SPORTSMANSHIPPOLICY

Goodsportsmanshipandcooperationisbothanticipatedandexpected. Theteamcaptainordesignatedcoach,ifapplicable,is

expectedtoaidincontrollingteammates’andteamfollowers’conductandtorepresenthis/herteamasspokesperson incaseof

appealstothecourtmonitor.PoorsportsmanshipcouldresultinpenaltiesagainsttheteamineithertheTechnical,Intentional,or

Flagrant foul categories(seerule11). FailuretocomplywiththeSpiritofHoopfest,withactssuchasfighting,taunting,intimidating

orverballyattackingatournamentofficial,playerorspectatormayleadtoremovalofthatplayer,teamand/orspectatorfromthe

tournament.Anyejectionfromtheentire tournamentwillresultinasuspensionfromthenextyear’sHoopfest,ataminimum.

Decisionsmadebytournamentofficialsarefinal,andarenotsubjecttoreviewbyvideoorotherrecordings,orothersources.

WhoCanPlay

1Thetournamentisopentoplayersenteringgrades3through12,aswell asalladults.Adesignatedcoachisrequiredforallyouthteams.Aplayer

maynotparticipateonmultipleteamswithinthesamebracket.

NumberofPlayers

Eachteammayconsistofamaximumof4playersandaminimumof3

players.Ateammayhaveonly3playersonthecourtatanytime.Forallco-

edteams,amemberoftheoppositesexmustbeonthecourtatalltimes.

Allgamesmuststartwithatleast3playersoneachteam.Anynumberof

players(1,2,or3)maycompleteagame.

AuthorizedEquipmentApparel

3Noplayershallbeallowedtowearaguard,cast,hardbraceorother

potentiallydangerousequipmentonhisorherelbow,hand,wrist,finger,

orforearm,includingequipmentmadeofhardleather,plastic,plasteror

metal—eveniftheequipmentiscoveredwithsoftpadding.Softbraces,

sleevesandwrapswillbeallowedunlesstheyposeadangertoother

players. Inaddition,jewelery,hairbandsandclipswillnotbeallowed.

Asalways,SpokaneHoopfestAssociationretainstherighttodisallowany

equipmentorapparelthatitjudgestobedangerousorinappropriate.

EligibilityIssues

Allhighschoolandcollegeplayersareencouragedtocheckwiththeir

coachesand/orathleticdirectorsaboutparticipatinginHoopfestandthe

potentialeffectsontheireligibility.SpokaneHoopfestAssociationisnot

responsiblefordeterminingaparticularathlete’seligibilityunderNational

CollegiateAthleticAssociationorapplicablehighschoolassociationrules.

BracketTypes

Teamswillbedividedintotournamentbracketsaccordingtoitsplayers’

agesorimmediateupcomingschoolgrades,heights,playingexperience,

andcompetitionlevel,inaccordancewiththeinformationoneachteam

entryform.Tournamentofficialsreservetherighttoverifyaplayer’s

entryformdata.Falseinformationwillbegroundsfordismissalfrom

thetournament.

Eachplayerinallbrackets7thgradeandabovemustpossessphoto

identificationuponsign-in.Failuretodosowillresultinejection.

BasketHeight

Basketswillbe8feethighforteamswhoseplayersareenteringgrades

3and4;theheightwillbe10feethighforallotherbrackets.

BasketballSize

Theintermediatesizeballwillbeusedforallfemalegamesandanymale

orco-edgamesconsistingofplayersenteringgrades3through6.Thefull

sizeballwillbeusedforallothergames.

FreeThrowShooting Distance

Thedistanceforfree-throwswillbe10feetforbracketsconsistingof

teamswhoseplayersareenteringgrades3and4andwhoareplaying

ona8footbasket;thedistancewillbe15feetforallotherbrackets.

Two-PointShootingDistance

Thedistancefortwo-pointshootingis16feetforbracketsconsistingof

teamswhoseplayersareenteringgrades3through6;thedistancewillbe

19feetforallotherbrackets.

StealingtheBall

Playersinallagecategoriesmaystealtheballwhenitisbeingpassed.

Bracketsconsistingofteamswhoseplayersareenteringgrades3and4

willhaveano-stealrulewhenplayersareeitherdribblingorholdingthe

ball.Stealinginthosesituationswillbeallowedinallotherbrackets.

Fouls

Inmostbrackets,theparticipatingplayerswillcalltheirownfouls.More

specifically,theplayerthatwasfouledwillcallthefoul.Allcalledfouls

shallresultinonefreethrowshot,exceptonsuccessfulfieldgoals,in

which casethebasketcountsandnofreethrowshotisawarded.During

afreethrow,opposingteamplayersmaynotintentionallydisruptthe

shooter’sunhinderedthrow.Achangeofpossessionwillresultregardless

ofwhetherthefreethrowshotismadeormissed.Afterafoulshot,the

ballwillbeplacedintoplayfromtheback-courtline.Incidentalcontact

betweenopponentsshallnotresultinacalledfoulunlesssuchcontact

resultsinameaningfuldisadvantage.Courtmonitorswillrefereeall

gamesinbracketsconsistingofteamswhoseplayersareenteringgrades

3through9 aswellasallgamesintheadultEliteDivision.

TechnicalFouls

aAtechnicalfoulwillbecalledforunsportsmanlikeactssuchastaunting,

baiting,ortrashtalk.Tauntingandbaitingcaninvolvederogatory

remarksorgesturesthatinciteorinsultaplayer.Trashtalkinvolvesa

deeplypersonal,verbalattackdirectedtowardanypersoninvolvedin

theevent.Inextreme cases,theplayermayalsobesuspendedfrom

playandacoachorfanremovedfromthecourtfortheremainderof

thatgameorfortherestofthetournament.Aplayerwhoaggressively

comesintocontactwithorassaultsacourtmonitor,courtmarshal,or

othertournamentofficialshallbeautomaticallyejectedfromthegame

andfortheremainderofthecurrenttournament.Additionalsuspension

forsuchactswillbedeterminedbytheHoopfestorganizationonacase

bycasebasis.Thecourtmonitormayalsoassessatechnicalfoulifthe

monitordeterminesthattheteamisstallingintheinterestofpreserving

awinningmargin.Atechnicalfoulresultsinonepointfortheoffended

teamandpossessionoftheball.

IntentionalFouls

b Anintentionalfoulisafouldesignedtoneutralizeanopponent’sobvious

advantageousposition.Itisafoulwhich,basedonthecourtmonitor’s

observationoftheact,isnotalegitimateattempttodirectlyplaytheball.

Afoulshallalsoberuledintentional,basedonthemonitor’sobservation

oftheact,ifwhileattemptingtoplaytheball,aplayercausesexcessive

contact.Anintentionalfoulresultsinonepoint fortheoffendedteam

andpossessionoftheball.

FlagrantFouls

Aflagrantfoulmaybeofaviolentoraggressivenature,oranactwhich

displaysunacceptableconduct.Itmayormaynotbeintentional.It

mayinvolveviolentoraggressivecontactsuchasstriking,kicking,

kneeing,movingunderanopponentwhoisintheair,andcrouchingor

hippinginamannerwhichcouldcausesevereinjurytotheopponent.

Itmayalsoinvolvedead ballcontactordialoguewhichisextremeor

persistent,aggressive,orabusive.Aflagrantfoulresultsinonepointfor

theoffendedteamandpossessionoftheball.Theplayercommitting

the foulwillbesuspendedfrom playfor theremainderofthatgame

andpossiblyfortherestofthetournament.

Technical,intentional,andflagrantfoulscannotbecalled byaplayer. Acourtmonitororcourtmarshalwillmakethiscall.Theirdecisionis final.

Stalling

Stallingisprohibited.Stallingisastyleofplayinwhichateamdoes

notactivelyattempttoadvancethebasketball towardthebasket

andshoottheballatthebasket. Itisamethodusedinanattempt

torunoutthegameclocktopreserveawin.Stallingisconsidered

anunsportsmanlikeactandwillresultinatechnicalfoulagainstthe

offendingteam(seerule11a).

WhichTeamReceivestheBallFirst?

Acointosspriortoeachgamewilldeterminewhichteamgetstheball

out-of-boundsfirst.

KeepingScore

Allmadebasketsfrominsidethetwo-pointarccountforonepointand

madebasketsfromoutsidethetwo-pointarccountfortwopoints.The

firstteamto20pointsisthewinner.(seerule15forexceptions).

15 LengthofGame–AllDivisions(excludingtheelitedivisions)

Ifascoreof20isachievedwithin25minutes

Thetargetscorefor allgamesis20points,meaningthefirstteamto

reach20pointswithin25minutesofplayisdeclaredthewinner.The

teamthat reaches20pointsdoesnotneedtohaveawinningmargin

of2pointsorgreater.The25minuteclockisstoppedduringteam

time-outs(seerule24)andifthecourtmonitorstopsplayforaplayer

injury(seerule26)orotherunusualcircumstance.Ifneitherteamhas

reachedascoreof20points,thecourt monitorshallstopthegame

after25minutesofplay.

Inallsituations,thecourtmonitorshalldeclareatechnicalfoul(seerules

11a12)ifthemonitordeterminesthatateamisintentionallystallingto

runouttheclock.

Ifascoreof20isnotachievedwithin25minutes

Ifatthispointofinterruptionateamhasaleadof2ormore points,that

teamisdeclaredthewinner.Ifneitherteamhasatleasta2pointadvantage,

theovertimerulewillbeactivated.Inovertime,thefirstteamtoscorea

totalof2pointsmore thanthe leadingteam’sscoreatthebeginningof

theovertimesession,orreach20points,willbedeclaredthewinner.Acoin

tosswilldeterminewhogetstheballoutofboundsfirstinovertime.Use

theseexamplesasaguideline:

CheckedBall

Theballmustbe“checked”byanopposingplayerbeforeitisput into

play.The check-inmustoccurbehindthedashedtakebacklineand

nottheoutof boundsorendline.Thepassmayoccuranywhereon

thecourt,buttheon-balldefendermustremainbehindthetwo-point

arc. Ingamesconsistingofplayersenteringgrades3and4playedon

an8footbasket,theinitialpass,ifmadebehindthefree-throwline

extended,maynotbecontestedbytheopposingteam.Iftheinitialpass

ismade infrontofthefree-throwlineextended,towardsthebasket,

fulldefensemaybeplayed.

ChangeofPossession

Theballwillchangepossessionafterscoredbasketsandallfree-throw

attempts withtheexceptionofTechnical,IntentionalorFlagrantfouls

(seerule11a,b,c).Therewillbeno“makeit,takeit”rule.

TakingItBack

Theballwillbe“takenback”oneachchangeofpossession,regardlessof

whetherornotashotwasattempted.Failureto“takeitback”resultsinloss

ofpossessionandanypointsjustscored.“Takingitback”meansbringing

yourwholebodyandtheballbehindthedashed“take-back”line,notthe

sidelinesor2pointarc.

19 BallOut-of-Bounds

Aballout-of-boundswillbetakenoutfromtheback-courtline.

Boundaries

Thebasketstructure,padding,andstructuralsupportswillbeplayedas

out-of-bounds.Theactualbackboard,includingitsface,top,bottomand

sides,shallbeconsideredin-bounds.

JumpBall

Inajumpballsituation,theballwillfirstgototheteamwhichlostthe

openingcointoss,withalternatingpossessionsthereafter.

Dunking

Dunkingisnotallowedatanytime,includingduringwarm-ups.Dunkingwill

beconstruedasanunsportsmanlikeactandwillresultinaTechnicalfoul.

Substitutions

Substitutionsmayonlybemadeduringatime-outora“deadball”situation.

Time-Out

Eachteamisallowedasingleoneminutetime-outpergame. The

clockwillstoprunningduringatime-out.

WheelchairParticipants

Playersinthewheelchairdivisionshouldbeawarethataliberalfoursecond

inthekeyrulewillbeenforced.Allwheelchairplayersnotcurrentlyactive

inanygamemuststaypositionedbehindtheback-courtlineandnot

insidethecurbingalongthesidesofthecourt.Chairmeasurementsare

expectedtobeinaccordancewithestablishedwheelchair rules.

PlayerInjury

Acourtmonitorhasthediscretiontosuspendplayfortheprotectionof

aninjuredplayer.Ifaplayerisbleedingorhasanopenwound,thatplayer

willbedirectedtoleavethegameandproperlybandagethewound.

Aplayerwithanybloodstainedclothingorbandagemustremovethe

stainedorsaturatedmaterialpriortore-enteringthegame.Ifitisbelieved

thataplayerhaslostconsciousnessduringagame,orisseverelyinjured,

Hoopfestmayrequireawrittennotefromamedicaldoctorwhohas

examinedtheplayersubsequenttothegame injuryandspecifically

authorizesthatplayertocontinueparticipationinthetournament.

GameTimes

Allprintedschedulesareeffectivethroughonlythefirstgameforall

teams. Followingthetournament’sfirstgame,eachteamisrequired

tochecktheAvistaMasterScoreboardforallofficialschedules,times,

courts,revisions,andgeneralgameinformation.Teamsmustbeready

tobeginplayattheirscheduledstarttime.Teamsnotattheircourtfor

theirscheduledgamearegivena5minutegraceperiodbeforeaforfeit

isenforced.Teamsareencouragedtoremainincontactwiththeircourt

toobservetheeffectsofschedulingchangesthatcould occurmainly

duetoinclementweatherorotherunexpecteddelays.Inclement

weatherandnon-playablesituationsmayresultinthemodification

orcancellationoftheevent.Under theseunlikelycircumstancesteam

entryfeeswillnotberefunded.

TheFinePrint

Designatedtournamentofficialsshallhavethepowertomake

decisionsonanypointsnotspecificallycoveredintheRulesand

Regulationsandshallalsohavethecompleteauthorizationto

interprettheintentandpurposeoftheseRulesandRegulations.

Hoopfestofficialsalsoreservetherighttodisqualifyanyplayerand/or

teamforinfractionsoftournamentpolicies,includingthefollowing:

UseofIllegal Players

TheplayerslistedontheteamentryformasacceptedbyHoopfestare

theonlyoneseligibleforplayonthatteam.Playerchangessubmitted

onauthorized PlayerChangeForms,andacceptedbytournament

officials,mustbecompletedandapprovedby8:00a.m.onSaturday,

June29,2013.Undernocircumstanceswillrostersubstitutionsbe

allowedafterthetournamentbegins.Beforethebeginningofeach

game,everyplayerwillsignaReleaseandWaiverandSportsmanship

Pledge.Anyteamusingaplayernotproperly registeredwillbe

disqualifiedfromthetournament.

Formisthebasisforbracketschedulingandisexpectedtobeboth

accurateandcomplete.Playerslistinginaccurateinformationonthese
