The meeting was called to order by Mayor, Sammy Hartwick.

A motion to approve the previous minutes was made by Richard Snuggsand 2ndby Mark Hardin. Motion passed 6-0.

The first item of business was an award for the Greenbrier District Court. Susan Weaver presented the award to Dale Reynolds and Sarah Watson. The award was for data quality excellence. The team was able to pick up new software very quickly and was only a few communities to receive the award.

The next item of business was an ordinance involving a rezoning for the Gring tract of land. It is involving 87 acres which two plots will be allocated to C2 and one large tract will be zoned R1 which will amend ordinance 06-95. The planning commission voted unanimously to approve the rezoning. A motion was made by Joyce Johnson and 2nd by Richard Snuggs to waive the three readings. The motion passed 6-0. A motion to approve ordinance 06-17 was made by Richard Snuggs and 2nd by Mark Hardin. The motion passed 6-0. A motion to approve an emergency clause was made by Joyce Johnson and 2nd by Richard Snuggs. The motion passed 6-0.

The next item on the agenda was a variance to approve a mobile home for the Branch family. The family moved a single wide mobile home into a lot which was approved by former code enforcement officer Cody Fulmer. This was not in compliance with local code so the family has rights and was out a sum of money. The branch family hired an attorney to oversee the case and they are more than willing to work with city from this time forward. The family wants to keep mobile home just as is if the city will agree. The mother in law which will be moving into the trailer will be the only allowed resident, if and when she decides to move from the property the family will move the trailer off the property. A motion to waive the three readings was made by Joyce Johnson and 2nd by Te Kelso. The motion passed 6-0. A motion to approve ordinance 07-17 for a variance for the Branch family as is was made by Joyce Johnson and 2nd by Mary Ann Freeman. The motion passed 6-0.A motion to approve an emergency clause was made by Joyce Johnson and 2nd by Mary Ann Freeman. The motion passed 6-0.

The next item of business was a zoning code amendment that would involve tattoo and piecing salons as well as adult-oriented business. The ordinance would make the business mentioned to get a special use permit so it would have to go through the planning commission as well as the city council. A motion to waive the three readings was made by Mark Hardin and 2nd by Mary Ann Freeman. The motion passed 6-0. A motion to approve ordinance 08-17 to require these businesses to obtain a special use permit was made by Joyce Johnson and 2nd by Richard Snuggs. The motion passed 6-0. A motion to approve an emergency clause was made by Joyce Johnson and 2nd by Richard Snuggs. The motion passed 6-0.

The next item of business was a resolution to obtain grant funds from Arkansas Department of Parks and Tourism. This will be a 50/50 grant which the city has already met for the purchase of the land. A motion to approve resolution 09-17 was made by Mark Hardin and 2nd by Larry Johnson. The motion passed 6-0.

The next item on the agenda was a discussion over the Greenbrier City Services returned checks policy. The city needs something on the books to regulate a returned check. A motion to approve Greenbrier City Services returned check policy was made by Mary Ann Freeman and 2nd by Larry Johnson. The motion passed 6-0.

The last item on the agenda was the chamber of commerce report. The chamber is gearing up for a golf tournament on September 15th and also making plans for the annual Christmas Parade on November 30. They have also reserved a rain date for the parade for December the 4th.

A motion to adjourn was made by Richard Snuggs and 2nd by Mark Hardin. The motion passed 6-0.
