OSHA’s Outreach Training Program, trains workers in basic occupational safety and health through a one-week OSHA trainer course. Workers who complete this training are then authorized to teach 10-hour or 30-hour courses in construction or general industry safety and health standards. For the construction industry, required courses are: 500-Trainer Course in Occupational Safety and Health Standards for the Construction Industry and 510-Occupational Safety and Health Standards for the Construction Industry. For general industry, the required course is: 501-Trainer Course in Occupational Safety and Health Standards for General Industry. Two update courses are available: 502-Update for Construction Industry Outreach Trainers and 503-Update for General Industry Outreach Trainers.

The Susan Harwood Training Grants Program, is a grant program that provides funding to train employees and employers in recognizing, avoiding and preventing safety and health hazards in the workplace. OSHA has been awarding grants since 1978. Awards are made to safety and health organizations, employer associations, labor organizations, educational institutions and other non-profit organizations. Currently, sixty-one grants have been awarded in nine categories:

  • Transmission and distribution
  • Ergonomics
  • Food processing
  • Hard-to-reach workers
  • Institutional competency building
  • Nursing homes
  • Small business development center project

OSHA’s Resource Center Loan Program, is a collection of more than 500 occupational safety and health training materials including videos, slides/tapes, and books. Borrowers pay for shipping costs.

Eligible borrowers include:

  • OSHA National, Regional and Area Office employees
  • OSHA grantees
  • OSHA Consultation Program employees
  • OSHA Voluntary Protection Program Site employees
  • OSHA Education Center employees
  • Employees of OSHA State Plan States
  • OSHA Outreach Trainers

OSHA provides eTools, Web-based training tools on occupational safety and health topics. These files are downloadable for off-line use. OSHA also provides Technical Links, a website that includes information on over 150 topics including standards, directives, training materials, etc. PowerPoint Presentations on various occupational safety and health topics and Targeted CD-ROMs are also available.

  • The United States, Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), administers training grants to public or private educational schools or institutions that have demonstrated competency in occupational safety and health and is located in a state, the District of Columbia or a U.S. Territory. Grants are either Training Project Grants (TPG) or Education and Research Center (ERC) training grants that support educational programs in industrial hygiene, occupational health nursing, occupational/industrial medicine, occupational safety and other specialized occupational safety and health training areas.

NIOSH has developed and funds sixteen Educational Resource Centers (ERCs), at universities that provide multidisciplinary graduate and continuing education programs in occupational medicine, occupational health nursing, industrial hygiene and safety. The Centers are regional resources for industry, labor, government, academic and the general public.

NIOSH has a training videotape library, with videos that can be borrowed and copied free of charge. These programs are public domain.

NIOSH also maintains the National Agriculture Safety Database (NASD), “a collection of information about health, safety and injury prevention in agriculture.” (Quotation taken from website).

  • The National Safety Council (NSC), is a nonprofit, non-governmental public service organization that is membership-based. The National Safety Council has a National Training Calendar, and Online Training Center, The Council carries out its mission through Chapters. In California, there is a San Francisco Chapter, Safety Center, Incorporated in Sacramento, and Safety Center, Incorporated, Modesto location. A synopsis of training programs and resources for these two chapters can be found under the California state heading.

Courses are tuition-based with a price for members and a different price for non-members. Member discounts are given on pre-packaged and on-site safety training programs. Dues include a base fee of $200.00 with $0.75 additional per employee (less first 100 employees) for organizations with 101 to 1,999 employees. For organizations with 2,000+ employees there is an additional $0.50 per employee (less first 100 employees).

  • The United States, Department of Health and Human Services, National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS), Division of Extramural Research and Training (DERT), Workers Education & Training Program (WETP), is a federally funded program administered in coordination with the United States Environmental Protection Agency (U.S.EPA) and the United State Department of Energy (U.S. DOE). This is a training grants program that funds non-profit organizations who have a demonstrated track record to provide occupational safety and health education, focusing on workers involved with handling hazardous waste or responding to emergency releases of hazardous materials. Four areas of focus include: EPA Hazardous Waste Worker Training Program, EPA Minority Worker Training Program, EPA Brownfields Minority Worker Training Program, and DOE Nuclear Worker Training Program. NIEHS, WETP, maintains The National Clearinghouse for Worker Safety and Health Training. This clearinghouse is the central distribution point for the worker education and training community to find technical documents, workshop reports, safety and health update information and curricula from NIEHS and WETP awardees.
