Present: Reeve Richard Funk, Councillors Greg McConnell, Roland Marohn, Dave Baskerville, Arnie Suski, John Pottinger and CAO Wendy Wutzke.

Reeve Funk called the meeting to order at 9:10 a.m.

Adoption of the Agenda

2017/36 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions.

2017/37 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of February 8th, 2017, as read and circulated.

2017/38 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement and bank reconciliation for the months ended February 28th, 2017, as read and circulated.

AMM sent news bulletins dated February 17th and March 6th, 2017. – filed

AMM also sent information regarding the Mayors, Reeves & CAO meeting to be held in Winnipeg April 11, 2017 and the preliminary agenda for the Municipal Officials Seminar to be held in Winnipeg, April 12-13th, 2017.

2017/39 Be it resolved that Richard Funk and Wendy Wutzke are hereby authorized to attend the 2017 Mayors, Reeves & CAO Meeting to be held April 11th, 2017 in Winnipeg, and further be it resolved that all expenses be reimbursed as per Bylaw 3/2015.

2017/40 Be it resolved that all Council and CAO are hereby authorized to attend the 2017 Municipal Officials Seminar and MTCML Trade Show to be held in Winnipeg on April 12-13, 2017, and further be it resolved that all expenses actually incurred be reimbursed by the municipality as per Bylaw 3/2015.

2017/41 Be it resolved that the Council of the Municipality of Glenella – Lansdowne agree to renew the membership with MGRA for 2017 in the amount of $200.00

Manitoba Good Roads sent an agenda for their annual ½ day seminar to be held April 12, 2017 in Winnipeg (9-12) and an invitation to their annual banquet and awards presentation which will be held April 11, 2017 – filed

RCMP sent the mayors report for February 2017. – filed

Airscapes International sent information regarding custom aerial photography program for Canada’s 150th Birthday – get pricing on photographing both Villages of Glenella and Arden

Birnie Nursery School sent a thank you for the 2017 grant - filed

Town of Neepawa sent a letter regarding fire protection provided by the Town to the Municipality and requesting a meeting to discuss the establishment of a fire agreement. They have proposed either using a “fee for service” calculation or a bylaw with set rates for the cost recovery of all services provided with invoicing submitted following each service call – arrange meeting with the Town to discuss further

2017/42 Be it resolved that cheques numbered 2124 to 2197 in the amount of $91,186.38, Glenella Recreation Committee cheques numbered 982 to 984 in the amount of $1,414.51, and payroll direct deposit accounts in the amount of $27,842.00 having been certified by the Finance Committee, be approved for payment.

2017/43 Be it resolved that Council Indemnity accounts amounting to $6,253.24 be hereby approved for payment by direct deposit.

2017/44 Be it resolved that Council of the Municipality of Glenella – Lansdowne agree to reschedule their regular April Council Meeting from Wednesday, April 12th, 2017 to Wednesday, April 19th, 2017.

2017/45 Be it resolved that Council for the Municipality of Glenella-Lansdowne approve the proposed subdivision File 4142-17-7780 (SW20-17-14w) for Leona Bay subject to a Conditional Use Order allowing for the non-farm single-family dwellings within the “AG80”

2017/46 Be it resolved that Council for the Municipality of Glenella-Lansdowne approve the proposed subdivision File 4142-17-7760 (SW2-16-14w) for Tom Madsen subject to a Conditional Use Order allowing for the non-farm single-family dwellings within the “AG80” and a Variation Order to increase the maximum yard site from 10 acres to 10.35 acres.

Arden Ladies Auxiliary proposal to install a chairlift at the Arden Rink – forward their request to the Lansdowne Recreation for their approval

Committee Reports

Minister of Indigenous and Municipal Relations sent a letter advising they have approved the funding for the Rural Waterline Expansion under the Clean Water and Wastewater Fund (CWWF). The Total Eligible CWWF Project Costs are $586,640 consisting of Provincial Funding of $146,660, Federal Funding $293,320 and Municipal Funding of $146,660 - letters to the residents who had requested it to ensure they are still interested

Whitemud Watershed sent a letter regarding an expansion proposal to allow the Town of Carberry to become a member of the Whitemud Watershed Conservation District – tabled until after the spring district meeting to get more information

Neepawa & District Medical Committee sent a copy of the minutes from their committee meeting held January 19, 2017 - filed

Joan Popkes sent a request for approval to apply for a grant to the Beautiful Plains Community Foundation for appliances for the kitchen in the new basement apartment of the Neepawa & District Medical Committee

2017/50 Be it resolved that Council for the Municipality of Glenella-Lansdowne support Joan Popke’s application to the Beautiful Plains Community Foundation on behalf of the Neepawa & District Medical Clinic for new appliances for their basement apartment.

Open Discussion

2017/51 Be it resolved that Wendy Wutzke is hereby authorized to attend the MMAA Annual Convention to be held in Brandon, on April 23-April 26, 2017; and further be it resolved that all expenses actually incurred be reimbursed by the municipality as per Bylaw 3/2015.

Council reviewed a report on drainage licenses received and not yet completed, as well as a report on drainage licenses applied for and not yet received.

Council discussed issues relating to the Arden Firewall, and the possibility of either building an addition to the current building or a new building, the current building is too small, has no washrooms, and needs to be updated.

Council discussed issues relating to the grader hours, miles each grader is currently looking after, policy for snow removal, complaints from ratepayers on the length of time it takes to get their road opened after a storm. A meeting between all operators and Council will be set up to coordinate the work.

Council discussed issues to take to the Watershed spring sub district meeting and a meeting will be set up between the Watershed representatives before that meeting.

Council discussed issues relating to the shingles that were replaced at the Arden Hall last fall. They were not nailed correctly and several shingles have blown off in the wind, the entire roof may need to be reshingled.

Council discussed the gravel that is being hauled to the New Rosedale Colony that is being developed. Greg and Roland will meet with the Colony and/or Triwave who is hauling the gravel to ensure they do not damage our municipal roads.

Council discussed issues relating to the budget, and will have a special meeting on March 22, 2017 to further discuss the budget.
