Role title: Senior RMO Advisor

Reports to:District RMO Unit Manager

Directorate:Operations

Direct reports: 2 and any casual administrative staff engaged on a temporary basis to support the Unit

Location:There are 2 positions; one each at Dunedin and Southland Hospitals. These positions are in additionto the Advisor roles already in place.

Purpose of the Role
In addition to their regular duties, the Senior RMO Advisor will also be responsible for the coordination of the activities of Resident Medical Officers (RMOs)within Southern District Health Board. This will be by way of:
  • Being responsible for the daily operations of the RMO Unit office in which the Advisor is employed
  • Undertaking day to day supervision of RMO Unit staff within the RMO Unit office in which the Advisor is employed
  • Maintaining general oversight over the recruitment process of all local RMOs, as negotiated with services, ensuring all processes to do with this activity are effective, efficient and timely
  • Providing support to the District RMO Unit Manager and escalating issues as required
  • Fostering and maintaining positive relationships with RMOs and the wider organisation

Experience/Knowledge

  • Experience and knowledge of working with RMO processes preferable

Key Accountabilities / Deliverables / Example Measures
Overall management of the daily activities of the local RMO Unit /
  • General oversight of the daily operations of the local RMO Unit
  • Provision of support to local RMO Unit team members and other staff by giving timely expert advice and guidance about matters to do with RMOs
  • Acting as an escalation point in the event local RMO Unit team members or other Southern DHB staff have a problem relating to RMO matters that require resolution
  • Regular liaison with the Senior RMO Advisor in the other location ensuring a consistent approach to managing daily activities
  • Regularly liaise with the District RMO Unit Manager to ensure they are fully aware of issues and concerns including the timely escalation of problems

Supervision of local RMO Unit staff /
  • Day to day supervision of local RMO Unit team members
  • Management of leave for local RMO Unit team members, including unexpected absence and arranging cover for this
  • Escalating any issues to do with leave to the District RMO Unit Manager in a timely fashion
  • Escalating any concerns regarding local RMO

Management of RMO rosters /
  • General oversight over RMO rosters managed by the local RMO Unit ensuring they are MECA compliant and meet Southern DHB standards
  • Provide expert support and advice to the other RMO Advisors and clinical services regarding RMO rosters and filling roster gaps
  • Accurate and timely approval of any late timesheets caused by late notifications of RMO hours
  • Timely escalation of problems to do with rosters to the District RMO Unit Manager and any other relevant key staff

Management of RMO Recruitment activities /
  • General oversight over the recruitment of all local RMOs ensuring that all recruitment activities fall within the guidelines mandated by the MECA, MCNZ, Immigration NZ and Southern DHB.
  • Provision of support and guidance to the RMO Recruitment Advisor regarding on boarding and orientation activities for new RMOs
  • Provide support to the Recruitment Advisors on both sites with the activities around the Annual RMO Roadshow and resulting recruitment and ACE tasks

Management of Locum placements /
  • General oversight over the engagement of RMO locums
  • In conjunction with the other Senior RMO Advisor, liaising with agencies ensuring the agent has agreed to the national DHBs Contract for Service

Reporting /
  • Provision of regular, accurate and timely monthly reports to do with local RMO Unit activity and expenditure
  • Where appropriate, management of local office budgets and regular reporting to do with this aspect
  • Completion of ad hoc RMO reporting as and when required

Relationships (including information management) /
  • Develop positive and meaningful relationships with RMOs and relevant hospital staff as well as external stakeholders
  • Regularly liaise with other RMO Unit staff to ensure they are fully aware of issues and concerns relevant to them
  • Ensure that College accreditation of RMO runs is maximised, supporting the hospital visits and approval for any changes or reporting between hospital visits

Project Management /
  • Undertake projects as directed by the District RMO Unit Manager
