Knowledge of the SC Department of Education's mission, programs, and objectives; knowledge of grant rules, laws, regulations, and policies; knowledge of management principles, knowledge of agency's organization structure and those who manage programs and initiatives; Ability to interpret and apply new and revised rules and regulations; ability to manage work and guide employees; ability to make presentations, prepare reports, and conduct training sessions;

Withi minimal supervision and guidance, the Director is able to exercise independence and discretion to determine the grant-related progress and activities that will garner private and public grant support for the SDE's and public education's mission and strategies.

Position requires regular travel, including some overnight travel, as well as day-long instruction that requires standing.

Directs and manages the Grants Office which assists agency divisions and offices and all public schools and districts in South Carolina in acquiring and managing subgrants and discretionary, competitive, foundation, and corporate grants for academic programs and initiatives.

1. Directs and assesses the services of the Grants Office and personnel for the SC Department of Education. Supervises staff, plans and develops program design, mission, daily activities; continually assessess services to all constituents, procedures, and policies; recommends and implements changes in policy. Interprets agency's strategic plan, policies and rules for programs administered by the agency as relevant to subgrant and grant programs.

2. Interprets laws and regulations pertaining to federal, state, and private grants and aligns grants for compliance.

3. Provides and monitors technical assistance and training in creating grant proposals,complying with state and federal laws, stewarding grants projects, and effective grantsmanship to all public school and education personnel, including agency staff.Assists agency, school, and district public education personnel in applying for, understanding, and managing grant funded programs

4. Communicates with various consituencies about available grants, strategies, research, partnerships, and available services through various methods (letters, reports, electronic mail, web site, and personal contact).Attends legislative, public and advocacy group hearings as needed; meets with citizens and constituents to discuss their ideas regarding grants; takes appropriate action of the outcome of the investigations.

5. Participates in the management decision-making process of an agency and is held accountable for end results; represents the agency and division at state, regional, and national meetings.

6. Other duties as assigned by Deputy Superintendent.
