SASSETA: Justice Chamber Bursary Scheme
SASSETA offers bursaries for full time or Part time study in order to meet its needs and to support the principles of National Skills Development Strategy 2005-2010. Bursaries are awarded annually for study in accordance with the Skills Development Act No. 97 of 1998, the Skills Development Levies Act No.9 of 1999, and related Regulations and Notices. The EMPLOYER and SASSETA agree to enter into a contract with the learner whereby SASSETA would fully sponsor the beneficiary for a particular learning program.
1. PURPOSE
This document outlines SASSETA guidelines/procedures with regards to the awarding of
Bursaries, in accordance with the Skills Development Act No. 97 of 1998, the Skills
Development Levies Act No.9 of 1999, and related Regulations and Notices. The guidelines support the principles of the National Skills Development Strategy 2005 – 2010.
The EMPLOYER and SASSETA agree to enter into a contract with the Learner whereby SASSETA would fully sponsor the beneficiary for a particular learning program. The purpose of this document is to record the terms and procedures applicable to the financial support agreement.
2. DEFINITION
Bursaries: a Grant that will be disbursed for students who want to pursue qualifications that are relevant to the Justice Sector but also address the scarce and critical skills within the Justice sector.
Beneficiaries: applicants who were successful in their application to take part in the bursary scheme.
Selection Committee: selection committee aims to produce a priority list of candidates in following a fair and transparent process in line with the set selection criteria
Employer: The Department of Justice and Constitutional Development
SASSETA: Safety and Security Sector Education and Training Authority
Service Provider: Tertiary Institution where the learner is enrolled for a learning programme.
3. Qualifying Criteria
· Applicants must be South African citizens
· Grants for bursaries will be disbursed for students who want to pursue qualifications that are relevant to the Justice Sector and also address the scarce and critical skills within the sector.
· Financial support applications for bursaries will only be considered if training is provided by an Accredited Institution of higher learning.
· Applicants must meet the admission requirements of the respective tertiary institution/s.
· Financial support will be paid by SASSETA to institutions of learning provided that all relevant documents are submitted.
· Selection criteria will include previous academic performance, the likelihood that the candidate will successfully complete the learning program and the availability of employment within the sector.
· Applicants must be prepared to enter into a contract with the EMPLOYER which inter alia will specify repayments in case of failure to complete a programme
· Applicants must be prepared to undergo an interview, if required by the tertiary institution/selection committee
· N.B. In the case of UNEMPLOYED students preference will be given to those in the final year of study, and in case of employed applicants, preference may be given to candidates who have already commenced their studies and are likely to complete within a year of being awarded a bursary.
· Preference will be given to candidates from previously disadvantaged communities and/or belonging to designated groups without discounting other considerations already mentioned.
· Bursaries shall not be given for supplementary examinations and / or repeat subjects
4. APPLICABLE LINE OF STUDY
Bursaries shall be granted to studies that will lead to a registered qualification of the NQF in
the following field of study:
a) Undergraduate - Commerce
b) Post graduate - Specialised legal field (e.g. environmental law, cyber law,)
- Management & Leadership
5. PAYMENT FOR BURSARIES
5.1 The total amount of bursary will include tuition, accommodation, books and meals to a maximum of R40, 000.00 per annum per beneficiary (tuition will be billed by the service provider).
5.2 Payment will only be done upon receipt of the Invoice and the Statement of Results where appropriate.
6. OTHER GENERAL CONDITIONS
6.1 Bursaries shall not be paid towards two or more Educational Institutions for the same student.
6.2 Department of Justice and Constitutional Development bursary holders actively pursuing studies shall not be considered.
6.3 All the required documents must be attached when submitting the application form, including certified copy of the student's latest results, acceptance letter or letter showing that the student has applied to the institution, ID.
6.4 It is the responsibility of the applicant to ensure that the Institution they are applying to study at is nationally registered and accredited.
6.5 Once a bursary has been granted, it must be understood that the approval has been granted for the use of the Educational Institution indicated, the line of study and the costs as specified in the application form and these only. In case of any changes, the request must be put in writing for consideration by the Justice Chamber.
6.6 The amount of the bursary relates to the direct costs and no refunds will be made towards un-incurred costs.
6.7 The following Ratio will be applicable when allocating bursaries:
· Unemployed Learners: 70% = 35% X First Degrees in commerce, Financial Management at Final Year Level
= 35% X Post-Graduate in Legal and Management field
· Employed Learners: 30% = Post-Graduate in Legal and Management field
e.g. environmental law, cyber law and Labour Relations
7. Qualifying Criteria

How will the project be run?
SASSETA and the DoJ & CD will establish a steering committee which will co-ordinate the implementation of this programme where the DoJ & CD will submit all learner contracts, proof of registration for capturing and progress reports to enable for the payment of Invoices. Strategic partnerships will be established with relevant Universities and Institutions of Higher Learning to ensure continuity of the programme.
