SCOTT COUNTY LIBRARY SYSTEM MINUTES

TUESDAY, JANUARY 27, 2015

Eldridge Library

The agenda for this meeting was posted in public in all Scott County Library System Libraries in accordance with Iowa law.

President Joe Ragona called the January meeting of the Scott County Library Board of Trustees to order in the Eldridge Library of the Scott County Library System at 7:00 p.m.

Board of Trustees present: Joe Ragona, Fred Meyer, Brent Herman, Chuck Thompson, Angie Ehlers, and new trustees Shelli Engelbrecht and NikiWuestenberg. Also present was Director Tricia Kane.

Approval of the Agenda: The agenda was reviewed.

Approval of the Minutes: Brent Herman moved to approve the minutes of the November meeting. Seconded by NikiWuestenberg. Motion carried.

Approval of Bills and Receipts: The Accounts Payable Report for the meeting of the Scott County Board of Supervisors on 11/20/14; 12/4/14; 12/18/14; 12/30/14; and 1/15/15 were reviewed and discussed. Angie Ehlers moved to approve the bills and receipts. Seconded by Fred Meyer. Motion carried.

Review of the Budget Reports: The Budget Performance Report was reviewed and discussed.

Review of the Circulation Report: The December 2014 circulation report was discussed.

Old Business:

In December, Ray German met and spoke with Cal Werner of Walcott Trust & Savings Bank about the possibility of the bank pledging funds for a new library in Walcott. After this meeting, Ray resigned from his position as our fundraiser for the Walcott project. Joe and Tricia will try to schedule a meeting with Cal and discuss any concerns he may have before we go further with the project.

Director’s Report:

In November, the front of Eldridge branch’s building was hit by a truck damaging the metal overhang. Because the building is rented by the City of Eldridge, their insurance is handling the claim. We are responsible for replacing the letters which were damaged. Tricia is waiting to hear back on the bids.

The State Library of Iowa operates an Enrich Iowa program which this year gifted us $3582.54 more than last year – for a total of $33,276.07. This is used to enhance library services.

The library system has added Rocket Languages, an online language learning system, to our online services.

The PT computer tech resigned from his tech support position in Eldridge and after the position was posted and not filled, it left a question of what to do. Tricia looked into partnering with Scott County’s IT department, which the Scott County Waste Commission has successfully done. Shelli Engelbrecht moved authorizing a contract with the Scott County IT department which will be based on a cost recovery formula. Seconded by Brent Herman. Motion carried.

New Business:

Interlibrary Loan Policy – The Interlibrary Loan (ILL) refers to the transfer of materials between SCLS and non-RiverShare libraries. For example, if a book is not returned from a library (outside of the 20 RiverShare libraries), this policy states how we would handle that situation. Chuck Thompson moved to approve the ILL. Seconded by Angie Ehlers. Motion carried.

Salary Schedules – The salary schedules were reviewed. NikiWuestenberg moved to approve the schedule and send to the county human resources department. Brent Herman seconded. Motion carried.

The next meeting will be on Tuesday, February 24, 2015.
