FY 2017 Early Childhood Special Education Entitlement Grant (Fund Code 262)

The Early Childhood Special Education Entitlement (ECSE) Grant provides federal special education funds [1]to school districts and charter school districts to ensure that eligible 3, 4, and 5 year-old children will receive developmentally appropriate special education and related services designed to meet their individual needs in accordance with the Individuals with Disabilities Education Act - 2004 (IDEA-2004) and Massachusetts Special Education laws and regulations.

Your Local Education Agency (LEA) is eligible to receive these funds for FY 2017 and has been provided with an opportunity to apply for these funds through the FY 2017 ECSE Grant Fund Code 262, as posted on EEC's website on or about August 10, 2016.

The initial project duration of this grant is September 1, 2016 to August 30, 2017; however, federal law allows eligible school districts to request and expend FY 2016 ECSE funds for an additional 12 months, or until August 31, 2018, through a process referred to as the FY2017/FY2018 Tydings Option. This process allows school districts to expend un-liquidated funds originally designated for state fiscal year 2017 in state fiscal year 2018.

If your school district has elected to not apply for your FY 2017 ECSE Entitlement Allocation, you must notify the Department of Early Education and Care (EEC), in writing as soon as possible that your district has elected to forfeit your FY17 ECSE funds.

Please complete, sign and return this Notification of Forfeiture to EEC, no later than October 31, 2016.

The Notification of Forfeiture of FY 2017 ECSE funds will be accepted by EEC in one of the following formats:

[1] Federal special education funds are given to school districts to assist them in providing appropriate special education services for eligible students and to address the priorities listed above. Districts are reminded of their responsibility to maintain state/local effort in special education. See Special Education Advisory SPED 2008-1: IDEA-2004 and Requirements related to Maintenance of Effort and Technical Assistance Advisory SPED 2011-1: Annual Fiscal Calculations. Districts must calculate proportionate share obligations for parentally placed private school students and to designate federal funds to meet proportionate share obligations. See Special Education Advisory SPED 2007-2. Please note that EEC and the Department of Elementary and Secondary Education (ESE) reserve the right to require that these funds be used to correct areas of identified noncompliance.
