Custom Dept. of Govt. of India.

Additional documents to be submitted

h)Total annual turnover of work performed by the bidder in his name for last three Years.

i)Experience in executing similar contract (nature and volume) for each of the last three years and details of work in hand and contractual commitment, clients who may be contacted for further information on those contracts.

5) One Bid per Bidder

Each bidder shall submit only one bid for one project.

6)Cost of Bidding

The bidder shall bear all costs associated with the preparation and submission of his bid and the Employer will in no case be responsible or liable for those costs.

7) Site Visit - The Jurisdiction of work is Nagarpalika, Gram Panchyat area and AG Connections. The Bidder is therefore advised to get themselves acquainted with the work area & all other aspects before preparing & submission of bid document & entering in to a contract. There should not be any delay in realizing Board/company's revenue due to change from present system of Billing. The bidder should also get acquainted with the billing patterns in Different areas.

The employer will not entertain any claim at any stage from the bidder on theplea of having him self not acquainted sufficiently to the site conditions / consumer billing procedures.

8) Contents of Bidding Documents

a)The set of bidding document comprises of the documents in the table below and any Addenda issued in accordance with Clause No. 10 (Amendment of Bidding document) with Seal and signature of the tenderer.

b)Only one set of Tender document is being issued to interested parties and same has to be returned duly signed and filled in proper manner. You can make copies of the same as per your requirement.

c)The Bidder is expected to examine all instructions, terms and conditions, forms and specifications in bidding document and fully inform himself as to all the conditions and matters which may in any way affect the works or the cost thereof.

d) Further, failure to furnish all information required by the bid document or submission of a bid not substantially responsive to the bidding document in every respect will be at the bidder's risk and may result in the rejection of his bid.

e) IF ANY MAL PRACTICE SUCH AS TAMPERING OF METER, BREAKAGE OF SEAL OF THE METER ETC. IS NOTICED THE PHOTO OF SUCH PREMISES SHALL BE SUBMITTED TO SUBDIVISION AND CIRCLE OFFICE ON THE “SAME DAY.”

9. Clarification of Bidding Documents. ' j

A prospective bidder requiring any clarification of the bidding documents may notify the Employer in writing or by cable (hereinafter, "cable" includes telex and Tele- Fax) at the Employer's address. ^

10. Amendment of Bidding Documents• • - \

a) Before the deadline for submission of bids, the Employer may modify the bidding documents by issuing addenda.1

b) Any addendum thus issued shall form part of the bidding documents and shall be communicated in writing or by cable to all purchasers of the bidding documents. Prospective bidders shall acknowledge receipt, of each addendum by cable to the Employer.

c) To give prospective bidders reasonable time in which to take an addendum into account in preparing their bids, the Employer may extend the deadline forsubmission of bids by a maximum period of 15 days. |

11. Preparation of Bidsj

a) Language of Bid ;- All documents relating to the bid shall be in the English language only.

b) Bid not covering entire scope of the project shall be treated as incomplete and hence, stand liable to be rejected.

12.Rates to be quoted

A]The bidder shall fill rate for per consumer towards the Work described in the Activity Schedule. The rates quoted by the bidder shall be inclusive of all costs towards Monthly Meter Reading, Quarterly Meter Reading, Digital Photography and issuing bill to the consumer at their premises of all L.T. Consumers with software as per MSEDCL’s specifications, supplying & pasting of Two Stickers (One on Meter Board & Second on Main Door of the Consumer) to all L.T. Consumer in Islampur Division with Consumer Numbers etc. as per MSEDCL’s format and other accessories as required for billing activity In Nagarpalika, Grampanchyat Area and AG Connections area under respective Circle under Sangli etc for the work covered under the bid.

Agency shall quote all inclusive rate per consumer per bill with photo graph of the Meter, Bill Distribution etc. The No. of bills with photograph of the meter to be issued to the consumer will solely depend upon the discretion of MSEDCL. MSEDCL will not pay any amount over and above the quoted rate. Hence the rate should cover all statutory / non –statutory levies, taxes, etc. In case any taxes and levies are required to be paid directly by MSEDCL. The same will be debited from Agency bill for making necessary payment by MSEDCL.

B]The Printed Stationary will be provided by MSEDCL

C]The agency shall quote rate per consumer per bill on item rate basis. MSEDCL will not pay any amount over and above the quoted rates. Hence the rates should be cover all statutory / non statutory levis, taxes etc. Incase any taxes and levies are required to be paid directly by the MSEDCL the same will be debited from Agency’s bill for making necessary payment by MSEDCL.

D]Discount offered, if any shall be prominently indicated on the Bid Form. The conditional Discount / Conditional Offer shall not be considered in any case.

E]As regards Indian Income Tax, surcharge on Income Tax and any other Corporate Tax, the Employer shall not bear any tax liability whatsoever irrespective of the mode of contracting. The bidder shall be liable and responsible for payment of such Taxes if attracted under the provisions of Indian Law. As per the rules of IT should be deducted as source by MSEDCL.

F]Relevant provisions under Indian Laws / Acts for P.P., Labour Contract, Minimum wages act and any other Law / Act as may be applicable to the works under this contract will be applicable though not mentioned specifically in above list.

G]The rates quoted by the bidder shall be firm and not subject to price variation during the subsistence of the contract on account of cost escalation, changes in taxes etc. by appropriate authority. In the event of any changes on account of value added tax by the Govt. after the date of submission of Bid till the commencement of the contract, the benefit out of such changes shall be passed on to either of the parties.

H]Photo of Meter & Meter Board should be with date and time. One CD of image of all the meters along with CD of B-30 Files should be submittedsimultaneously. Meter Reader should take the photo of meter & meter Board by digital camera, the reading which coming on the screen on camera.

13. Bid Validity

a) Bids shall remain valid for a period of 180 days after the deadline.

b)In exceptional circumstances, the Employer may request the bidders to extend the period of validity for a specified additional period. The request and the bidders' responses shall be made in writing or by cable. A bidder may refuse the request without forfeiting his bid security. A bidder agreeing to the request will not be required or permitted to modify his bid, but will be required to extend the validity of his bid security for the period of the extension.

14. Bid Security (EMD)

a) The bid must be accompanied with Bid security. The bid security shall be denominated in the following forms:

The requisite amount of in the form of a Bank guarantee issued by any branch located in Maharashtra of Nationalised / scheduled bank should be valid for 210 days i.e beyond 30 days of validity period of the bid.

b) Any bid not accompanied by an original Bid Form and adequate bid security with correct bid reference in original shall be rejected by the Employer and not be considered for evaluation

c) The bid security (EMD) of the unsuccessful bidders will be returned as soon as possible after completion of the bid validity period given in clause 13a. The Bidder has to submit application for return of the bid security to this office.

d) The bid security of the successful bidder will be discharged when the bidder has signed the Agreement and furnished the required performance security.

h)No interest shall be payable by MAHARASHTRA STATE ELECTRICITY DISTRIBUTION COMPANY LTD. on the above bid security.

i) The bid security will be forfeited if.....

a) If the bidder withdraws his bid during the period of bid validity, or

b) In the case of successful bidder, if he fails within the specified time limit to

i) Sign the Agreement or

ii) Furnish the required performance security

15.Alternative Proposals by Bidders

Bidders shall submit offers, which comply with the requirements of the bidding documents, including the basic technical design as indicated in the specifications. Alternative proposals shall not be considered.

16Format and Signing of Bid

a) The bid shall be typed or written in indelible ink and shall be signed by a person or persons duly authorized to sign on behalf of the bidder. The person or persons signing the bid shall initial all pages of the bid where entries and amendments have been made.

b) The bid shall contain no alterations or additions, except those to comply with instructions issued by the Employer, or as necessary to correct errors made by the bidder, in which case the person or persons signing the bid shall initial such corrections.
