1 / RULES
1.1 / The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
1.2 / The prescriptions of the Royal Dutch Yachting Association will apply.
1.3 / The Rules for Championships Sailing and Windsurfing will apply for the ORC Club Classes.
1.4 / If there is a conflict between languages the English text will take precedence.
2 / NOTICES TO COMPETITORS
2.1 / Notices to competitors will be posted on the official notice board located at the Regatta Office.
2.2 / VHF Channels 13, 72 and 74 may be used for notices from the race committee to competitors.
3 / CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted on the official notice board before 9.00 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 20.00 hrs on the day before it will take effect.
4 / SIGNALS MADE ASHORE
4.1 / Signals made ashore will be displayed at the main flag post in the harbour.
4.2 / When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.
4.3 / When flag Y is displayed ashore, RRS 40.1 applies at all times while afloat. This changes the Part 4 preamble.
5. / SCHEDULE OF RACES
5.1 / Group A consists of the classes

5.3 / To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound signal at least for four minutes before a warning signal is displayed.
5.4 / On the last day of the regatta no warning signal will be made after 13.00 hrs.
6. / CLASS FLAGS
A boat shall display its class flag according to Attachment A at the back stay, except for boats in the VA and VB class.
7. / RACING AREAS
Attachment B shows the racing areas for the short distance races.
8. / COURSES
8.1 / The diagrams in Attachment C show the courses for the short distance races, including the approximate angles between the legs, the order in which marks are to be passed and the side on which each mark is to be left.
8.2 / Attachment D shows the courses for the long and medium distance races, including the legs, the order in which marks are to be passed and the side on which each mark is to be left.
8.3 / No later than the preparatory signal the race committee signal boat will display the compass bearing of the first leg.
8.4 / No later than the preparatory signal the race committee signal boat will display the course number on a yellow board with black figures.
9. / MARKS
9.1 / Marks of the course are shown in Attachment C and D.
9.2 / The starting marks will be the race committee signal boat at the starboard end and a floating beacon with an orange flag at the port end. The race committee signal boat is flying the KNZ&RV-ensign.
9.3 / The finishing marks will be a race committee boat at the starboard end, flying a KNZ&RV-ensign, and a floating beacon with a blue flag on the port end, seen from the direction of the last mark.
9.4 / A race committee boat signaling a change of a leg of the course is a mark as provided in Instruction 12.
10. / RESERVE
11. / THE START
11.1 / Races will be started by using RRS 26 with the warning signal given 5 minutes before the starting signal.
11.2 / The starting line will be between staffs on the starting marks displaying an orange flag.
11.3 / Boats whose warning signal has not been made shall avoid the starting area.
11.4 / A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.
12. / CHANGE OF THE NEXT LEG OF THE COURSE
12.1 / When a short course is sailed (Attachment C):
To change the next leg of the course, the race committee will move the mark (or the finishing line) to a new position.
Except at a gate, boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes RRS 28.1.
12.2 / When a medium or long distance course is sailed (Attachment D):
If a race committee boat signals racing signals flag ‘C’ boats shall sail directly to ‘Finish’.
Boats shall pass between the race committee boat signaling the change and the nearby mark keeping the mark on the side as indicated in the instructions for this course.
If flag ‘C’ is displayed over class flags the change only applies to these classes. This changes RRS 33.
13. / THE FINISH
The finishing line will be between staffs on the finishing marks displaying a blue flag.
14. / PENALTY SYSTEM
14.1 / RRS 44.1 and 44.2 are changed so that only one turn, including one tack and gybe, is required.
14.2 / As provided in RRS 67 the protest committee may, without a hearing, penalize a boat that has broken RRS42.
15. / TIME LIMITS
15.1 / Time limits are measured in corrected time after the first boat sails the course and finishes.
Boats failing to finish within the time limit will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5.

15.2 Time limits:

16. / PROTESTS AND REQUESTS FOR REDRESS
16.1 / Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.
16.2 / For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day.
16.3 / Notices will be posted within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room at the regatta office.
16.4 / Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b).
16.5 / Breaches of instructions 11.3, 14.1 en 18 will not be grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.
16.6 / On the last day of racing a request for redress for reopening a hearing shall be delivered
(a)within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b)within 15 minutes after the party requesting reopening was informed on the decision of that day.
This changes RRS 66.
17. / SCORING
17.1 / For boats in the Shorthanded class the calculation of results will be based on the IRC Time on Time correction factor.
17.2 / For boats in the ORC Club Classes and the VA class results will be calculated according to the ‘Triple number method’. The short distance courses will be scored TN Inshore (windward-leeward), the medium and long distance courses will be scored TN Offshore (circular random).
17.3 / For boats in the VB class the TVF will be used for scoring.
17.3 / For boats in the Klassieke Scherpe Jachten class the VKSJ method will be used.
17.4 / Three races over at least two days are required to be completed to constitute a series.
17.5 / The scores of the long distance race and the medium distance race will be multiplied by 1.5 to form a boat’s series score.
17.6 / For competitors in the ORC Club classes and the VA class:
At the warning signal of each class a red board with a white letter ‘H’, ‘M’ or ‘L’ will indicate the provisional scoring method. At the finish the definitive method may be indicated similarly.
18. / SAFETY REGULATIONS
18.1 / The regatta is governed by OSR Category 4, except for boats in the Klassieke Scherpe Jachten class, the VA class and the VB class who must comply with their class rules.
18.2 / A boat that retires from a race shall notify the race committee as soon as possible via 06-46390199 or VHF channel 72, channel 74, respectively channel 13.
19. / RESERVE
20. / EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

22. / OFFICIAL BOATS
Official boats will display a white flag with red letters ‘RC’.

25. / HAUL-OUT RESTRICTIONS
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.
26. / DIVING EQUIPMENT AND PLASTIC POOLS
Underwaterbreathing apparatus and plastic pools or their equivalent shall not be used around boats between the warning signal of the first race and the end of the regatta.
27. / RADIO COMMUNICATION
27.1 / The race committee may announce individual recalls, general recalls, changes in courses on VHF. This will not be grounds for requests for redress. This changes RRS 61.1(a).
27.2 / VHF channel 72 may be used by the race committee for notifications to participants. For participants on location II this will be channel 13. For shorthanded yachts this will be channel 74 on Saturday.
28. / PRIZES
28.1 / The prizes are described in Attachment E.
28.2 / The winners in the in de ORC Club classes acquire the title ‘Klassenkampioen ORC Club Noord 2012’.
The results in the ORC Club classes count for the ‘ORC Club Competitie’and the ‘Westdeutsche ORC Club Cup’.
The results in the Shorthanded class count for the ‘Shorthanded Competitie’.
29. / DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk, see RRS 4. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, orafter the regatta.
30. / INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1,000,000 per event or the equivalent.

2.Results

As soon as possible after each race, the results will be posted at the regatta office and on the website

3.Prize giving

Day prizes will be given on Friday and Saturday during the happy hour between 18.00 and 18.30 hrs.

The prize giving ceremony will take place on Sunday as soon as possible after the races have finished.

4.Shore and harbour regulations

4.1Competitors are invited to moor according to directions provided by or on behalf of the harbour masters in the harbour of the KNZ&RV.

4.2Competitor’s yachts that are moored in the harbour shall not display any commercial or owner’s flags before Thursday, August 19th nor after Sunday, August 22nd, 22.00 hrs. In case of violation, harbour personnel are allowed to lower said flags.

4.3Competitors are offered a berth in the KNZ&RV’s harbour in Enkhuizen from one day before the regatta until one day after the regatta as a guest of the club. Harbour dues are included in the entry fee.

4.4Competitors will receive a 25% reduction on harbour dues from August 11 till 16 and from August 20 till 25. Please inform the harbor master.

5.Parking

There are parking facilities in Enkhuizen on the Buyshaven. Extra capacity is available near the railway station and at the ZuiderzeeMuseum parking facilities. A floating bridge is in place from the Buyshaven to the Railway station. Be advised that parking outside the official places is strictly forbidden.

6.Craning

Craning facilities are available at Winner Yachts Enkhuizen. Please contact +31648256344.

7.Activities on shore
