Job Description

TITLE: Project Manager (BPRM)
TEAM/PROGRAMME: Program Operations / LOCATION: Erbil-Iraq
GRADE: TBC / CONTRACT LENGTH: 8 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Project Manager will be responsible for implementing Education , Child Protection and other elements project in Kalar – Diyala District and Sinuni – Ninewa locations. S/he will be assigned to in Erbil duty station but traveling in 2 field offices (Kalar and Dohuk/Ninewa) to insure the project implementation in all locations. A higher percentage of the time will be given to the FOS that have a bigger portfolio and that need closer support. The work will be done in coordination with other SCI–Iraq interventions implemented in the same area of operation. The Project Manager is responsible for the successful achievement of the project, reaching the objectives, managing the budget, and the implementation of the activities. The Project Manager as budget holder, is accountable for the proper financial management of the project. Insure that budget implementation is done in alignment with the project life.
SCOPE OF ROLE:
Reports to: Head of Program Operation
Direct reports: Direct line N/A and dotted line with all the Field based sector managers.
Closely works with: Field Managers, PDQ, Awards, Supply Chain and MEAL and other support services departments.
KEY AREAS OF ACCOUNTABILITY:
·  Project implementation:Accountable for managing the implementation of the 4 million USD, 12 month BPRM funded project in line with the project proposal, budget, DIP, phase budget, procurement plan and MEAL plan), throughout the duration of the award in all locations.
·  Accountable for preparing, managing and regularly updating the project activities work plan, procurement plan, recruitment plan, MEAL plan and financial plan, ensuring timely and quality implementation in compliance with the defined project and Country Strategy as well as SCI and donor guidelines.
·  Facilitates field visits from Donor or other stakeholders (external and internal).
·  Leads the kick off meeting and the end of the project meeting, which is due 3 months before the end of the project
·  Contributes to the monthly Awards Management Meetings
·  Accountable for updating the existing technical assessment and updating the detailed procurement plan
·  Coordinating with logistics, administration, and finance units to procure all equipment, supplies and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures
·  Undertaking regular field visits to provide guidance and supervision as well as to regularly monitoring the progress of activities
·  Preparing periodic project narrative and financial reports as well as other ad hoc reports, according to SCI and donor requirements
·  In coordination with relevant actors, developing and set up the monitoring, complaint and appeal mechanisms necessary to guarantee quality and effectiveness of assistance
·  Ensuring the integration of activities with other SCI projects, as well as coordinating with other actors intervening in the same area
·  Internally, establishing and maintaining collaborative relations with the Field TCs, and the Awards, Finance, Programme Quality, HR , and Operations departments
Human Resources:
·  In coordination with the Human Resources Unit, carrying out recruitment procedures for the project team.
·  Training, coordinating and supervising the project national staff and evaluating their performance.
Working relationships:
·  Externally establishing and maintaining collaborative relations with representatives from donors, local municipalities, partners, workers, beneficiaries, and other stakeholders.
·  Liaisons with the leading SC member, approved by Head of Program Operation
Other objectives and duties:
·  As requested by the Field Managers, for the effective implementation of the project in all locations with all project components.

EXPERIENCE AND SKILLS:
Essential:
•  Advanced degree (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree);
•  10 years (or more) of humanitarian experience in not-for-profit organization in complex emergency environments, including managing remotely and with and through partners.
•  Experience in managing and implementing emergency programs with a procurement component, and ensuring compliance with multiple donor grants, program budgets and activities.
•  Proficient knowledge of English is required.
•  Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of SCI. This includes effective negotiation and representation skills.
•  Ability to work independently and as a team player who demonstrates leadership and is able to support and work with staff and partner staff.
•  Demonstrated ability to manage contracts in compliance with BPRM requirement and major donor requirements including OFDA and ECHO
•  Able to manage competing priorities and multiple grants.
•  Strong financial and contract management skills.
•  Familiarity with projects involving large-scale procurement and distribution.
•  Previous experience of managing Education , particularly on School rehabilitation , WASH, FSL and Child Protection projects
•  Data management and analysis skills.
•  Specific experience in designing and managing USG funded projects.
•  Proven experience of successful program delivery of multi-million (USD) awards.
Technical competencies:
• Ability to set high standards for quality of work;
• Ability to manage human, technical, administrative and financial resources;
• Knowledge of managing market based intervention (Cash, Voucher, etc. programmes);
• Analytical skills to assess political situation on grounds and humanitarian implications;

Desirable
·  Previous experience and knowledge of Iraq.
·  Arabic/Kurdish or other languages.
·  Knowledge of Save the Children systems and ways of working.
·  Experience or knowledge of working and living in the Middle East.
·  Specific experience of designing and managing Scandinavian Ministries of Foreign Affairs, ECHO, UNICEF, OFDA, and PRM projects.
·  Specific experience of designing and managing consortia projects.
