Minutes

April 16, 2012

The regular meeting of the Board of Directors of the School District of Hatboro-Horsham was called to order by President Barbara LaSorsa at 7:40 p.m. on the above date in the board room of the Administration Building.

Present: Mrs. Marge Lotter, Mrs. Marian McCouch, Mrs. Deborah Mullen, Mrs. Kelley Winters, Dr. Russel Bleiler, and Mr. Mark Opalisky. Mr. Thomas Hagan and Mr. Lou Polaneczky were absent. Also present were Dr. Curtis J. Griffin, Superintendent; Mr. John Nodecker, Assistant Superintendent; Ms. Monica J. Taylor, Assistant Superintendent; Mr. Robert Reichert, Director of Business Affairs; and Mr. Jack Dooley, School Solicitor. Also present were Mrs. Linda Gloner, Director of Human Resources and Mr. Dennis Williams, High School Principal. Also Mr. Eric Shea and Mr. Lee Boggs, HHEA. Also HHHS student Sean Raymond. Also citizens Ms. Melissa White, Mr. Bruce Hart, Mrs. Melissa Leonard, Ms. Jennifer Carr, and Mr. Philip Lim.

Mrs. LaSorsa announced there would be an executive session immediately following the meeting to discuss personnel matter.

This presentation was moved to later in the meeting.

Delegations

Mr. Bruce Hart, 175 Earl Lane, Hatboro asked what a book driver is. Mr. Reichert clarified that this position is a substitute position.

Minutes

The minutes of the meeting of March 19, 2012, were approved as presented (McCouch, LaSorsa, all ayes).

Superintendent’s Report – Dr. Curtis Griffin

-  Dr. Griffin followed up on the budget presentation by discussing potential staffing reductions.

-  Eric Shea, physical education teacher at the Keith Valley Middle School, was selected as the SE Pennsylvania Physical Education Teacher of the Year.

-  Melissa Leonard and Diane Heitzenrater, induction coaches for the Hatboro-Horsham School District, were selected to present at the national conference on induction.

-  Dr. Griffin announced that the spring sports season is well underway in the Hatboro-Horsham School District!

Eastern Center for Arts & Technology Report – Mrs. Deborah Mullen

Federal Programs Report – Ms. Monica Taylor

Intermediate Unit Report – Mr. Louis Polaneczky

Legislative Committee Report – Mrs. Marge Lotter

Hatboro-Horsham Educational Foundation Report – Mrs. Kelley Winters

-  Mrs. Winters announced that Saturday, April 21st, is Earth Day. The Jarrett Nature Center will be celebrating its 10th Birthday, and the Hatboro-Horsham Educational Foundation will present Tom Szaky, co-founder of TerraCycle, Inc., to talk about environmental issues, recycling, and waste. Mr. Szaky will also speak with the 3rd, 4th and 5th graders during special assemblies at their elementary schools on Friday, April 20th.

-  HHEF recently announced our annual HHEF Innovative Learning Grants to teachers and staff for classroom and/or school based projects for a total funding amount of $102, 918 for 23 projects across the schools in the district.

Proposed Resource Adoptions

The board granted approval of the proposed resource adoptions that were presented at the April 2, 2012 board work session. (LaSorsa, McCouch, all ayes). Attachment #1

The board granted approval of the 2012-2013 School Calendar (McCouch, Winters, all ayes). Attachment #2

Act 80 Exception

The board granted approval of PDE-4085 Request for Section 1504 (Act 80) Exception for the 2011-12 school year. (LaSorsa, McCouch, all ayes). Attachment #3

Homebound Instruction

The board granted approval of homebound instruction for the following student (Lotter, McCouch, all ayes):

A.D. – Grade 9 – effective 3/9/12 for 3 hours per week for 12 weeks.

E.R. – Grade 11 – effective 4/3/12 for 5 hours per week for the remainder of the school year.

Alternative Instruction

The board granted approval of alternative instruction for the following student (Winters, McCouch, all ayes):

A.C. – Grade 5 – effective 2/20/12 for 5 hours per week for 3-4 weeks.

M.L. – Grade 12 – effective 3/19/12 for 5 hours per week for 4 weeks.

Lee Anne Foreman – full-time Guidance Secretary, Senior High – effective 4/20/12 after 12.5 years in the district.

Contract

The board approved a contract for Robert A. Reichert, Director of Business Affairs, effective April 16, 2012 and extending to June 30, 2019. (Lotter, LaSorsa, all ayes)

Information Technology Assessment

The board granted approval of hiring the services of IT Governance Advisors, LLC to conduct an assessment to provide an independent review over the management of technology; specifically to compare with best practices and identify areas for improvement including but not limited to: enhanced security, compliance and risk management; automated processes and controls; cost containment; optimal use of resources and systems; enhanced reporting of IT performance. Feasibility Study for Development of Charter School

The board approved the attached contract with Dr. Linda Brewer, LLC to conduct a Feasibility Study for development of a Charter School in the Hatboro-Horsham School District. (Lotter, LaSorsa, all ayes) Attachment #14

2010-2011 Auditor’s Report

The board acknowledged receipt of the 2010-2011 Auditor’s Report (Attachment #15).

Budgetary Transfers

Approval was granted of budget transfers as of June 30, 2011, resulting from auditor’s adjustments after closing of the fiscal year (McCouch, LaSorsa, all ayes). Attachment #16

Budgetary Transfer

The board approved the budget transfer as listed on Attachment #17 (Winters, LaSorsa, all ayes)

Resolution

Approval was granted of the attached Resolution #2011-12-09 to provide tax installment payment options in accordance with the amendment to Act 1 (53 P.S. 6926.1502(b.1). (LaSorsa, McCouch, all ayes). Attachment #18

Resolution

The board granted approval of the enclosed Resolution #2011-12-10 required for acquisition of the Horsham Memorial U.S. Army Reserve Center property. (LaSorsa, Lotter, all ayes). Attachment #19

PDE-4605 Residencies

The board approved the following PDE-4605 Residencies (1306 students living outside the Hatboro-Horsham School District) (McCouch, Winters, all ayes):

Mr. J.F., parent of J.F. who was placed in George Junior Republic effective 2/24/12 and is being educated by the Grove City Area School District.

Mr. and Mrs. J.M., parents of P.M. who was placed in Caron Extended Care effective 11/23/11 to 2/10/12 and is being educated by the Berks County Intermediate Unit.

Mr. and Mrs. B.S., parents of R.S. who was placed in MCC Warwick House effective 10/11/11 and is being educated by the Bucks County Intermediate Unit #22.

Mr. and Mrs. J.R., parents of C.R. who was placed in Montgomery County Youth Center effective 2/1/12 to 2/15/12 and is being educated by the Norristown Area School District.

Enrollment Report

Dr. Griffin reported only minor fluctuations in the overall District enrollment as detailed in Attachment #20.

List of Bills

Approval was granted for the list of bills for April 16, 2012 (LaSorsa, Lotter, all ayes). Check numbers 136113 through 136385. (Attachment #21)

Dr. Griffin presented an overview of the status of Charter Schools as detailed in Attachment #22.

Mr. Reichert presented a 2012-13 budget projection update as detailed in Attachment #23.

New Business

Dr. Griffin reported that Governor Corbett recently signed a driver training bill.
