S1: LANDSCAPE DESIGN & ADMINISTRATION SERVICES

(For use where the Landscape Consultant is Contract Administrator)

This is the Scope of Service referred to in the foregoing Memorandum of Agreement
between the following Client and Landscape Consultant:

Pre-Design Preparation
S1A / Work Stage A: Scope of Services
A1 / Obtain from the Client information on ownership, legal interests, site information and any other matters which may influence the development or management requirements of the project.
A2 / Assist the Client to define the initial project requirements including the project brief, programme, finance, consultations and key stakeholders.
A3 / Visit the site and carry out an initial site appraisal.
A4 / Agree the scope of services to be provided by the Landscape Consultant and other consultants, the fee basis for the services and the programme. Obtain agreement to proceed.
A5 / Agree the level of BIM compliance required.
A6 / Advise the Client of their duties under the Construction (Design and Management) Regulations 2007 and carry out the duties of a Designer as defined in the Regulations.
S1B / Work Stage B: Feasibility and Design Brief
B1 / Arrange for topographical or other surveys to be obtained.
B2 / Prepare context and site appraisals with written advice and recommendations to determine the feasibility of the Client's requirements.
B3 / Provide alternative solutions for review with the Client, including their technical and financial implications.
B4 / Advise on the need to obtain planning permissions and other statutory requirements.
B5 / Contribute to the development of the final design brief from the Client’s initial project requirements.
B6 / Identify procurement methods, project quality plan and procedures, programme, organisational structures and engagement of other consultants and specialists for the project.
Design
S1C / Work Stage C: Concept Proposals
C1 / Review the final design brief and confirm the procurement method.
C2 / Develop concept design proposal options and co-ordinate information with other project team members.
C3 / Provide information for approximate estimate of construction costs by others.
C4 / Attend/host design team meetings or presentation meetings.
S1D / Work Stage D: Design Development
D1 / Develop the concept proposals indicating spatial arrangements, construction materials and appearance.
D2 / Prepare outline specifications and schedules of materials and maintenance.
D3 / Consult with statutory authorities.
D4 / Provide information for estimate of construction costs by others.
D5 / Liaise and co-ordinate with other project team members as required.
D6 / Attend workshops for review of requirements for BREEAM / EcoHomes/ Code for Sustainable Homes / risk or health and safety assessments.
D7 / Review and amend proposals to accommodate the requirements for BREEAM / EcoHomes / Code for Sustainable Homes / risk or health and safety assessments.
S1E / Work Stage E: Technical Design / Detailed Proposals
E1 / Develop detailed proposals to technical design stage for materials, techniques and standards of workmanship.
E2 / Provide information for updating estimate of construction cost by others.
E3 / Consult statutory authorities and make detailed applications for statutory approvals.
E4 / Liaise and co-ordinate with other project team members as required.
E5 / Attend workshops for review of requirements for BREEAM / EcoHomes / Code for Sustainable Homes / risk or health and safety assessments/ value engineering.
E6 / Review and amend proposals to accommodate the requirements for BREEAM / EcoHomes / Code for Sustainable Homes / risk or health and safety assessments / value engineering.
Pre-Construction
S1F / Work Stage F: Production Information
F1 / Prepare all production drawings, schedules and specification of materials and workmanship required for the construction of the work.
F2 / Provide information for updating estimate of construction costs by others.
F3 / Review other consultants’/specialists’ design and co-ordinate as part of production information.
F4 / Liaise and co-ordinate with other project team members as required.
S1G / Work Stage G: Tender Documentation
G1 / Provide information for preparation of pricing documents / bills of quantities by others in sufficient detail for tender purposes.
G2 / Prepare schedules of work / rates by others suitable for tendering purposes.
S1H / Work Stage H: Tender Action
H1 / Provide advice on suitable landscape Contractors to enable a final list of approved tenderers to be prepared.
H2 / Prepare and collate all information and invite tenders from approved Contractors.
H3 / Provide information for tender issue by others.
H4 / Assist with or appraise and advise on tenders submitted.
H5 / Review and amend proposals to accommodate the requirements of value engineering.
Construction to Completion
S1J / Work Stage J: Contract Preparation / Mobilisation
J1 / Advise the Client on the appointment of the Contractor and on the responsibilities of the Client, the Contractor and the Landscape Consultant under the terms of the contract document; prepare the contract and arrange for it to be signed by the Client and the Contractor.
J2 / Provide contract information as required by the form of contract.
S1K / Work Stage K: Construction Operations
K1 / Administer the contract during operations on site including reviewing the Contractor’s programme, chairing progress meetings, issuing information and instructions.
K2 / Visit the site at intervals appropriate to the Contractor's programmed activities and/or to an inspection schedule agreed with the Client to inspect the progress and quality of the works and certify the progress of the works.
K3 / Co-ordinate other consultants and receive reports to enable decisions to be made regarding administration of the contract.
K4 / Provide information to enable valuations for work carried out to be prepared. Check and certify the authenticity of accounts for payments due.
K5 / Make periodic financial reports to the Client with other consultants where appointed and identify any variation in the cost of the works.
K6 / Give notice of any adjustment to the completion date.
K7 / Provide record information to the CDM Co-ordinator.
S1L / Work Stage L: Completion and Establishment
L1 / Visit the site at intervals appropriate to the Contractor's programmed establishment activities and to a schedule agreed with the Client to inspect the progress and quality of the works.
L2 / Prepare the schedule of defects and certify completion of defects made good.
L3 / Administer the terms of the contract relating to the completion of the works.
