Background:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.

MRRD currently leads six regional programmes: Japanese Fund for Poverty Reduction (JFPR 9039), Border Districts Development Program, Reconstruction and Development (R&D) - Policy Action Group (PAG), Inter-communal Rural Development Program (IRDP), Project for Alternative Livelihood (PAL), and JICA Support Program for Re-integration and Community Development (JSPR).

Regional Programs Coordination Office is looking after all RPs and the program assistant will assist and work under RPs Coordinator to facilitate the:

  1. Administration
  2. Survey
  3. Road & Bridges with all related Sub structures Design
  4. Irrigation and Water Supply networks Design
  5. Building (Architecture, Structure, Building interior Electricity, interior Water Supply and interior waste water network.
  6. Micro Hydro Power Generation
  7. Estimation
  8. Archive

General Duties & Responsibilities:

Support ESD and NSP with the following: Prepare/ review construction sub-project estimation. Ensure standards/norms of quality and safety.

Specific Duties and Responsibilities:

  1. Checking of designed project drawings before estimation started.
  1. Review and correction of BoQs of all estimated projects.
  1. Staff management and care for their capacity, professional and quality control building.
  1. Participate in ESD/NSP technical board for designed project checking.
  1. Given approximate cost estimation for different types of projects.
  1. Studying updated books for his professional capacity building and work quality.
  1. Communicate ESD/NSP leadership meeting instruction to staff regarding their related jobs.
  1. Prepare work progress report in written every 15 days directly to ESD director.

Experience and Qualification

  • Diploma in civil engineering.
  • Strong knowledge regarding his/her Profession.
  • 3 years of minimum estimation Work Experiences required.
  • Ability to divide tasks within estimation team and manage them.
  • Be a self-motivated, versatile and adaptable to different cultures and people.
  • Capable of working with others in a participatory and capacity building manner.
  • Have good analytical, writing, and communication skills.
  • Proven experience in preparing quantitative and qualitative reports.
  • The senior estimation officer will be proficient in written and spoken English, Dari and Pashto.
