Scope of Work for Road Construction at King Tom

1. Background
GOAL is currently implementing a project working to address faecal sludge management in Freetown. As a part of this project, GOAL along with its partner the Freetown City Council,are looking at factors at the King Tom dumpsite which are affecting the operations of vacuum trucks engaged in desludging septic tanks and latrines. GOAL is therefore interested to improve conditions at the site. One of the factors affecting these operations is the poor state of the roads within the dumpsite.
The dumpsite is currently being rehabilitated and equipped with drying beds for treatment of faecal sludge. It is expected that construction of a road and the rehabilitation work at the dump site will improve the conditions for those involved in faecal sludge management in Freetown.
2. Purpose of Consultancy
The purpose of this consultancy is toconstruct a 230m long x 4m wide road through the Freetown Cemetery near Bolling Street. This road will be used by faecal waste vacuum trucks for passage to the designated disposal site at King Tom.
The contractor can submit a bid for an asphalt or concrete road. The contractor may submit a bid for both surface pavements and one will be chosen.
3. Scope of Work
This work should contain but is not limited to the following works:
- Contractor establishment on site
- Clearing and grubbing
- Drainage
- Box culvert construction
- Open drain development
- Excavation of overburden
- Back fill, stone base, prime coat,
- If asphalt road - asphalt base and asphalt surfacing
- If concrete road - concrete surfacing
4.Deliverables of the Assignment
The contractor will follow the designs provided in the Appendix of the documents to construct one complete road.
Prior to the construction, the contractor will be expected to:
- Layout the offset alignments and interpret the road design
- Carry necessary tests to borrow material that must be used to areas required fillincluding moisture content (AASHTO standard)
- Prepare a material report on test results and information on borrow areas and quarries such as location, accessibility and suitability of material
5. Personnel Required
The required experts shall have the following years of experience in the respective fields for this assignment:
Designation / ExperienceProject Manager/Civil Engineer / Not less than 7 years working experience in related field in a reputable company or organization.
Geotechnical Engineer / Not less than 7 years working experience in related field in a reputable company or organization.
Land Surveyor / Not less than 5 years working experience in related field in a reputable company or organization.
Field and lab technicians / Not less than 5 years working experience in related field in a reputable company or organization.
6. Reporting and Deliverables
The contracting firm shall report its work to the WASH Engineers and WASH Adviser at GOAL Sierra Leone
7. Responsibilities of the Client
GOAL will ensure the site is accessible for the contractor to carry out the assignment by obtaining permission from Freetown City Council.
A Freetown City Council representative will accompany the contractor to the site to show the boundaries of the road.
8. Responsibilities of the Consultant
The contracting firm shall be responsible and shall make all arrangements for the transportation of its staff and equipment during the implementation of the project.
- The contracting firm shall submit a guaranty and performance bond from a bank
- During the execution of this assignment, the contracting firm shall be entirely responsible for providing office space for its personnel.
- The contracting firm shall provide all equipment required for the execution of the assignment
- The contracting firm shall provide all personnel and labour required for the execution of the assignment
- The contracting firm will liaise with the local King Tom site manager for any logistical issues
9. Inspection
GOAL Sierra Leone and Freetown City Councilhas the right to witness the assessment and the engineering firm shall provide reasonable assistance to allow access as and when required by GOAL Sierra Leone.
10. Safety and Protection of Environment
Through the contract period, the engineering firmshall be responsible for the safety of all persons entitled to be on the assessment site and to keep the site in an orderly state to avoid any danger to such persons.The engineering firms further undertakes to ensure that they will abide by safety procedures as set out by the government and regional authorities in conducting this work, and by implementing clean environmental procedures whilst conducting this work.
11. Equipment
The consultantshall provide all equipment necessary to carry out the road construction assessment as described above in the technical specification. All equipment must be properly calibrated and in full working order.
12. Proposal Requirements
Consultancy firms interested in this work must provide the following information in their proposals to be considered:
- Document outlining the methodology (process by which you will do the work) and any equipment necessary
- Complete unit rate column on the BOQs
- Total number of days required to complete and corresponding work plan
- CVs of key personnel conducting this work with relevant experience as described in Section 5
- A list of similar works conducted in the past 5 years
