ROLE PURPOSE:
The Program Manager will be the senior most Save the Children staff member overseeing one of the four activity sub-offices. They will provide operational management oversight for that office, reporting up to the Country Director. This staff will also sit on the program management unit. S/he will also supervise the three Save the Children Advisors (SBC, WASH and Adolescents) ensuring quality program implementation in line with the work-plan. This staff will lead reporting on behalf of Save the Children and be linked to the activity management as well as Save the Children senior management in Kampala. This position will be located in either Kotido or Moroto.
SCOPE OF ROLE:

Dimensions: Dimensions: Save the Children supports programs in most parts of the country – Northern, Western, North-eastern and Central regions of Uganda with a current staff complement of approximately 300 staff and current expenditure of approximately 20$ million each year

KEY AREAS OF ACCOUNTABILITY :
·  Provide overall programmatic and administrative leadership and guide priority setting for implementation of the 3 thematic areas (sexual and behavior change communication, WASH and adolescent Development) in collaboration with other technical teams from the lead organization (Mercy Corps) and project management.
·  Provide overall leadership, management, and technical support in the development and use of policies and technical guidelines related to the comprehensive strategy for improving adolescent outcomes in the target communities.
·  Upholding Save the Children values: accountability, ambition, creativity, integrity and collaboration through professional role modelling and by information-sharing and knowledge- and capacity building with Iraqi colleagues
·  Program delivery focused on capacity-building for key programme staff for (1) excellent program implementation, including timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) strong budget oversight: monthly forecasting and spending according to plan; quarterly revisions, as needed; budget (spending) reporting
·  Encouraging a team culture of learning, creativity and innovation, and empowering colleagues to deliver outstanding results for women and youth, and their families and communities
·  Supporting staff to maintain positive collegial relationships with relevant Government authorities, non-government partners, including UN agencies, communities and Save the Children, Members and their donors
·  Creating strong partnerships with local NGO/CBO and government entities; leading the program team in partner capacity-building, including thorough follow-up and accountability
·  Reflecting Save the Children dual mandate in development and emergency preparedness/response in program design, planning and implementation as appropriate for livelihoods/related programming
·  Conduct regular reporting to the Chief of Party, and program and technical staff, on successes, challenges and lessons learned.

·  Oversee and mentor program delivery team members, especially Coordinators, ensuring that staff achieves the programme’s expected results on time and within quality standards.
·  Work with teams to develop SMART performance objectives and, as appropriate, professional development plans; be active in supporting positive/helpful performance evaluation against agreed objectives.
·  Manage all program-related consultancies ensuring timely delivery of agreed deliverables

Judgement and Decision-Making
·  The jobholder has a middle level of decision-making authority and is authorised to make decisions/take actions on the majority of operational matters relating to the region such as work plans, recruitment activities, leave approval, most social welfare activities, disciplinary issues and financial decision within the budget.
·  Strategic decisions require consultation with the Director of Program Operations, other SLT Directors include major strategic and operational issues, policy/procedural changes, approval of regional budgets and plans, quality issues and major disciplinary issues, financial decisions outside budget.
Academic Background, Experience and Person Specifications:
EXPERIENCE AND SKILLS
Essential
·  Expertise in project management and of managing programmes in an NGO for at least 4-5 years.
·  Knowledge and experience of having worked in one of the following sectors: Education, Child Protection and WASH.
·  Leadership qualities, motivational skills, mentoring ability; proven experience overseeing and developing a team
·  Experience of program cycle management, and experience in a complex and matrix-managed organization
·  Knowledge of effective financial and budgetary controls; proven ability to manage budgets
·  Solid experience writing comprehensive, high quality narrative reports for donors and other external constituencies; experience supporting national staff colleagues to engage in reporting by systematically collecting and compiling correct, meaningful information/data, etc.
·  Excellent interpersonal, communication and presentation skills
·  Willingness to be based in the Karamoja sub-region, with frequent travel to project offices and field sites within the sub-region.
·  Experience living and working in a complex, high risk (dangerous) environment; demonstrated ability to live/work and maintain personal wellness and productivity in such an environment
·  Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
·  Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
·  Fluency in written and spoken English required.
·  Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children Child Safeguarding policy.
Desirable
·  Previous experience and knowledge of Uganda and Karamojong Sub region.
·  Knowledge of Save the Children systems and ways of working
