Job Purpose:
Responsible for Managing the development and overall provision of IT software applications, including desktop tools, websites, Geographical Information Systems (GIS) and data management governance servicesto meet the overall business objectives of SYPTE, the Information & Technology Strategies and internal client requirements.

  • Responsible for overseeing and managing the software development lifecycle forbespoke application development, website development, and GIS developments to meet the needs of the organisation, Information & Technology strategies and service level agreements.
  • Responsible for managing and ensuring IT applications, databases, website and online services and GIS applications are maintained, fit for purpose and consistently available to meet the needs of the organisation, Information and Technology strategies and service level agreements
  • Responsible for managing the business analysis function of the organisation to meet the requirements of the organisation and Information and Technology strategies.
  • Responsible for the identification of appropriate IT solutions whether they are bespoke or third party applications that will enable successful delivery of a business change.
  • Responsible for managing and developing the provision of an effective, complete and comprehensive information and data planning, maintenance, support, quality and security service to meet the needs of the organisation, Information & Technology strategies and service level agreements.
  • Responsible for ensuring the integrity of data and information and the interactions with external database applications and datasets.
  • Manage the provision of out-of-hours and stand-by cover as determined by the service level agreements.
  • Accurate processing of the organisation's data is paramount to the delivery of central information systems.
  • Day to day management responsibility for the I&T Development Team of 12members of staff within the Information & Technology Department, including line management responsibility for 10 members of staff.
  • The overall I&T Development budget is approximately £500k.
  • Provision of services to 400 desktops and 600 user accounts.

Responsibilities/Key Accountabilities:
  1. Oversee, manage and ensure the delivery of application support and development ofI&T development services for desktop applications, databases, website and online services and GIS, to meet SYPTE’s overall objectives and Information & Technology strategies whilst ensuring optimal use of resources at all times.
  1. Manage the provision, development and quality of application support and development services through organisation employees, outside contractors and suppliers to ensure all operational IT Systems continually meet the business needs of SYPTE.
  1. Manage and develop protocols and guidance on the acquisition of customer and asset data to ensure compatibility with existing data structures.
  1. Ensure, in conjunction with the IT Infrastructure Manager, that IT systems are available to meet the expectations of customer facing expectations and internal SLAs using optimal use of available resources.
  1. Responsible for ensuring continuous support is available for agreed mission critical customer facing transactional systems (not limited to Websites and SYPTE Dynamics CRM) to meet the agreed service level agreements.
  1. Manage the provision of a business analysis function of the organisation to meet the requirements of the organisation and Information and Technology strategies.
  1. Management of day to day provision of data and information governance services through SYPTE employees, outside contractors and suppliers to ensure all information systems continually meet the business needs of the SYPTE, national standards and legal requirements
  1. Oversee the full software development lifecycle of desktop applications, websites & online services, and GIS to ensure that appropriate standards are met, principles followed and appropriate technologies are used.
  1. Oversee the development and delivery of the organisation’s databases and associated infrastructure, including the planning, maintenance and installation services to ensure the continuous provision of Database Services.
  1. Manage the provision of business tools to promote information efficiency and provide a central point for information management.
  1. Responsible for the identification of appropriate IT solutions whether they are bespoke or third party applications (including procurement and standing orders responsibilities) that will enable successful delivery of a business change initiative.
  1. Contract management responsibilities for third party solutions supported by the IT Development Team in order to ensure the requirements of SYPTE are delivered in a cost effective and timely manner.
  1. Negotiation of service level agreements with appropriate SYPTE’s business units and ensure through monitoring that the agreements are met and the agreed service delivers the business imperatives of each business unit.
  1. Develop strategies for IT development to achieve the objectives of the organisation in conjunction with the Head of Information & Technology
  2. Assist in the management and production of the IT Technology Strategy and Information Strategy, ensuring adherence to the strategy through development choices and use of technology and information.
  1. Ensure suitable provision of IT project management expertise for the Information & Technology Department and to the organisation to ensure effective delivery of products which assist the organisation in the delivery of the Business Plan and Information & Technology Strategy.
  1. Manage the programme of IT development projects using appropriate Development Methodologies, ensuring that employees understand the methodologies and they are applied wherever appropriate.
  1. Undertake any other responsibilities commensurate with the post that the Head of Information & Technology may require.

Planning and Organisation:
  • Establish clear team objectives that contribute to the overall objectives of the department.
  • Develop multi-year strategies to deliver the business objectives of the organisation in conjunction with the Head of Information & Technology.
  • Plan and deliver appropriate technology developed by the IT Development Team to meet the agreed business needs of the organisation, the Information & Technology Strategy and service level agreements within budget constraints set by the Head of Information & Technology.
  • Organise the team’s structure and processes, including training and development strategies which most deliver objectives.
  • Proactively plan, organise and manage the workload and performance of the resources controlled by the post to meet service level agreements whilst ensuring effective use of resources at all times.
  • Contribute to team working within the Information & Technology Department and liaise with others to continuously improve cross-functional and cross-organisational efficiency.
  • Assist the Head of Information & Technology in determining medium and long term plans for achieving agreed departmental targets and objectives.

  • Responsible for ensuring the successful delivery of software applications, web & online services,GIS services and specific projects using internal or external resources and agree procedures with the Head of Information & Technology.
