Report on Circle Staff Welfare Board Meeting held on 05-12-2017 at CGM Office, Chennai

The Circle welfare Board meeting was held on 05-12-2017 under the president ship of Shri R. Marshal Antony Leo, CGM, TN Circle at Chennai.

The following staff participated from staff side.

  1. Com P. Sivakkumaran, DE, Cuddalore SNEA nominated member
  2. Com S. Subramanian, OS CSC, Tirupur BSNLEU nominated member
  3. Com R. Sridhar, OS, Cuddalore NFTE nominated member
  4. Com P. Jagadeesh selvakani, TT, Tirunelveli SEWABSNL nominated member

At the outset, the DGM Admin & Seretary, TNCSWB welcome all the members.

The last meeting was conducted on 29-11-2013. The President informed that due to the retirement of members, membership verification of the association, meeting could not be conducted as prescribed..The Administration assured that in future, the meeting will be conducted properly once in a year.

There are two welfare funds.

  1. Central Welfare fund – Fund allotted by Corporate office, will be distributed to all the SSA based on the number of staff .
  2. Special Welfare fund – Collected from the members in the SSA level as subscription.

In all the SSAs, Welfare Boards are to be formed/reconstituted and the meetings are to be conducted atleast once in a year as done at Circle level. Decisions can be taken at SSA level to utilize the special welfare fund.

Decision taken:

MARRIAGE LOAN:

At present,the marriage loan of Rs. 50,000/- is granted. We requested to increase it to Rs. 1,00,000/-. Proposals in this regard have also been received from some SSA welfare boards.

After discussion,it is decided to raise the amount to Rs. 60,000/- from Circle Welfare fund. If sufficient fund available , the marriage loan can be increased upto Rs. 75,000/- also by the SSAs themselves.

RETIREMENT GRANT:

It is increased from Rs. 2,000/- to 3,000/-.The amount for cash gift is Rs. 3,001. There is no change in the amount spent towards Shawl & Mementoi.e., Rs. 750/-for shawl and Rs.500/-for memento. This was approved by Corporate office.

DEATH RELIEF FUND:

The death relief fund of Circle welfare fund is Rs.15,000/-and it will be continued.

In addition, at present Rs.3,000/- is being paid from special welfare fund which is increased to Rs.5000/-.Totally Rs.20000/- will be paid to the family member of the staff as death relief.

SPECTACLE AMOUNT:

The spectacle assistance amount is enhanced from Rs. 800/- to Rs.1500/- from special welfare fund.

MASTER HEALTH CHECK UP:

Already Master health check up facility is available for Executives under MRS scheme for Rs. 3500/- as per the Corporate office order No.BSNL/Admn/15-22/16 dated 3-1-2017. The same is extended to all the staff also. But already Rs. 1500/- is allowed for master health check up once in the entire service of staff. This will be continued.

Suscription for DISTRICT SPORTS AND CULTURAL BOARD of the SSAs:

Proposal was given that Rs.2/- can be given from the welfare subscription. The president informed that the SSA welfare Board may decide on this issue.But the Circle welfare Board decided to recover subscription separately each Rs.5 to be collected from members in this regard following SSAs.,e.g., Cuddalore.

GRANTS FOR STAFF RECREATION CLUB:

RGMTTC claimed special grant of Rs. 10,000/- for renovation of club in the Training centre.

The Circle Welfare Board decided that the special grants will be given as per the existing rules to all the Recreation club which submits the audited account by conducting regular General Body meeting.

TRC TOUR GRANT:

As per the existing rules, 75% of the cost of the journey will be paid from the Central Welfare fund.The issues related to utilization, increasing or decreasing the contribution of tour grants from the special welfare fund can be decided by the SSA welfare board.

Tenure of the staff posted to Welfare section:The staff posted in welfare section are to be transferred after the completion of the tenure period of 4 years.
