PROJECT BACKGROUND

The Govt. of India (GOI) through Ministry of Road Transport & Highways (MoRT&H) is contemplating to enhance the traffic capacity and safety for efficient transshipment of goods as well as passenger traffic on the heavily trafficked National Highways. GOI has entrusted National Highways Authority India (NHAI) with the responsibility of developing and maintaining the entrusted sections of the National Highways network.

National Highway No - 5 originates from Ferozepur in Punjab, passes through hinter land of Punjab including industrial township of Ludhiana and ends at China Border in Himachal Pradesh. This is one of the most important roads connecting Shimla (Capital of Himachal Pradesh) with Chandigarh (Capital of Haryana and Punjab) and New Delhi (Capital of India).

The Project road "Zirakpur to Parwanoo including Pinjore-Kalka-Parwanoo Bypass” is a section of NH-5 starting at km 39.960 (just after the Yadvendra Bridge at Zirakpur in State of Punjab) and terminating at the end of Pinjore- Kalka - Parwanoo Bypass at Km 67.550. The total length of Project Highway is 27.590 Km. On its way, it passes through the township of Zirakpur and Panchkula with developing commercial activity. Project road follows the existing alignment of NH-5 from Km 39.960 to Km 57.400.Thereafter, itfollows anew alignment for bypass of Pinjore - Kalka - Parwanoo to meet NH - 5 again atKm 67.550 (just short of TTR).

Zirakpur - Pinjore Section had crossed the level of service (LOS) 'E'. The condition of the existing pavement was poor to good. Generally the existing road was having 2-lane with paved shoulders. Thus, in order to provide a better 1evel of service to the vehicular traffic, it was decided to augment the capacity of Zirakpur to Parwanoo section of NH-5from Km 39.960 (end of Ambala - Zirakpur section) to Km 67.550 by widening the existing 2 lane road to 4 lane dual carriage way facility on Build, Operate and Transfer (BOT) basis.

EXECUTIVE SUMMARY

This executive summary presents the activities of the Concessionaire and the Independent Consultant during the reporting period for the month April 2017. Matters related to the implementation of the Project are as under:

Major Events: Nil

ROW Acquisition and Handling Over:

Concessionaire has been handed over 100% land required for the project. It is obligatory on part of the Concessionaire to keep ROW free from encroachments.

Concessionaire has reported that locals have illegally constructed structures within ROW from Ch. 60.800 to Ch. 61.400 (RHS). Concessionaire is obliged to protect land within ROW and has been advised to remove these encroachments with the help from Police / District administration if need be, at the earliest.

ROW demarcation at Maheshpur market from Ch. 44.200 to 44.280 (RHS) is still pending. Same is to be expedited.

Safety Measures:

Maintenance of pavement marking, kerb painting, functioning of traffic lights & blinkersis not being done by the Concessionaire in a satisfactory manner. Street lights and high masts need regular repairs. The state of street lights is given in this report separately.

Maintenance of Highway landscape

Maintenance of Highway landscape includes plantation of trees and shrubs in medians as per IRC: SP-21 and IRC: 66. Replantation of missing/dead/burnt plants is urgently required. Under green highways policy, Concessionaire has been advised to plant road side trees and also carryout median plantation .

Highway Cleaning The cleaning of Highwayis to be carried out regularly. These include cleaning of drains, medians, open channels, parking areas, road signs, road furniture, lay byes etc. Litters and debris are to be cleaned on ongoing basis from the highway. This activity is not up to the mark and more resources are needed to be deployed.The water kiosks and litter bins are required to be placed at way side amenities and highway as per provisions of CA.

Pavement Shoulders:-Earthen Shoulders need maintenance all along the highway.

Pavement:-The pavement condition of MCW and Service Road has deteriorated due to non-maintenance. Large alligator cracks have developed on the pavement. Pot holes have also been noticed on MCW and Service Road. Depressions due to settlement of the

Pavement exists at a number of locations. The poor condition of the pavement does not meet the minimum acceptable intervention levels given in table L-2 of Schedule- “L”. The project Highway needs immediate overlay as per clause 3.3.7(i) of Schedule-“L”. As per CA, periodic maintenance of the highway is to be done at least once in five years commencing form the COD. Hence the overlay was to be completed on or before 21 March 2017. The Concessionaire has not completed this activity and is liable to pay damages. IC’s letter No.GP-SCIA/IE/ZP/HEL/046 dated 27-3-2017 refers. The Concessionaire has undertaken micro-surfacing work on selective stretches of MCW and service road as part of periodic maintenance. Concessionaire has been advised to design the overlay as per IRC:81 for the stretches where the pavement has failed in BBD test.IC’s letters No.GP-SCIA/IE/ZP/HEL/051 dated 20-4-2017 and GP-SCIA/IE/ZP/HEL/053 dated 28-4-2017 refer.

Damaged/Missing Rubber Pads in Expansion Joints. Damaged /Missing Rubber Pads in Expansion Joints were intimated more than an year back. These have not yet been repaired despite repeated instructions during monthly inspections. Reminder has also been sent by NHAI vide letter No. NHAI/PIU/CHD/11107/Z-P/Conc./1126 dated 31 August 2016. IC’s letter No.GP-SCIA/IE/ZP/NHAI/144 dated 19-12-2016 also refers.

Meetings & Site Visits - Nil

Incomplete Items of Punch List. 02 Nos. Septic tanks and Bitna service Road have not been completed till date. Service road work has not been taken up despite the fact that ROW has been handed over duly demarcated and it is already constructed up to WMM Level. Reference is also invited to NHAI letters No. NHAI/PIU/CHD/11107/Conc./1094 dated19-4-2016, NHAI/PIU/CHD/11107/Conc./1098 dated 16-5-2016, ,NHAI/PIU/CHD/11107/Z-P/Conc./1126 dated 31 August 2016 and ,NHAI/PIU/CHD/11107/Z-P/Conc./1137 dated 26 September 2016.

Maintenance Issues

Routine Maintenance:

Routine maintenance of the highway is being carried out.

Pavement Marking

Pavement marking is lacking on the MCW and service road. Marking is to be provided for lanes, pedestrian crossing, bus stop and intersections etc. as per the guide lines given in IRC: 35-1997.

Service road marking is in very poor condition. The same has not been done till now despite repeated instructions.

Periodic Maintenance:As per the Concession Agreement, the periodic maintenance of the project road is due to be completed by the end of 5th year from COD, i.e. by 21 March 2017. Concessionaire has not commenced the work so far. The Concessionaire is liable to pay the damages for the delay.

Independent Consultant’s Advice/Instructions

  1. The activity of removal of wild grass and vegetation from the median and on road side in the ROW must be continued.
  1. All signage should be cleaned regularly.
  1. Trimming of median plantation should be done at regular intervals. Missing/dead plants should be replaced with plants other than Kaner as its use has been prohibited.
  1. Concessionaire is advised to undertake speedy drive in liaison with District Administration and police authorities to remove encroachmentsfrom the ROW.
  1. Cleaning of MCW, Service road, truck lay byes and bus bays to be done regularly.
  1. Toilets at both trucks lay bays at Haryana / Punjab border should be made functional on priority. This has not been done despite of repeated instructions.
  1. High masts and street Lights should be checked daily and defects ,if any, should be rectified immediately and timings of switching on/off be adjusted on weekly basis as per sun rise / sun set timings.
  1. The median openings made for repair of pavement at Ch.58.350 be closed immediately with metallic crash barriers.
  1. NHAI circular on Swatchh Bharat Abhiyan should be complied without any further delay.
  1. Periodic maintenance must be commenced without any delay as the same is now overdue and under default.

Monthly Joint Inspection of Project Road for April 2017.

Dear Sir,

Monthly joint inspection of the project road was carried out on 21April 2017 from 11.00 A.M. onwards by the undersigned along with Col KJS Sandhu. The compliance of observations of inspection report for March 2017 was also checked. The issues observed during the inspection are given in succeeding paragraphs.

  1. Maintenance of Median. The work on maintenance of median was observed to be in progress. The same should be continued.
  1. Maintenance of Shoulders.Maintenance of earthen shoulders, especially in the bypass. is not satisfactory. Please rectify.
  1. Pavement condition and Periodic Maintenance. The pavement condition of MCW and Service Road has deteriorated. Large number of alligator cracks and depressions has developed on the pavement. Depressions due to settlement of the pavement exist at a number of locations and over large stretches. The poor condition of the pavement does not meet the minimum acceptable intervention levels given in table L-2 of Schedule- “L”. The project Highway needs immediate overlay as per clause 3.3.7(i) of Schedule-“L”. Also, scheduled completion date of overlay as part of periodic maintenance has expired on 21-3-2017. Damages will be levied from 22-3-2017 onwards till completion of periodic maintenance as per CA provisions. The entire pavement requires urgent overlay. The results of BBD test conducted during January 2016 indicate that the characteristic

  1. deflection has exceeded permissible limit in a fairly large number of stretches. These must be treated with appropriately designed overlay as per IRC: 81. Kindly also refer to IC’s letter No. GP-SCIA/IE/ZP/HEL/51 dated 20-4-2017.

3.Median Closure at Ch. 58.390.Median openings have not yet been closed by metallic crash barriers. The existing temporary closure with pre-cast PCC blocks is detrimental to road safety.

4. Bitna Service Road(Punch List Item). No progress has been observed. Please commence thework as demarcated land has already been handed over to you more than 3 years back.

5. Damaged Rubber Pads in Expansion Joints. These have not been replaced till date. As a result, wear & tear of expansion joints is aggravated. You are also liable to pay damages for the delay in rectification.

6. Street Lights. Status of street lights as on 17-04-2017 has been intimated to you vide our letter No. GP-SCIA/IE/ZP/HEL/49 dated 18-04-2017. Please rectify the defective lights.

7. BBD Test. As per CA, BBD Test is to be carried out once a year. The last test was carried out during Jan 2016. Please, therefore, carryout the BBD Test for the next year.

8. Pot Holes. Pot holes have appeared on the pavement at a fairly large number of locations on Service road and MCW. Please rectify the same.

9. Encroachments. It is observed that encroachments continue to exist in the ROW. No appreciable efforts are visible for their removal. Please take actions in close liaison with distt. and civil police authorities.

It is advised to carry out rectification of above observations and submit compliance by 30April 2017.
