TITLE: Child Protection Sub Cluster Coordinator
TEAM/PROGRAMME: PDS / LOCATION: Juba with substantial field visits
GRADE: TBC / CONTRACT LENGTH: 12 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.
Conflict and crisis in South Sudan have compounded ongoing vulnerabilities creating a very challenging context for children across the country. Save the Children co-leads the Child Protection sub-cluster with UNICEF. Both the UNICEF Coordinator and Save the Children Co-Coordinator are expected to ensure together the leadership at the national level of the Cluster functions. Based on the IASC Reference module for Cluster coordination at the country level, these functions are related to the strengthening of the coordination mechanism for service deliver; information for strategic decision; planning and strategy development; advocacy; monitoring and reporting; preparedness, contingency planning/preparedness and accountability to affected population.
On behalf of Save the Children, and in support of the Government and all humanitarian actors, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Child Protection Sub-Cluster.
SCOPE OF ROLE:

Dimensions:
South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Infrastructure across the country remains virtually none-existent; with 80% of the country – including State capitals – only accessible for half of the year (the rainy season) by small aircraft. The agencies still provide some 75% of the basic services of the South Sudanese population.

KEY AREAS OF ACCOUNTABILITY:
General
·  As a senior representative of Save the Children, demonstrate behaviours that are consistent with Save the Children’s Mission, Vision and Values.

Specific Responsibilities
The post holder has joint responsibility with UNICEF Coordinator, resourcing partners and all cluster participants at the national and sub-national level for the efficient management and functioning of the Child Protection Sub-Cluster, encompassing the following:
·  Establish and maintain an appropriate humanitarian coordination mechanism;
·  Strengthen pre-existing sectoral coordination through increased predictability and accountability;
·  Build complementarity of partner actions: avoiding duplication and gaps;
·  Promote the implemetation of the Minimum Standards of Child Protection in Human Action amongest Child Protection actors and non –CP actors.
·  Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response;
·  Work with child protection actors to develop an inter-agency CPiE capacity building strategy that meets the needs and priorites.
·  Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDs;
·  Maintain flexibility within the cluster to respond to changes in the operating environment, evolving requirements, capacities and participation;
·  Effectively use and transfer information to, from and between cluster participants and other stakeholders;
·  Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;
·  Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
·  Monitor performance of the core cluster functions.
Where there is both a national and a sub-national cluster, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels
Core cluster functions:
·  Supporting service delivery
o  Provide a platform to ensure that service delivery is driven by the agreed strategic priorities
o  Develop mechanisms to eliminate duplication of service delivery
·  Informing strategic decision-making of the HC/HCT for the humanitarian response
o  Needs assessment and gap analysis (across other sectors and within the sector)
o  Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
o  Prioritization, grounded in response analysis
·  Planning and strategy development
o  Develop sectoral plans, objectives and indicators directly support realization of the HC/HCT strategic priorities
o  Application and adherence to existing standards and guidelines
o  Clarify funding requirements, prioritization, and cluster contributions to HC’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF)
·  Advocacy
o  Identify advocacy concerns to contribute to HC and HCT messaging and action
o  Undertaking advocacy activities on behalf of cluster participants and the affected population
·  Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary
·  Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.
·  Accountability to affected populations
·  The global cluster will provide operational support to the country cluster, see Reference 1
·  Performance of the cluster will be measured using the Coordination Performance Report, see Reference 2.
The post holder is accountable to:
·  Save the Children’s Country Director, who will in turn ensure that the post holder is provided with all necessary support and guidance, and that any “double-hatting” does not take place.
·  Sub-cluster particpants, who will in turn ensure that they deliver on their agreed minimum commitments (see IASC Reference Module for Cluster Coordination at the Country Level, November 2012)
·  Child Protection Sub-Cluster coordination team members, who will in turn support the post holder in line with their terms of reference
·  Inter-cluster coordination bodies established by the HCT/UNOCHA
·  Affected populations through agreed mechanisms
Accountability to the country director/cluster coordinator, cluster participants, coordination team members and inter-cluster coordination bodies will be expressed in regular review meetings.

QUALIFICATIONS AND EXPERIENCE
Essential:
·  At least four years of senior-level experience in humanitarian response within the CPiE sector
·  At least one year of experience of responding in the first-phase of an emergency
·  Master’s Degree in Social Science, Human Rights, related field or an equivalent qualification
·  Formal training in Cluster Coordination
·  Excellent English communication skills, both verbal and written.
Desirable:
·  Experience in South Sudan.
·  Experience in Cluster Coordination.
