JOB TITLE:Humanitarian Monitoring, Evaluation, Accountability and Learning Coordinator (MEAL-C)

ROLE PURPOSE:
The primary objective of the post holder is to develop and implement an MEAL framework that will maintain accountability standards and ensure effective monitoring, evaluation and learning of current emergency programmes in Myanmar. The post holder will develop and adapt M&E tools/approaches, develop and build the capacity of the MEAL team, provide support and guidance to operations teams, and clearly define M&E functions within the Humanitarian, Operations and PDQ teams.
SCOPE OF ROLE:
The MEAL-M will develop and implement a realistic MEAL strategy and system, ensuring that they are institutionalized within the existing project cycle management framework, and that staff have the capacity to implement them. The MEAL-M will have a key role in rolling out a MEAL framework and systems across the country programme with a focus on emergency and recovery programming. The post holder will ensure that all projects in the Myanmar country programme are continually monitored and that lessons are documented and communicated to inform on-going implementation and future programming. The post holder will guide teams in achieving outcome/impact focused projects and accountability to beneficiaries, local government and non government partners and SC Members and their donors in line with Save the Children’s and donor compliance requirements.
The MEAL-M will lead on building capacities of staff and partners for MEAL and participation, with a specific focus on children. The post holder will be the key focal person for the development and implementation of a strategy to make the Myanmar Programme an organization that listens to children and is accountable to them.

KEY AREAS OF ACCOUNTABILITY:
Monitoring and Evaluation
§  Develop and implement an integrated M&E, accountability and learning framework and strategy for the overall monitoring of emergency programmes including: rapid assessment and baseline tools, project specific monitoring tools, approaches, staff and team responsibilities and frequency of monitoring and evaluation activities
§  Review current approaches for project monitoring (assessment, baseline, indicators, data collection/management and reporting) and identify strengths, weaknesses and opportunities of the current systems and approaches
§  Develop and maintain output tracker / IPTT (indicator performance tracking table) for all emergency responses, provide training for field staff on using the tools and reporting against outputs
§  Train and support field program teams to develop and implement effective and appropriate project M&E plans and tools, based on project log-frames (including data collection frequency and data management)
§  Support project staff to collect good quality monitoring data in a timely manner and collate/organize data received for reporting purposes
§  Develop and manage the implementation of a data/information management system; act as a key information focal point for the CO and provide information to various teams / management
§  Assist in data quality assurance and compliance with all grants related reporting requirements and their timely submission
§  Ensure that the emergency response complies with SCI MEAL standard operating procedures, and that programs and designed and implemented in accordance with international MEAL standards.
§  Bring together data and findings from across projects and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development.
Accountability
§  Lead the development of accountability and complaints mechanisms, and support implementation at field level. This will involve continuous monitoring to ensure the mechanisms are appropriate and effective in the context and alter where necessary
§  Ensure that all staff at all levels, including senior managers and directors, fully understand and promote accountability in general and to children in particular, through training and coaching.
§  Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms.
§  Assess how beneficiaries can best be involved at every stage of the programme cycle.
Learning
§  Support planning, implementation and follow-up of evaluations, including writing TORs, preparing review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, leading report review. Participate in evaluations where required.
§  Follow up on action points and recommendations from evaluations to ensure they are considered by field / Yangon teams, and implemented where appropriate
§  Coordinate with Humanitarian, PDQ and Operations teams and programme staff to ensure that lessons learned are properly communicate, documented and are incorporated into programme implementation and design.
Programme development and reporting
§  Input on the MEAL aspects of all new proposals, including appropriate budgeting and providing feedback on the log-frame and monitoring plan
§  Support the Humanitarian, PDQ and Operations staff to produce high quality donor, assessment and impact reports
§  Support internal reporting and planning processes
Leadership and team development
§  Provide management and technical leadership to the Humanitarian MEAL staff in Yangon and in the field
§  Develop the Humanitarian MEAL team roles, functions and responsibilities
§  Develop Project monitoring training modules and train key field staff and field management in how to use tools and measure/track indicators
§  Ensure that MEAL team members access appropriate capacity building and development opportunities

QUALIFICATIONS AND EXPERIENCE:
§  Post graduate degree in development, related social science or programme M&E
§  Significant international experience in developing and implementing M&E systems
§  Previous experience of working on large, multi sectoral programmes in both emergency and recovery contexts
§  Previous experience with developing emergency and recovery, project based M&E systems for a range of different donors
§  Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
§  Experience in all aspects of programme development, proposal writing and budget development
§  Ability to write clear and effective assessment and project reports
§  Experience of, and commitment to working through systems of community participation and accountability
§  Demonstrated ability to work effectively in politicised and multi cultural settings with a wide variety of stakeholders.
§  Ability to analyze information, evaluate options and to think and plan strategically
