REGULAR MEETING OF COUNCIL

WEDNESDAY, AUGUST 10th, 2015

Present: Reeve Richard Funk, Councillors Greg McConnell, Roland Marohn, Don Boxall, Dave Baskerville, Arnie Suski, John Pottinger and CAO Wendy Wutzke.

Call to order

Reeve Funk called the meeting to order at 9:00 a.m.

Adoption of the Agenda

2015/187 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions.

Confirmation of Minutes

2015/188 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of July 8th, 2015, as read and circulated.

Financial Statement

2015/189 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement for the months ended July 31st, 2015 as read and circulated.

AMM sent their newsbulletin dated August 6, 2015 and a member advisory announcing Mel Klassen has been elected as new Vice President. - filed

Sgt Morehouse sent the Mayors Report for July 2015- filed

Westlake Gladstone sent a copy of the response received from DU regarding the Big Grass Marsh Structure, along with notice that the meeting with DU originally scheduled for August 6, 2015 has been postponed – filed

Rotary Club of Neepawa sent a letter requesting a donation to their 15th Annual TV/Radio Auction to be held November 5, 2015 - forward to Lansdowne Recreation Committee for a donation

DataLink sent a quote to update the civic addressing in our municipality at a cost of $950 plus taxes (does not include the price of the signs) – tabled until more information could be obtained

Curtis Kulbacki requested a watch for children sign to be put up on his road (18-16-14) – forward to Arden Shop to install

Bob Malfait requested that we ask Dept of Highways to clean out the west side of the ditch along PR 462, road 75, between Road 101 and Road 102

2015/190 Be it resolved that the Council of the Municipality of Glenella-Lansdowne request Department of Highways have the west side of the ditch cleaned along PR462, road 75, between Road 101 and Road 102.

Council stayed the Regular meeting of Council at 11:00 am to hold a Public Hearing to hear representation to Variation Order File V-02-2015 (Bray Farms Ltd)

The Regular Meeting of Council resumed after the Public Hearing.

2015/191 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the application for variation order #V-02-2015 (Bray Farms Ltd.), under the RM of Lansdowne Zoning Bylaw #2074-00, as amended:

Varied to allow: the required setback in the “AG-80” Agricultural General zone for NW31-15-14 wpm:

1.  The required setbacks of NW 31-15-14 w for the North and West Boundary of 125 feet be reduced to 0 feet and the South boundary of 50 feet be reduced to 0 feet and the East boundary of 50 feet be reduced to 10 feet.

2.  The required setbacks of the SW31-15-14w for the North boundary of 50 feet be reduced to 0 feet, the required setback of the West and South Boundary of 125 feet be reduced to 0 feet and the required setback of the East boundary of 50 feet be reduced to 0 feet.

3.  The required setbacks of the SE31-15-14w for the North boundary of 50 feet be reduced to 10 feet, the required setback of the West Boundary of 50 feet be reduced to 0 feet and the required setback of the South and East boundaries of 125 feet be reduced to 0 feet.

4.  The required setbacks of the SW32-15-14w for the North and East boundaries of 50 feet be reduced to 10 feet, the required setback of the South and West Boundaries of 125 feet be reduced to 0 feet

Reason in Support: To facilitate the proposed Tile Drainage Project.

2015/192 Be it resolved that payroll direct deposit payments and accounts numbered #573 to #647 amounting to $141,854.85 hereby approved for payment.

2015/193 Be it resolved that Council Indemnity and Gravel accounts numbered #648 to #656 and amounting to $18,615.49 be hereby approved for payment.

Baskerville - Pottinger

2015/194 Be it resolved that Council of the Municipality of Glenella-Lansdowne accept Marrie Hillers resignation as caretaker of Glenella Hall effective August 31,, 2015.

Suski - Pottinger

2015/195 Be it resolved that Council of the Municipality of Glenella-Lansdowne request Manitoba Hydro install a streetlight Lot 2 Block 15 Plan 237 in the Village of Arden.

Baskerville - Pottinger

2015/196 Whereas Cam Timlick was charged $12,500 to hook up to the Arden Water System at Lot 6/7 Block 7 Plan 201 (220 Lansdowne Avenue ), and whereas the curbstop frontage charge of $8,525 has already been charged to this property, and whereas the costs to hookup should have been reduced by this frontage, therefore be it resolved that Council of the Municipality of Glenella-Lansdowne approve the refund of $8,525 to Cam Timlick for overpayment of hookup costs.

2015/197 Be it resolved that Council of the Municipality of Glenella-Lansdowne hereby authorize the CAO to add the following outstanding utility bills to taxes as per Section 252 (2) of the Municipal Act:

Roll 9900 118 Lansdowne Avenue, Arden $224.43

2015/198 Whereas notice has been received from the assessment Officer for cancellations to the tax roll, Section 326 M.A., therefore be it resolved Council of the Municipality of Glenella – Lansdowne hereby authorize the following be cancelled from the 2015 tax roll:

Unfinished Business

2015/200 Be it resolved that Council of the Municipality of Glenella-Lansdowne accept the tender for auditing services from Sensus for the three fiscal years 2015-2017, at the annual quoted price of $9,290.00.

2015/201 Be it resolved that Council of the Municipality of Glenella-Lansdowne appoint Bryan McCutcheon to Whitemud Watershed #39 as ratepayer, replacing Don Olsofka.

Committee Reports

Western Economic Diversification sent notice that they have approved our grant application to remove and replace the shingles on the Arden hall south addition and north porch and will reimburse 50% of the costs up to $13,240 under the Canada 150 Community Infrastructure Program, with the project to be commenced after April 1, 2016.

Open Discussion

Council discussed getting the new trailer safetied, and will get Ray to get it done.

Council discussed the plans to install an electronic sign by the Arden Community Hall.

Council discussed problems with the coin machine for the bulk water at the Glenella Water Plant. A key to the plant will be given to the firechief to ensure the fire truck always has access to bulk water.

Council discussed implementing a tipping fee at the Glenella Waste Disposal grounds for people who are hauling their construction waste for projects done outside the municipality.

Council discussed the website. The website of the former RM of Glenella has now been converted to the website for the new municipality. The website of the former RM of Lansdowne is still up and has not been updated to reflect the amalgamation due to the inability of contacting the administrator to make the necessary changes.

Council discussed gravel and drainage requirements.

Suski - Marohn

2015/202 Be it resolved the Council of the Municipality of Glenella – Lansdowne do now sit as a “Committee of the Whole in Camera” and that all matters discussed shall be kept confidential.

Pottinger - Baskerville

2015/203 Be it resolved the Council of the Municipality of Glenella – Lansdowne do now adjourn the “In Camera” session and resume the Regular Meeting of Council.

Carried.
