SAFER POOLE PARTNERSHIP - PERFORMANCE UPDATE AND REVIEW

1.PURPOSE OF REPORT

1.1 To inform members of the Partnerships performance against local and national targets.

2.RECOMMENDATIONS

2.1That members:

(a)Note current progress on national indicators in particular areas of concern

(b)Note Safer Neighbourhood priorities

3.BACKGROUND

3.1 In April 2008, the National Indicator Set was implemented. Out of the 196 indicators, 49 fell under the safer agenda. The Partnership and performance team on a quarterly basis will monitor these indicators.

3.2 Through consultation with Government Office for the South West the Partnership also agreed a number of targets on specific indicators through the Local Area Agreement one and two.

3.3 The Partnership and Performance Team will continue to produce an overview Performance report for the Board every quarter.

3.4The Partnership and Performance Team will inform the Board of any significant changes within performance that may need addressing. A brief overview will be presented regarding Partnership initiatives to tackle any areas of concern.

4.CURRENT PERFORMANCE – AREAS OF CONCERN

4.1Annex 1, shows a break down of a number of key safer national indicators. RAG analysis has been used to show areas of concern and those areas where incidents are decreasing. The statistics show totals for Q1 – Q3 and a comparison with last year. Areas of significant concern are listed below with current activity:

  • Serious Violent Crime & Assaults with Less Serious Injury - The Bournemouth and Poole Violent Crime Problem Profile has been completed and distributed to members of the Violent Task Group. On Jan 28 the group met to discuss the profile. In addition the Violent Crime representative from the Home Office joined the group. As a result the group will be widening their membership and taking forward recommendations within the profile such as re –introducing ‘Operation Flycatcher’.

It is however noted that although these are areas of concern figures are on a downward trend with decreases month on month.

  • Serious Acquisitive Crime, in particular Vehicle Crime – There has been a number of incidents involving theft from and theft from vehicles. The police have identified potential offenders who are being monitored. Members of the vehicle crime task group will be issuing crime prevention advice to organisations such as hotels. The Partnership Team will be monitoring this indicator. It is predicted that levels of acquisitive crime may rise due to the economic downturn.
  • Criminal Damage – A number of incidents around Ashley Court have been reported. The sectional TCG have identified a potential suspect who will be further investigated.
  • Repeat Incidents of Domestic Violence – The Domestic Abuse Strategic Group has now met a number of occasions. The group recently discussed the need to produce a clear multi-agency working protocol, which explains agencies responsibilities and actions required in response to domestic violence situations and notifications. A small working group has been identified to take this work forward.

5.0POSITIVE OUTCOMES

5.1Area’s showing a positive decrease in crime are listed below:

  • Anti Social Behaviour – The anti social behaviour task group have recently developed a localised Youth Crime Action Plan, which will be presented to the Board in May
  • Burglary Dwelling

6.0SAFER NEIGHBOUHOOD UPDATE

6.1There are currently seven SN panels. Below are some issues being raised by local residents within the areas:

Rossmoor and Alderney

  • Mini Motos and Motor Cycles on Bourne Valley Nature Reserve
  • Criminal Damage to Property
  • Anti Social Behaviour

Newtown and Branksome

  • Alcohol consumption and related ASB in open spaces
  • Speeding

Broadstone and Merley

  • Inconsiderate parking and illegal parking causing obstruction
  • Speeding
  • ASB around the Broadway

Creekmoor

  • Littering and dog fouling
  • Underage drinking
  • Lighting issues - improve lighting in problem areas, ensuring that all existing streetlights are working

Canford Heath

  • Underage drinking
  • Littering and dog fouling
  • Improve street lighting

Hamworthy

  • ASB in the area of Turlin Road
  • Speeding
  • Cycling on pavements

Parkstone, Penn Hill and Canford Cliffs

  • Cycling on Pavements
  • Speeding
  • Parking

Poole Town and Oakdale

  • ASB in the Old Orchard area
  • Cycling in Poole High Street

6.2 Positive Good News Stories

6.2.1 On January 9 and Section 30 dispersal order notice came into effect in the Canford Heath area. The decision for a dispersal order was taken into consideration after an increase in anti social behaviour incidents. In addition o the dispersal order the Stryker Mobile CCTV has been deployed within the locality, the provision of a youth shelter outside the dispersal order and additional youth outreach services have been promoted as well as increased patrols by local safer neighbourhood officers. Feedback from residents and local business has been positive and encouraging. The additional youth outreach and the youth shelter have also provided diversionary activities for some of the groups. The order will be reviewed in mid March.

6.2.2The Poole Town and Oakdale and Hamworthy SNT have been involved in promoting the ‘Think Light – Think Bright’ campaign. This is a cycle defect rectification scheme. Tickets have been issued for cycling with no lights and cyclists are given 14 days to attend a police station with lights fitted. Tickets have also been issued for riding on pavements.

6.2.3 Speed checks around Lake Road and Lulworth Avenue have proved very positive. The Hamworthy SNT, with assistance from The Special Constabulary and The Traffic Dept have conducted speed checks. Approximately thirty tickets have been issued to date.

7.0LAA REFRESH

7.1Negotiations are currently underway with regards to NI17 perceptions of Anti Social Behaviour and NI20 Assaults with less serious Injury.
